Another bond election haa been called !y the city oouocll, and the water company an usual has come for ward witb a plan for furnishing the city witb water, with which they Beam to hope to sidetrack the people who wnnt to get pure mid ample sup ply of WHter. They have made no dl reot proposition, they have not proven the teaiiiblity of theiir scheme and they have done nothing toward giving tbe city pure water end adequate tire protection. They may have perfectly good intentions, hut the Intentions have never been veiy effective. To the council Monday eveuiug Dr. I 'uinbie stated that tbe water oom- pauy had ottered to put in a sand Alter flt their present spring wblob he said would make Ibat water perfect for drinking. The oompauy has known many months that the water they are now furnishing tbe city ia Impure, yet there ban never been any move to install the filter. Little fulfillment oau be enforced from the water .com pany as soon as the danger of oompe tltiim is paat. In giving what it claimed was tbe "business aide of tbe water question" the MtWI would lead the people to believe that It ia in position to se cure information which would greatly aid tbe council and citizens In a wise solution or the water question. We doubt not that the News I informed on some phases of the water question which the whole people aie not aware of and that itu stand against the blinds Is thus easily explained. They claim that the issuance of bonds and the Installation of a municipal pimit would rtaolt in competition between the piesent water company and tbe city which would make tbe nity plant a losing proposition. Tbe water company without very extensive im provements would be In no shape to compute with the city's plant and tbey have no absolute assurauoe that they could secure pure water at all. Tbe water oompany, in the first place, asks tor something that conuot possibly be granted them that ia, that the city protect them tiom competi tion. They cannot be given exclusive rights, and tbey seem to think that they oatmot furnish pure water with out them. Tbey say they cannot give pure water without exclusive (ran ohlsea and then they threaten to bankrupt tbe city with cut-triroal competition should the latter install a municipal plant. it does not seem probable tbat cit izens would buy water of doubtful purity which was brought to them through an old aud worn-out system of wooden mains when it was possible for tbem to secure water from the city of unquestioned quall'y served to them by tbe most up to date and sanitary method through a new system of iron mains. , It is utiquestloued by anyone that the water bi ought in by tbe city from tbe City's spring would meet the ueeds.of Hood River in every partlou lar. The water would be pure and theie would be plenty of It. Tbe city would be able to furnish It at a low price to the consumer and tbe present lutes would make a return suttloient to pay uperatiug expenses, iuteieat on tbe bonds and pay lor the plant It need fear nothing In the way of competition from a oompauy winch has not a suttloient supply of pure water and wblob is operating an old aud worn-out system. On Monday, Ootouer 11, the (Harder ollloe was visited by a deputy state factory inspector (we forgot to save bis card) and he spent 10 minutes inspecting our "factory." We are now in icoelpt of a bill from tbe state Inspector Informing us that we owe the'state treasurer 15 for "profes sional services rendered." The deputy said it would only cost M, tut that's a small matter. We guess our "fact ory" passed Inspection. Our job press which is used a good deal of the time to develop the muscles of tbe pressman's right leg, did not seem to be dangerous, the typesetting maf chine, which la n bit more oouipll cated than a chainstltch sewiug ma chine, was not found to be a menace to the life and limb of the operator, and the newspaper press, which keeps us up late every Wednesday night, di I not appear to be liable to blow up. We were given flee gratis, two life size copies of the recent factory inspection law which are posted in our "factory" and which may cost us sl months in jail If we happen to splatter any ink on tbem.
