the legislature today to move to
ward rehabilitating the lour mil
lion Californians who "live pre
cariously on the margin of our
economy."
In a special message on social
welfare, Brown told the lawmak
ers: "We must complete the change
in emphasis in our public assist
ance programs from the cash dole
philosophy which has ruled them
since their beginning in the WHO'S.
The chief executive also said
the state must "seek out and cor
rect the causes of poverty: lack
of education, lack of training and
lack of economic opportunity."
As a third point, he said the
state must make its social wel
fare programs and the adminis.

more effective and more effic
ient." To do this, he suggested the.

public assistance and give the

strict safeguards to prevent chis
eling and coupled with a program
ol work relief, training and re
habilitation."
Widen the definition of dis
ability in the aid to Ihe totally
disabled program to cover per
sons unemployable because of
permanent disability.
The governor said that with co
operation of welfare officials, law
enforcement agents and case
workers Ihe slate can police its
programs "without resorting' tn
the unfortunate spectacles and un
warranted intrusions involved in
so-called 'mass raids.' "
He asked the legislature to adopt
a bill authored by Assemblyman
Robert Crown, D-Alameda, prohib
iting midnight raids on welfare
recipients.
"Dependency is an economic
problem," Ihe governor said. "Un
less we work vigorously and ef
fectively In correct Ihe causes,
we will fail in our efforts to re
store people to dignity and self
support.
The governor said the Califor
nia worker who lost his job in
19:iJ knew the reason because
the economy was in a slump.
"The California worker who
loses his job in 13 has no such
clear understanding of his person
al mislortune," he said. "His fac
tory is not shut down. It has never
been doing better. The economy
of his slate is not in a slump.
It, too, has never been better."
He called upon the legislators

"as an assault on the roots of
poverty, dependency and suffer-i

prising letter from a state em
ploye today.
The employe complained there
were so many holidays in
February "I feel like I am steal
ing from the state."
The employe suggested
Lincoln's Birthday be eliminated
as a holiday, and at a later date
Waslu'ngton's birthday also b a

"There are so many holidays
in February, which is short any
way, I can't get my work done,"
the employe complained.
