The question which will be submit tet) to the people will oali for a "yes'' or "no" answer as to whether the oity shall (lost houds to the extent of about 180,000 for the insinuation of the municipal water system, which will insure a pei manently satis factory wuter supply tor this city. I'his will mean pure water through uiaiua which will stand a pressure tor Ore protection and in quantities surtloient to supply a city sevciai times the size of Hood Kiver. The ordinance had passed Its Hrst reading at a lm met meeting ot the council and .Monday night it was pas ted unanimously by a full nieetiug of the city fathers, the following men were named to form tho election bosrd: O. II. liHker, K. (J Smith. H. L. Howe, Roy I". Blonom and W C. Oilniore. A petition tor this election was piesented to the council several weekB ago and was sigued by citizens aud taxpayers nt this city. After the routiue order ot business bad been finished by the council the following committee from the civic league presented the report ot the "water commission": V. 0. Brock, Dr. II. L. Dumbte, Truman Butler, W. L. Clarke, 0. H. Ktranahau Frauk . Oram aud J. II. Ileilbrou ner. Mr. Brock aud Dr. Dubois acted as the spokesmen tor the com mittee in putting their report befcre the council. Mr. Brock iu addressing the ooun oil did not read the repoit of the "water commission" which was pub lished in the Ulacier last week and is familial to most of the citizens of the oity. He wished it undeistood that the oivic league was not trying in any way to in'.erfere with the de liberations of the council but bad only tried to gather data which might aid in the water question. He said t'mt the report did uot go iuto de tails which it would be necessary for the council to work out. He told the council that after much investi gation the "water commissiou" flu ally got into communication with the water oompauy aud received the proposition from the corporation wi ich is at present turnikbiiiK the oity with water. The civic league had accepted and endorsed the pro position put forward by the watei company aud thoy recommend it to the Investigation of the council. Mr. Brock asked the council to give the matter immediate consideration iu older I but liny might reach some con elusion in the mutter belore tho bond election which had been culled, lu closing be stated that Dr. Dtimble was present aud could say a tew woids in behalf of the water com pany's proposition. Upon the iuvitatiou of Mayor JTo Douald, Dr. Dumble spoke to the council at length ou the water ques tion. He said that the object ot the commission hail been to resell a sol u ion pf the water question fully and absolutely iu the interests uf the people. He told of the preliminary woik of the commission, reporting the lava bed spring as one witb a per t'eot supply hot too expensive to bring iuto the city. He saitl that the flicker spiing gave a good aud ample supply of water and that another spring just above It could be procur ed If necessary which would insure idequute water tor the city for mauy years to come. He said the commission had then un ited the wa er company to make, the best proposition they could In uoiiaideiation of being glveu exclusive rights to sell water. This resulted in the water company's proposition which was communicated to the council tbiough the " water oommis liOO." He assumed the responsibility for the whole arlalr and jealously de ended bis right to the honor or blame when the mayor laughiuitly suggested that he had been under the impression that many persons held the city's ohief responsible. He wished to re liefs tbe mayor ot any Idea that tbe latter had had anything to do with stirrtug matters up and claimed sole responsibility for "stirring up the stench . Dr. Dumble stated that it would be much cheaper to Install ihe plant at the river than to bring in the t'uckei spring, but when asked bow much tbe pumping plant would cost, be gave in mat i mate whatever, aud sought relief iu the explanation that the cost was up to the oompauy and not the altair of the commission. Dr. Bioaiui stated that ten years ago the water in Hood Kiver was just as pure as that to lie hail from tbe Tucker spring, but that iu a few more ye, , the river might become so much more contaminated that the wells would not give pure water. Mr. Dumble stated that in the event of tbe water becoming impure, a sand filter would remove absolutely nil impurities and cited cases of several eastern cities whi b tillered river water suocessully. Last Thursday evening a few of the leading supporters of the report of the recent "water commissinu" called a meeting at the Commercial Club to discuss ways and means by which the report could be put before the oooucil. The Civic Improvement League had itlreidy instructed its directors to put the report into ths hands of tne city t d hers iu order that they might be glveu the new light gained by the commission from tbe water company, but when the sub stance of the report becenie public the leaders immediately realized that it did not meet the requirements as a solution of the question.
