We are tp,"i co recommrrtiioca on the carxii
datea leekint nomtnatloca for county or district
office tomorrow. We do nree voxrt to study the
men carefully tn the time that is left, and to choose
those they bellm best qualified by
character, capability, training and temperament to
hold the Jobs they seek.
A difficult problem faces Toten of both parties tn
naming their choice for sheriff. The candidates are
numerous and It Is likely nominations Till be von
without majorities. Possibly, only a small share
of the total vote cast win (o to the wieners. But
If people win think carefully, and tocc on the basis
of qualifications, those winners win be food men.
Lertes
SEVERAL lery Issues are on the special ballots in
tomorrow's election.
AQ toten In the county win ballot on the proposed
lery of three mills for three years for county roads.
On this decision hanfs the question as to whether
the county road department can to ahead with an
extensrre development and road olllnf program, or
whether It win hare to plug along at the present
pace, making minor Improvements and doing main
tenance work.
The road levy has fathered considerable suppml
as the Implications of the measure hare become
more widely realised. If the people feel that better,
county roads are essential to the economy and
welfare of our area, to the extent that higher taxes
are justified, they should ret behind tins levy.
Three city measures win be decided.
One adds a mill and a half for recreation purposes.
If passed. It win finance considerable expansion of
the recreational program tn the city. Another, along
the same tine, would lery a one-mill tax for park
development. These are projects that come along
with the development of Klamath Into a community
of permanent homes where there is a desire to make
surroundings more pleasant and to provide more
adequately for the recreation of the people.
A third measure provides a smaU sum to wtntain
and beautify old Unkrille cemetery, which gets
little attention at present and has fallen Into dis
repair. The city has started a new cemetery, but
Linkvllle Is stUl a community responsibility.
These are all worthy measures. They do add up
to a considerable Increase In tax levies and some
people may wish to choose between them, rather than
to vote for the total tax Increase. We suggest careful
consideration before turning against any of them.
"The Show-Off"
LET'S turn now to a matter of entertainment
The Community Players, consisting of a number
of your own neighbors who like amateur dramatics.
Br GEORGE E. SOKOLSKY
THE Eaglssh Cnannel was wide enough from
WUtiam the Conifjeror il' lo the general war
of 19:-l:l to separate Great Britain from lb
cocunmt of Europe, as taag and at effectively as the
British chose to be separated- After the development
of the airplane, the channel tn terms of human
vahies narrowed to a brook. In the genera! war of
lfi. It djappeared altogether. During this
prrwd. Great Britain aa ab to P-v a tomiidaole
rcie on the eociistct of E-rope. but she was always
a9le to keep European eountnea out of her affairs.
develdfKng political and social charactensucs alto
gether different from any other country.
Henceforth. Great Britain is forced to be a part
of the continent of Europe. It has no cVre.
Winston Churchill rained the historic shift during
the war when he offered France Joint oturnahip.
The many advocates of a tram of countries, such as
tsuon now. the federalists and Count Richard
Coodenbove-Rsrfi whose Ideas are really Import
ant, have realised for some time that the airplane
made countries into provinces, that Western
Europe, if a balance of power is to be maintained
so that no one country dominstes the world, has
to Join in some form of political and economic
ijt-mi But it must be noted that no such union
makes historic sense unless Germany and Austria.
Spain, Portugal and Eire are mcluded.
Soviet Union
LREADY Soviet Russia has created such a union
- In her own federation of Soviet republics and
tn the trr. of cominform nfttst of which Checho
slovakia, abutting into Western Europe, and Finland,
affiliated with Scandinavia, must now be members.
Already the Latin American countries hare moved
toward a union In a series of conferences sponsored
by the United States.
Herbert Hoover and Hugh Gibson, vastly exper
ienced in war and peace, proposed as far back as
1X2 that Europeans had to recognise these geo
graphic tendencies and that they ought to form
regional groupings within whatever international
body came Into extttenee. In their book, the prob
lems of lattlrg peace," they said:
A!1 these nations and peoples of Europe and
Asia will insist upon their Independence and their
own cultures. To deny them will bring no lasting
peace. But there must need be better organization
of them if they are to keep the peace ...
"Certainly, the experience of history, and notably
of the last peace, would seem to show at least the
desirability of making the Independence of these
small countries conditional upon their accepting
certain definite undertakings to refrain from build
ing up the sort of economic barriers and military
action which contributed so powerfully to their own
collapse and the collapse in Europe after the last
war . . .
"Certainly, experience shows that no nation can
be punished as a whole and at the same time leave
any hope of lasting peace. This endless treadmill
of punishment must be stopped In the world If there
Is to be real peace. Victory with vengeance Is
ultimate defeat tn the modern world.
Can't Name Both
can have peace or we can have revenge.
but we cannot have both . . .
" i They advocated proposals that each great
region of the earth should separately organize tu
own preservation of order while cooperating in
pacific settlement through some form of the league,
council of nations, or other world organization for
pacific settlements."
Those Ideas were extremely unpopular when they
were promulgated, and have been anathema to our
state department for many years. Yet, today, they
are accepted and are official policy. In fact, the
only constructive proposal In recent years has been
the organization of the western bloc of states. In
cluding Germany, which both Churchill and Bevln
support, and which Marshall and Vandenberg now
advocate. It started with the Benelux countries,
that is the Union of Belgium, the Netherlands and
Luxembourg, and It Is now proposed to expand that
concept to all the ERP countries and Germany.
American policy has now been moved In line to
support this concept and there Is even talk of pro
Tiding for It military guarantees, which Is premature
and unnecessary. An effective union could defend
itself and would inevitably have American support,
without guarantees, if the union were so conducted
as to Justify its existence..

Mr
When I saw and heard Dewev on
the courthouse steps I was much Im
pressed by th real friendliness of
the man which seemed to extend
from his honest liking for people. My
curiosity was again aroused as to
whether this was sincere, so I made
Inquiries of people who were close to
him during his visit, and found that
his friendliness was not Just "for
show" he treated everyone he met
with a warm and human consldera- '
tion. There were no military orders. '
no brusque commands, no quick
change to a smile and a wave when
he faced an audience.
After having had my Insatiable
curiosity on several points satisfied.
I've made up my mind whom to
vou! for on Friday.
