York City otlicial said today the
overwhelming majority of juve
nile delinquents come from a rel
atively small number ol families
that are demoralized by deser
tion, divorce, alcoholism, igno
rance and poverty.
Youth Commissioner Ralph H.
Whelan said New York analyzed
its growing delinquency problem
and lound that 75 per cent of the
cases could he traced to "appro
imalcly 2U.000 multi-problem fam
ilies" which constitute "less than
one per cent of the city's lamilv
population."
"There is every reason to be
