Youth Commissioner Ralph H. Whelan said New York analyzed its growing delinquency problem and lound that 75 per cent of the cases could he traced to "appro imalcly 2U.000 multi-problem fam ilies" which constitute "less than one per cent of the city's lamilv population." "There is every reason to be liove that this ratio applic throughout Ihe nation." he told the White House Conference on Children and Youth. Communities Can Help Whelan said American commu nities can do something about de linquency whenever they are will ing to come to grips with the complex and sordid problems 0: Ihe families in which it breeds. "The shocking reality is that most of these families are known to a variety of public and pri vate social agencies. . .but their needs are. still not being met or liieir problems solved." he said.
