Medford City Councilman and
chairman of the now dissolved
Capital Improvements Commit
tee, told the Monday luncheon
meeting of the Medford Cham
ber of Commerce Roundtable.
Several months ago, Mayor
James Dunlevy appointed Trav
is to head a committee of nine
Medford residents to study the
capital improvement needs of
the city.
The committee held several
meeting and recommended to
the City Council that capital
improvement priorities be ac
complished in two phases. The
first phase included projects that
should be completed in the im
mediate future, and the second
phase recommended projects to
be accomplished within three to
five years.
Top Priority
Top priority was given to ac
quisition of land for a Civic
Center, including a site for a
city hall, a public safety build
ing site and property for oth

the existing tax load of the City
of Medford, and would urgent

ing city expenditures to a point

and the only problem that arises
is now to pay for the needed
capital improvements..'

ty Courthouse in 1930, the city
hall was "less. than efficient,"
and it is now extremely diffi
cult to operate as it should, due
mostly to its physical size. Each
time a new office is needed, it
is constructed by moving a wall,
which lessens the space of ex
isting offices, Travis noted..
The speaker concluded his re
marks, by impressing the audi
ence with the need to institute
an austerity program in the
city government. The city gov
ernment has taken steps to im
plement an austerity program,
he said, by instructing Gilbert
J. Gutjahr, assistant city man
ager,. to study ways to reduce
the cost of Medford city govern
ment.' .

ed for skiing, but are no help
to . the crews working on the
mountain. Along with other
workers who are' building the
lodge, roads and ski facilities
on the mountain, ' Pacific' Pow
er s are striving to finish their
work before deep snow and ice
bring their tasks to a halt.
"The first heavy snows of the
season have come to the moun
tain," reports Frank Bencsh,
Medford district manager for
PP&L. "Whether the work on
the resort project is completed
this year depends on the effort
of our crews as much as the
capricious whims of Old Man

Pacific Power's distribution
circuit will be the power supply
for the new Mt. Ashland line.
Crews recently finished -installs'
tions needed to boost the ca
pacity and voltage level of the
main Siskiyou line to provide
the additional energy needed to
handle the new extension, Be

The new line will extend six
miles northwesterly from the
summit of the Siskiyou and
U.S. 99 to the Mt. Ashland re
sort . area and will serve the
new lodge, ski lifts and water
pumps. . :
The final mile and a half of
the distribution - circuit is being

to skiers in the resort area and

Reorganization
NEWARK, N.J. (UPI) An
other firm connected with the
bankrupt Allied Crude - Vegeta
ble Oils & Refining Corp. of
Bayonne filed for reorganization
Monday under chapter 10 of the
federal bankruptcy laws.
In filing the bankruptcy peti
tion, in U.S. District Court,
Harbor Tank Storage Co., of
West New York, N.J., said its
debts could total more than
$225,000 and its "contingent lia
bilities" could go as high as $40
million.-The firm subleased Al
storage tanks from Allied Crude
in Bayonne. . '
Harbor Tank's action was one
more blow to the edible oil in
dustry which captured little
public attention' until Allied
Crude went bankrupt last
month when it was unable to
meet more than $18 million in
margin calls. -
That led to the liquidation of
Ira Haupt & Co. of the New
York Stock Exchange and to
the absorption of J. R. Williston
k Bcane, Inc. and suspension of
another commodity house.

lion pounds of edible oils which
are missing or never existed
except on paper.

state's $25 million seed growing
industry was moving into a new
era. ,
Dr. J. R. Cowan spoke at the
23rd annual convention of the
Oregon Seed Growers League.
"Our biggest challenge is the
strong tendency toward compla
cency," he said. "Unless we are
aware of the new era we can
