Larson. 774 Queens Drive, was granted permission by the Medford Planning Com mission Thursday to add a house to his property at 37 Quince St. The request met opposition from Mrs. H. F. Cope, who lives at 24 Quince St. She argued that adding another multi - family dwelling to the area would create a traffic hazard, would not be in the best interests of established families in the area, and that most of the residents in the area were not in favor of a zone change. She also said the zone change would pave the way for more commercial type dwellings in the future. Larson said he met with most of the residents of the imme diate area and found no one who disapproved of the request. Zoned Multiple-Family The east side of Quince Street between Fourth and Main Streets is zoned multiple-family. The predominant land use in the area is single-family, includ ing property now zoned multiple-family on the east side of the street. The commission was concern ed with accessibility by traffic and the future of the area if multi-family zoning were ap proved. Following discussion, commis sioners changed the zone desig nation lo single and two-family dwellings, a designation which will enable Larson to move a house onto the property. Action Is Continued In other action, the commis sion continued action until the Driver Injured in One of Two Mishaps A woman driver was injured and another driver lodged in the Jackson County jail on charges of driving while under the influ ence of intoxicating liquor after a two-car accident Friday after noon on Oregon 62, north of Medford, state police said. Doris Rosalie Hickson, 32, of 40 W. Third St., Eagle Point, was reported in fair condition at Rogue Valley Hospital this week end with facial and knee injuries. Tex Bewley, 39, of 2731 Crater Lake Ave., Medford, was arrest ed by state police following the accident. The Bewley car turned in front of the Hickson car, state police said. Lt. C m d r. Lester Eugene Zook, 45, Springfield, was cited by state police for improper changing of lanes after his car swerved into the driver of a tank truck and trailer on Inter state 51 between Rogue River and Central Point Friday night. The Zook car rolled on its left side, but the driver was unin jured, state police said. The truck and trailer was driven by Jack Hughes Rainey, 47, of 2728 Howard Ave., Medford. City Police Check Two Local Accidents Medford police Thursday in vestigated a hit-and-run acci dent and a two-car collision in the city. No injuries were re ported, officers said, and one driver was cited. Delos Francis Cullen, 34, of 307 Niantic St., was cited for vi olation of basic rule after his ve hicle collided with a car driven by Carol Lee Dyche, 20, of 715 Lozier Lane, about 9:0fi p.m. at Hawthorne and Jackson Streets. Mary Ellen Burkhart, 318 N. Seventh St., told police her car was damaged about 1:34 p.m. at Riverside Avenue and Barnett Road when an unknown vehicle struck a "Caution" sign in the roadway and knocked it into her car. The driver ot the vehicle did not stop, she said. WORK STARTS ON MILL ST. MARIES, Idaho CUPI) The building of a new plywood mill at St. Maries began Friday with the razing of a dry kiln at the plant site. The plant, which is expected to be finished in about two and one half months, will be situated at the old St. Maries Lumber Co. plant. next meeting on a request from Medford Contractor William Brooks to rezone property north of Royal Street from single to multiple-family. The Commission denied per mission to rezone property lo cated at 611 w. 11th St. from single and two-family to multiple-family dwelling. Permission to erect a con struction sign on the northwest corner of Stevens and Roval Streets was approved. Approval was granted for change of zone from single and two -family to multiple - family for property on the northwest corner of Clark and Nanegan Streets. Construction of an apartment house is planned at trie site. Request Is Approved A request for a zone change from single family to limited commercial for property on the east side of Riverside Avenue at Crater Lake Highway was ap proved. Planning Director Ned Lang. don submitted three items for consideration by the commission. The commission recommend ed approval of annexation of property between the extension of Columbus and Chestnut Ave- nues and Prune Street and the existing city limits. A public hearing was request, ed on an amendment lo sign re. quirements in the limited com mercial zone, and partial dedi cation of Patrick Street was ap proved. Tentative Approval The Happy Homes Subdivi sion, west of Corona Avenue be tween Hilton Road and Roberts Road was given tentative ap proval, subject to certain condi tions. The conditions were ac ceptable and concerned city public works and utilities requirements. Public hearings were called on: A request for change of zone from single family to commer cial for property on the north side