Upper Columbia river basin streams began flooding about three weeks ago. The crop and property damage was estimated at more than 11,000,000. June I (Pi There still Is a possibility Portland's Rose Festival may be cancelled be cause of the floods. The Festival association promised the city council yesterday to call off the five-day fete, scheduled to start June . If a new flood crisis comes along. This came after the council order ed the festival's floral parade moved to the southeast district of the city. It will put the parade out of the downtown section for the first time in history. Police said their forces, taxed by the flood situation, could not cope with a parade downtown, where traffic congestion is heavy. he council authorised this only by a 3-2 vole. Mayor Earl Riley opposed staging the festival at all, and Com missioner V. A. Bowes wanted to cancel the parade. Meanwhile organisations began dropping out of the fete. Vancouver. Wash., and two Portland organisa tions said they would not enter floats. They said money that would have been used for the floats will be used for flood relief. aouthtaitvriy dlwtlon along Mid nun' et to Lot it, t wttd HiiH'k et. Villon High Solum) DLIru'l No. t.
