The contracts will specify that all designated timber shall be cut and removed from the unit on or be fore March 31, 1955, and that all other requirements of the contract, including slash disposal, will be completed on or before December 31, 1955. In the amount of 20 per cent of the estimated value at the bid price will be required on each individual contract before cutting begins and in any case not later than thirty days from the date of approval oi the respective individual contracts. The contractor will be required to deck logs In advance of scaling or to conduct logging operations hi such other manner that will per mit the scaling of timber in as lew scaling assignments as possi ble. Better Traffic Law Suggested SALEM Wl Oregon needs bet ter traflic law enforcement and an expanded publicity campaign to promote sate driving, Paul Hill, Western Representative of the Na tional Safety Council, told the gon Traffic Safety Division Wed nesday.. Hill spent two days in Salem. He said Oregon needs stronger laws dealing with accident Investi gations, and more prosecutions ol drivers who are at fault in acci dents. Hill also recommended stricter pedestrian laws, and expanded use of chemical tests for intoxication. The center stripe on highways should have reflectors. Oregon now has some of this type of stripe. Newspapers and radio and tele vision stations should be given more material to promote saiety, Hill recommended. He also sug gested better use of posters, and more speeches on safety. Byrd Plans Polar Trip CLEVELAND (!') Adm. Richard E. Byrd, now 65, said today he "Is planning to return to the antarctic as soon as I can get together an expedition." He told the Poultry and Egg Na tional Board at a breakfast meet ing that further exploration of the South Polar regions Is Important from both the military and eco nomic standpoint. "If the Panama Canal were knocked out by an A-bomb, we would have to get our ships from the Atlantic to the Pacific through the Strait of Magellan or between Antarctica and South America via Drake Passage," he said. "It would be essential, therefore, for this nation to have control of that part of Antarctica that Is nearest to Cape Horn and of the islands between the cape and An tarctica." From the economlo standpoint, the retired U. 8. Navy officer said "In the foreseeable future we will be greatly In need of these re sources (coal, uranium, oil and other minerals) that lie untouched at tne bottom of the world."
