Neuncr Rules Against Loan Companies SALEM, Oct. 17 m Small loan companies are forbidden from collecting extra fees in making loans, such as mortgage fees when property is used for collateral. Attorney General George Neuncr ruled today for A. A. Rogers, state superintend ent of banks. He also held that when an out-of-state resident applies for a loan in Oregon, the Oregon laws apply. David Totton, hus band of Mrs. Joan R. Totton, f33 N. 3rd, hus been awarded the Bronze Star medal for meritor ious scrvlco in connection with military operations against the enemy as platoon leader, anti tank company, 3S5th infantry regiment, UUth Infantry division, during the period March 11 to May 7, 1045, in Germany, ac cording to headquarters, 80th in fantry division, European thea ter. "During the hazardous cross ings of the Moselle and Rhine rivers and the subsequent pur suit of the enemy across central Germany," the citation reads, "1st Lt. Totton labored tireless ly with his men clearing the mined areas for the advancing troops, particularly from March 26 to March 20 along the east bank of the Rhine river. "On March 26, when his bat talion was temporarily halted in a defile by hostile automatic weapons fire that covered the mined area, he led his men under the cover of supporting fires and promptly cleared the area, thereby enabling his bat talion to advance with a mini mpm of casualties. "Another mine field was locat ed near Rudcsheim, Germany, on March 27. He moved his men to the location and removed the mines while being subjected to sporadic enemy fire. "His leadership, initiative, courage and devotion to duty re flected great credit upon him and were in keeping with the best traditions of the armed forces of the United States." Before entering the service, Lt. Totton was with the Oregon state highway department. He is the son of Mr. and Mrs. J. T. Totton, 1436 Crescent. Institute To Carry On Research Work PORTLAND, Ore., Oct. 17 (IP) Incorporation of the Research Institute of the Pacific North west, to carry on industrial re search for Oregon, Washington, Idaho and Montana, was an nounced today by trustees. First project of the non-profit organization will be to survey all reasearch facilities in the four states. James F. Kec, commander of the unit at Willamette, The transfer order will be effective November 1. , . The 16 other V-12 student will be discharged from active duty. Jones had been elected to receive investiture of Knights Commander, Court of Honor, 33rd degree Scottish Rite of Free Masonry, for the Southern Jurisdiction of the United States. Landry is the owner of the Landry company, Huls is a prominent contractor and Jones is the owner and operator of the Jones Machine shop, all of Klam ath Falls.
