B0ND ELECTION
TO BE HELD
NOVEMBER 12 NAMED AS DATE
PiTle League's "Hater Commission"
Repoal Is Presented To The ( it)
Fal hers.
Monday eveniug at the tegular
meeting of the city council au ordtu
auce was passed calling tor a bond
election to be held Novembei 12 wbeu
the oitlzdua will have ,n opportunity
to decide whethet or uot the oity
shall issue bonds for the ootistructoit
Of a water plant und the btltigitig In
ol the 1'uckei- spring to furnish Mood
Kiver with a pure uud adequate sup
ply of water.
The question which will be submit
tet) to the people will oali for a "yes''
or "no" answer as to whether the
oity shall (lost houds to the extent
of about 180,000 for the insinuation
of the municipal water system,
which will insure a pei manently satis
factory wuter supply tor this city.
I'his will mean pure water through
uiaiua which will stand a pressure
tor Ore protection and in quantities
surtloient to supply a city sevciai
times the size of Hood Kiver.
The ordinance had passed Its Hrst
reading at a lm met meeting ot the
council and .Monday night it was pas
ted unanimously by a full nieetiug
of the city fathers, the following
men were named to form tho election
bosrd: O. II. liHker, K. (J Smith.
H. L. Howe, Roy I". Blonom and W
C. Oilniore. A petition tor this
election was piesented to the council
several weekB ago and was sigued
by citizens aud taxpayers nt
this city.
After the routiue order ot business
bad been finished by the council the
following committee from the civic
league presented the report ot the
"water commission": V. 0. Brock,
Dr. II. L. Dumbte, Truman Butler,
W. L. Clarke, 0. H. Ktranahau
Frauk . Oram aud J. II. Ileilbrou
ner. Mr. Brock aud Dr. Dubois
acted as the spokesmen tor the com
mittee in putting their report befcre
the council.
Mr. Brock iu addressing the ooun
oil did not read the repoit of the
"water commission" which was pub
lished in the Ulacier last week and
is familial to most of the citizens of
the oity. He wished it undeistood
that the oivic league was not trying
in any way to in'.erfere with the de
liberations of the council but bad
only tried to gather data which might
aid in the water question. He said
t'mt the report did uot go iuto de
tails which it would be necessary for
the council to work out. He told
the council that after much investi
gation the "water commissiou" flu
ally got into communication with
the water oompauy aud received the
proposition from the corporation
wi ich is at present turnikbiiiK the
oity with water. The civic league
had accepted and endorsed the pro
position put forward by the watei
company aud thoy recommend it to
the Investigation of the council. Mr.
Brock asked the council to give the
matter immediate consideration iu
older I but liny might reach some con
elusion in the mutter belore tho bond
election which had been culled, lu
closing be stated that Dr. Dtimble
was present aud could say a tew
woids in behalf of the water com
pany's proposition.
Upon the iuvitatiou of Mayor JTo
Douald, Dr. Dumble spoke to the
council at length ou the water ques
tion. He said that the object ot the
commission hail been to resell a sol
u ion pf the water question fully and
absolutely iu the interests uf the
people. He told of the preliminary
woik of the commission, reporting
the lava bed spring as one witb a per
t'eot supply hot too expensive to
bring iuto the city. He saitl that the
flicker spiing gave a good aud ample
supply of water and that another
spring just above It could be procur
ed If necessary which would insure
idequute water tor the city for mauy
years to come.
He said the commission had then
un ited the wa er company to make,
the best proposition they could In
uoiiaideiation of being glveu exclusive
rights to sell water. This resulted in
the water company's proposition
which was communicated to the
council tbiough the " water oommis
liOO." On being questioned by Mayor
McDonald and members of the
couuoil, Dr. Dumble was not uble I"
.nswer ery satisfactorily a number
, I questions concerning the plan pro
I osed by the watei company, lie
-ai I that the otMnuiission had made
i n examination ot the river bed look
in" into tho practicability of putting
in wells.
He ii fo mcd the cil.v fathers that
tii water company Inteuued to stay
lu huslue-s "even if tbe city should
Install 40 splliiKS," but when asked
for proof that the water ocnipany was
going to stsy in business he stated
that the ooiiimiesitiu hud nsinned that
the clly could not, get rid ot the com
pauy, Mayor McDonald pointed out
the way by which the oity could can
eel the franchises ot the company aud
be liable for the value of the plant to
be determined by the courts. Dr.
