If the people feel that better, county roads are essential to the economy and welfare of our area, to the extent that higher taxes are justified, they should ret behind tins levy. Three city measures win be decided. One adds a mill and a half for recreation purposes. If passed. It win finance considerable expansion of the recreational program tn the city. Another, along the same tine, would lery a one-mill tax for park development. These are projects that come along with the development of Klamath Into a community of permanent homes where there is a desire to make surroundings more pleasant and to provide more adequately for the recreation of the people. A third measure provides a smaU sum to wtntain and beautify old Unkrille cemetery, which gets little attention at present and has fallen Into dis repair. The city has started a new cemetery, but Linkvllle Is stUl a community responsibility. These are all worthy measures. They do add up to a considerable Increase In tax levies and some people may wish to choose between them, rather than to vote for the total tax Increase. We suggest careful consideration before turning against any of them. Herbert Hoover and Hugh Gibson, vastly exper ienced in war and peace, proposed as far back as 1X2 that Europeans had to recognise these geo graphic tendencies and that they ought to form regional groupings within whatever international body came Into extttenee. In their book, the prob lems of lattlrg peace," they said: A!1 these nations and peoples of Europe and Asia will insist upon their Independence and their own cultures. To deny them will bring no lasting peace. But there must need be better organization of them if they are to keep the peace ... "Certainly, the experience of history, and notably of the last peace, would seem to show at least the desirability of making the Independence of these small countries conditional upon their accepting certain definite undertakings to refrain from build ing up the sort of economic barriers and military action which contributed so powerfully to their own collapse and the collapse in Europe after the last war . . . "Certainly, experience shows that no nation can be punished as a whole and at the same time leave any hope of lasting peace. This endless treadmill of punishment must be stopped In the world If there Is to be real peace. Victory with vengeance Is ultimate defeat tn the modern world. It started with the Benelux countries, that is the Union of Belgium, the Netherlands and Luxembourg, and It Is now proposed to expand that concept to all the ERP countries and Germany. American policy has now been moved In line to support this concept and there Is even talk of pro Tiding for It military guarantees, which Is premature and unnecessary.
