National Commission for UNESCO opens a four-day meet ing tonight to discuss the theme. "Asia and the United States: what the American citizen can do to promote mutual understanding and cooperation. Some 1500 delegates from all parts of the United States gath ered in San Francisco to attend the conference, the largest ever held in this country on Asia and Asian-American relations. Invitations were also issued to UNESCO national commissions of the Asian member states of UNESCO and to the ambassadors of these countries. Among the distinguished Asians attending the conference was Mine. 'Vijaya Lakshmi Pandit. Indian high commissioner for the United Kingdom and sister of In dian Premier Jawaharlal Nehru. She will address a final plenary session' Saturday morning. U. S. Undersecretary of State Christian A. Herter will be the keynote speaker tonight at the first plenary session to be held at the War Memorial Opera House, where the UN charter was ratified 12 years ago. His talk will be on "new dimensions in diplomacy." The U. S. national commission has a membership of 100 dis tinguished citizens appointed by the secretary of state. They ad vise the State Department on UNESCO matters and try to inter est the public in the objectives of UNESCO. Knowland Wins 'Cold War' With Knight's Withdrawal Algerian Problem Gets Top Priority By French Leader Actress Seeks To Divorce Mate SANTA MONICA, Calif, lfl -Actress Nancy Valentine, once married to the Maharajah of Cooch Behar of India, wants to end her marriage to Frederick Til linghast III, oilman and stock broker. She filed suit for divorce yes terday, charging cruelty. Miss Valentine, 29, and Tillinghast, 36. were married last year in a yoga ceremony. She asked for alimony and support for their small daughter. Voted into office after the na tion's longest postwar Cabinet cri sis, Felix Gaillard told the Na tional Assembly he would demand adoption of the Algerian home rule bill on which the last gov ernment of Maurice Bourges Maunoury floundered Sept. 30. But Gaillard said he would accept amendments to give greater weight to the votes of French res idents. That might appease the French in Algeria. However, it appeared likely the Arab rebels would re ject Gaillard's bill, just as they did Bourges - Maunoury's. The rebels demand independence. The 38-year-old financial expert, youngest French government chief since Napoleon Bonaparte, said the second order of business would be to ease the grave financial FEATURE RACE ' RATON, N. ' The new government contains representatives of all National As sembly parties except the Com munists on the extreme left and the Poujadists on the extreme right. v Most observers considered gen eral weariness with ' the long cri sis had far more to do with the parties getting together than the grave problems facing France. Nearly all important party lead ers remained outside Gaillard's cabinet. Gaillard, whose 38th birthday was yesterday, was finance min ister in the last government. WASHINGTON W-Sen. William Knowland of California has won a war of nerves and shown he is likely to be a tough opponent if be seeks the 1960 Republican presi dential nomination. Knowland got a clear track for the Republican nomination for governor yesterday when GOP Gov. Goodwin J. Knight an nounced he was withdrawing from the race and said he would seek the Senate seat Knowland will vacate in January 1959. California's Atty. Gen. Edmund G. (Pat) Brown, a candidate for the Democratic gubernatorial nomination, called a Washington news conference where he was ex pected to comment on the Know land-Knight development. Other Democratic leaders were quick to react after Knight made his announcement here. Democratic National Chairman Paul M. Butler called it a deal which he said was engineered by "the sly Mr. Nixon" a reference to the vice president. Butler said the GOP shift "will make Demo cratic victories in both the guber natorial and senatorial races more certain than ever." In Los Angeles, Democratic Na tional Committeeman Paul Ziffren said Knight had made his candi dacy for the Senate seem like "a booby prize to be given him for avoiding a Republican primary fight with Sen. Knowland." Knight s move climaxed a 10- month war of nerves between Knowland and Knight since the spnntnr flnnnunppH Inst .Tnnnnrv ' he would give up his Senate Re publican leadership to return to California when his term empires. hmght did his best to make a race against him look unattractive but Knowland pushed ahead, an nouncing this lall he would seek the governorship nomination. Both men were told that if they fought it out in a primary, the Demo crats might elect a governor in November 1958. Knowland wouldn't budge, but finally Knight gave way in what he said was "the interest of my state and my party." Even K n i g h t s withdrawal didn't move Knowland to any friendly gesture toward the gov ernor in his bid for the senatorial nomination. Knowland made it clear he will remain neutral in any primary battle. This was attributed in some quarters to Knowland s determina tion to show that there was no deal between him and Knight. However, Nixon put out a state ment assuming that Knowland and Knight would be the nomi nees for the respective offices they seek. The vice president pledged "my full support to the nomination and election" of both. Nixon has been interested In preventing a Republican row at home that might put California in the hands of the Democrats when he is bidding, for the 1960 GOP presidential nomination.
