Apparently both arc directed at retail merchants. If there wasn't so much useless writing done, probably we wouldn't have lo pay the salaries of so many deputy directors ol this and that around the country. IfKVIITOWEn WASHINGTON (API The United Stales may propose lo its allies and the Soviet Union that disarmament be given lop priority in negotiations at the May Hi sum mit conference in Paris. Officials considering this possi bility believe the result might be to take some of the heat off the dispute with the Soviet Union over West Berlin and to concentrate attention on the one subject which oilers the possibility of important asreemcnt. A priority lor disarmament was discussed by top U.S. leaders with West German Chancellor Konrad Adenauer during his visit last week. It was further pointed up by the new Soviet conditional acceptance of a U.S. proposal lor a limited rather than total trealy ban on test explosions of nuclear weap ons. Tho Soviets made their offer Saturday. U.S. olficiais are skep tical ahou! their purpose but nolo they now have narrowed the gap between their own and the West ern position on a nuclear lest trealy. If they are acting in good lailh ofliciais said, it might be possi ble lo work out most of the prob lems involved in agreement on a treaty in time for final decisions at the summit. If the Soviets are not acting in good faith if they arc simply maneuvering lor immediate ad vantage by splitting the United States and Britain U.S. leaders hone to find this out well m ad vance of the .summit. Before a U.S. stand can he taken. Eisenhower may have to decide among other things whelh er the nation's .security makes it vital lo resume underground test ing of nuclear weapons next fall Some atomic and military of fields say such tests are needed The possibility of an East-West agreement on a ban ol the testing of nuclear weapons is now the brightest among disarmament is sues, but at the moment it is far from a probability. So far as the Berlin dispute goes, however, there is prcsenih no prospect of agreement what ever at the summit conlerencc. Soviet Premier Nikita Khrush chev has said thai sooner or later he is determined to force the United Slates. Britain and France to pull out of West Berlin, lie has threatened if necessary lo make a separate peace treaty with East Germany in an attempt to achieve that end.
