Travis Discusses Work of Ca pita limp rove men ts Grou p "The City Council has direct- ed the Medford city administra-1 tion to analyze ways to cut costs of operation," Richard Travis, Medford City Councilman and chairman of the now dissolved Capital Improvements Commit tee, told the Monday luncheon meeting of the Medford Cham ber of Commerce Roundtable. Several months ago, Mayor James Dunlevy appointed Trav is to head a committee of nine Medford residents to study the capital improvement needs of the city. The committee held several meeting and recommended to the City Council that capital improvement priorities be ac complished in two phases. The first phase included projects that should be completed in the im mediate future, and the second phase recommended projects to be accomplished within three to five years. Top Priority Top priority was given to ac quisition of land for a Civic Center, including a site for a city hall, a public safety build ing site and property for oth er agencies. Travis's statement that the city administration analyze ways to cut posts of operation was an outgrowth. of a paragraph at the end of the Committee's report to the city council, whjch stated in, part:". . '..it is the feeling of 'this Committee at this time that the' total cost of the im provements cannot to added to the existing tax load of the City of Medford, and would urgent ly recommend the City Coun cil take action to "reduce exist ing city expenditures to a point more in line , with comparable communities in Oregon before !' ' . la Good Condition Travis further, stated that the city is in good condition finan cially, can be bonded easily, and the only problem that arises is now to pay for the needed capital improvements..' ine need now. exists, for a new city hall, he said. When the city s administration first oc cupied the former Jackson Coun ty Courthouse in 1930, the city hall was "less. than efficient," and it is now extremely diffi cult to operate as it should, due mostly to its physical size. Each time a new office is needed, it is constructed by moving a wall, which lessens the space of ex isting offices, Travis noted.. The speaker concluded his re marks, by impressing the audi ence with the need to institute an austerity program in the city government. The city gov ernment has taken steps to im plement an austerity program, he said, by instructing Gilbert J.