of Stevens Street opposite the intersection of Mary Street. A request for a chance of zone from multiple - family to limited commercial for two lots on West Walnut Park Addition. A request for-a change of zone from single-family to lim ited commercial for properties located between Crater Lake Highway, Crater Lake Avenue, and Delta Waters Road. . V 3 SH0ULD NEVER Chen Yi Sees No World War PARIS (UPI) - Red China's Foreign Minister Chen Yi said today he sees no prospect of a third world war "for the mo ment" because the United States wouldn't dare risk one. In an interview, Chen said Latin America, Asia and Africa must be united against Ameri ca and its European allies to insure peace. "The danger of war still ex ists. . .as long as imperialism exists," he said. Chen said the United States has isolated itself from most wars in the past "until the sit uation became favorable enough to profit by them." The United Stales "won noth ing" by its speedy confronta tion of communism in Korea, he said. "U.S. intervention In Korea was a bad business (for the Americans)" he said. "They lost face." "The U.S. docs not dare de clare war now as it pleases be cause of. . .the power of the Communist bloc. . ." he said. "If they want to start a war they will have to do it them selves. They will be . . . com pletely isolated." Missing Eskimo Hunter Found Safe ANCHOiUC-E, Alaska (UPI) An Eskimo hunter, missing since Thursday, was found Fri day on a drifting ice floe about 12 miles northwest of King Is land in the frigid Bering Sea. Air Force personnel who spot ted Romeo Katczac said he ap peared to be in good condition and that he waved an animal skin tied to his rifle as the four-engine C54 search plane swooped to within 100 feet of the ice-dotted water. The long arctic night set in before a helicopter could be dispatched to pick up the stranded hunter. The area, only a few miles below the Arctic Circle, has less than four hours daylight at this time of year. Oregonian Survives Viet Nam Crash WASHINGTON (UPI) - The Defense Department Friday re leased the names of one sur vivor and five victims of a heli copter crash in South Viet Nam Thursday. The survivor of 4he crash of an H-37 helicopter, shot down by communist Viet Cong gun men, was identified as PFC Charles S. Albro, husband of Murlene J. Albro, Milton-Free- watcr, Ore. The Defense De partment said Albro was not seriously injured. Killed in the helicopter crash were PFC. Newman. R. Ne- smith, Statesboro, Ga.; 1st Lt. Ronny L. Woodmansee, Austin, Tex., and CWO William E. T. Flowers, Columbus, Ga. The names of one other man killed was not released pending notification of next of kin. Reports from Saigon said the helicopter was shot down as it hovered over the wreckage of a plane which had crashed earlier. Fisheries Professor Helps Name New Fishes CORVALUS-An Oregon State University fisheries pro fessor, Dr. Carl E. Bond, has helped name and describe four fishes new to science. The fish are sculpins and they are unique in that their presence in a stream indicates clean water conditions. Sculpins are known In most Oregonians as "bullheads" or "mudcats" but these names are misleading because sculpins are not in the catfish family, Bond pointed out. The sculpins, generally cool water fish, are found throughout the Northern Hemisphere, usual ly in trout streams. Small in size (most species are less than six inches long), they may form part of the diet of large trout. Larger sculpins, however, are known to prey on nowly-emerged salmon and trout and may com pete with trout for food. Are Less Mobile Because sculpins are bottom dwelling animals and less mo bile than trout, they are more severely affected by low oxygen, high temperatures and chemical pollution, such as introduction of pesticides to watersheds. This is why they are considered indi cators of clean water conditions, Bond explained. Two of the newly-named scul pins are found in Oregon, t'ot tus confusus lives in cold streams in mountainous areas throughout the Pacific North west. The name confusus is de rived from its clouded colora tion. The other one, Cottus pi tensis, has a more limited dis tribution and is found only in Northern California and tha Goose Lake draining in Oregon. Pitensis is derived from its dis tribution in the Pit River in California. The other two new sculpins are from Idaho and Utah. Bond collaborated with Dr. Reeve M. Bailey of University of Michigan on the project. Theft Reported at Red Cross Building Thieves broke into the Red Cross Building, 60 Hawthorne Ave., Medford, Thursday night and took an estimated $41 in cash, according to Medford po lice. Officers said entrance was gained through a window at the northeast corner of the building. The window was broken with a rock. Several filing cabinets and desks were rifled and papers were strewn about, officers said. The theft was discovered and re ported about 7:30 a.m. Friday.
