The troops who are doing the decapitat ing are not the soldiers ot Wu Pel fu, but the original garrison ot Ichang whlrh has looted tho city three tlmea during the last four months. The bodies ot tholr victims are invariably stripped ot their cloth ing and then thrown Into tho Yang tze together with their heads. These atrocities were brought to General Wu Pel-fu'a attention on his arrival at Ichang owing to tho fact that- some ot the original garrison one day mistook a Chinese collector for tho Standard pil company for a Southern soldier nnd cut off his head in the usual manner.