Dumble stated when It was suggested
Mint Hood Klver water was not tit to
drink that the water company would
put In a sand filter, but there was
nothnig ot this iu the wuter com
pany's proposition
Baton he closed Di. Dumble made
an effort to convince the council that
the was not working in the interest ot
the water company and ci'ed the In
formation that last spring hn hud
"stirred up the stench" and caused
the analysis to he made of the water
being furnished by the company.
He assumed the responsibility for the
whole arlalr and jealously de ended
bis right to the honor or blame when
the mayor laughiuitly suggested that
he had been under the impression
that many persons held the city's
ohief responsible. He wished to re
liefs tbe mayor ot any Idea that tbe
latter had had anything to do with
stirrtug matters up and claimed sole
responsibility for "stirring up the
stench .
Dr. Dumble stated that it would be
much cheaper to Install ihe plant at
the river than to bring in the t'uckei
spring, but when asked bow much
tbe pumping plant would cost, be
gave in mat i mate whatever, aud sought
relief iu the explanation that the
cost was up to the oompauy and not
the altair of the commission. Dr.
Bioaiui stated that ten years ago the
water in Hood Kiver was just as pure
as that to lie hail from tbe Tucker
spring, but that iu a few more ye, ,
the river might become so much more
contaminated that the wells would
not give pure water. Mr. Dumble
stated that in the event of tbe water
becoming impure, a sand filter would
remove absolutely nil impurities and
cited cases of several eastern cities
whi b tillered river water suocessully.
In soma of those cities however they
do not pieteud to use tbe city supply
for di inking purpose.
i'be report submitted to the council
was referred to the committee ou tire
and wuter and they were Instructed
to report ou it at the next meeting iu
compliance with tbe request of Mr.
Brock
I'be fruit fair association was given
permission to erect a temporary
building on the south side of tbe
opera house, iu which to display ap
ples. Au ordinance was introduced
limiting the speed of autotnibilea to
eight miles au hour within tbe city
limits. I'be ordinance granting tbe
telephone company a franchise was
passed. I be sewet committee report
ed that in distilct No. 6 septic tauks
would tie necessaty as the outlet

League Vein Iters Discuss lie port.
Last Thursday evening a few of the
leading supporters of the report of
the recent "water commissinu" called
a meeting at the Commercial Club
to discuss ways and means by which
the report could be put before the
oooucil. The Civic Improvement
League had itlreidy instructed its
directors to put the report into ths
hands of tne city t d hers iu order that
they might be glveu the new light
gained by the commission from tbe
water company, but when the sub
stance of the report becenie public
the leaders immediately realized that
it did not meet the requirements as a
solution of the question.
Through some uiisundertanding
several outsiders wandered into the
meeting aud as it result the speak
ers who supported the proposition
of the water company, were very
guarded in their remarks aud It is
uudei stood that anothei more exclu
sive gathering was called together the
following morning at which they
could 'apeak out lu meeting."
At the Thursday night meeting, Dr.
11. L. Dumble, who did most of tbe
talking, became very emphatic in his
denunciation of the boud issue, laid
grout stress ou tho poiut tnat the
present water company should be
grunted tbe concessions which it asks
of the people. He assured the persons
preseut that he would appear tiefore
the coimc'l aud do his share of tbe
talking, "especially if there was any
opposition. "
V. C. Brock felt that tbe report of
tbe commission should be submitted
to the council according to the origi
nal directions of the civic league, aud
that the men preseut had no author
ity to withdraw the report because
they thought it might not meet with
apprtval. lie was heartily iu favor of
Hie water company's propositou but
he sain that It was really the pro
via co of tho council ami uot tbe civic
league to make a contract with the
oompauy. Other sneakers who sup
ported tbe so-called water oommis
siou's report were: Truman Butler,
,1. II. 11 iel bron ner, Charles A. Bell,
0. H. S rnnaliHii, W. L. ('lark and
Frank A. Cram.
Dr. ,). K. Watt and J. II. Utll, both
of whom are directors of tbe civic
league, expressed themselves as dis
approviug of the report of the com
mission embodying tne water com
pany's proposition, and made it clear
that they did not want the report pre
sented to the council us having tbe
DDanimODI support of the organisa
tion. They stated that tbey were
both petitioners belore tbe council
asking Mir a bund election and were
in favor of tbe city I ringing in the
Tucker spring.
After u good rleul of sparring as to
who should lieur the burden of pre
-ei. ting the teport to the council the
meeting voted to do us the league in
