Stasst n has served notice he wants some solia an swers when he goes to Paris next week for talks about European help in diplomatic terms, in dis. cussing the aid plan at a sews conference late yesterday. He said the program has not reached the stage of decision on "dimensions and methods" but would bo far less ambitious than the lS-blillon-dollar Marshall Plan, which helped to restore economic health to Europe in seven years. "Hie Asia aid proposal, Btassen said, depends in great measure from West Europe. He termed EU' ropean help "essential.'1 While there has been no public rush in European capitals to com ply with 8tassen's previous sug gestions along this line, the U.S. aid administrator said he is en couraged by reaction on the Con tinent and expects to continue in formal talks next week at Paris with officials of the Office of Eu ropean Economic Cooperation. Stassen said the Asia aid pro gram is a key part of U.S. for eign economic policy. The proposal will go to Congress in March, he said, and Ehould be In operation two months later. It will depend primarily upon long- term loans instead of outright gov ernment grants he said. The "three pillars" of the pro posal, he said, are the bringing forth of private capital (A) Inside" Asia Itself, (B) from Europe to Asia and (C) from the United States to Asia. An ICC order Wednesday said truckers generally Increased inter state rates in the Northwest, starting in March 190:; by about 14 per cent. During tnt- same pe riod, Increases of auout 15 per cent become effectiv; between certain points In Washington, Ore gon, Idaho, Montana mid Utah. The carriers argued the rates were planned to maintain a rela tion to intrastate rates, which they said vary In the Northwest. However, the ICC held it was not reasonable to subject certain interstate freight to a higher charge than that applied to other shipments in the some general area. The ICC ordered the reductions into effect Jan. 10. quet. Trophies were awarded to Scott Hancock as the most inspira, tional player and Modesto Jimines as the outstanding lineman. These boys certainly deserved the honors. Guest speakers of the evening were: Bill Bowerman of the University of Oregon and Ralph Hill from tie Klamath Basin. Both speeches were splendid.
