Man Confesses Horse Theft PENDLETON I Erwln Rich ard Curtis, 18, Seattle, Thursday pleaded guilty lo a charge of theft of a horso and saddle from Jabln Vaughl, lormer Pendleton mayor. A union spokesman said separ ate negotiations also had been con ducted with at least one plywood mill. He added that several small operators, Including eight near Forest Grove, Ore., had signed up. The union struck Tuesday after negotiations with employer organi zations broke down. The main point In dispute is a health and welfare fund.
