Recorder Ike Proposes Succession Revert to Pre-1947 Order NEW YORK (UPI)-Former President Dwight D, Eisenhow er proposed today that the presidential succession revert to its pre-1947 order elimi nating the speaker of the House and the president pro tempore of the Senate from third and fourth place. In an article in the Saturday Evening Post, the former Chief Executive said he preferred the old order of passing the reins of government from president to vice president and then to members of the cabinet accord ing to the established ranks, starting with the secretary of state. He said the revision of the succession law in 1947, placing the House speaker and presi dent pro tempore of the Senate ahead of the cabinet members, does not fulfill the require ments of our times. He said it was quite possible that the majority leaders in the House and Senate would not belong to the same party as the presi dent. Out of Sympathy "It would be possible for s man to succeed to the presi dency who is out of sympathy with the aims and policies of the administration and who would find it necessary to change the whole cabinet and roster of policy officials, Ei senhower said. Instead, the succession should provide "the least disrupting transition" to presidential pow er, Eisenhower said. There should be insurance that the party selected by the people to head the executive branch will continue to do so for the four- year presidential period. irue, the speaker of the House and the president pro tempore are elected officials, but the first has been elected by a district and the second by a state; neither necessarily re flects the will of the whole elec torate," Eisenhower said. Eisenhower said the assassi nation of President Kennedy demonstrated once again that the institution of the presidency can continue firm and secure although a political leader may pass suddenly from the scene. He said he hoped the tragedy would not make the White House a prison. Certain Risks Involved "As our nation and the world become more complex, more and not less contact between the President and the people, and among leaders of nations, is necessary," he said. "The very fact of being president in volves certain personal risks, which I believe must be accepted." Eisenhower said the risks should be reduced without lim iting the President's "neces sary" freedom of movement. Boat Owners To Receive Notices Regarding Fees The State Marine Board re ports that notices will be mail ed this week to each of Oregon's 60,000 boat owners indicating boat registration fees under the new law which becomes effec tive Jan. 1. The new law combines the certificate of number, which is required by federal law and ad ministered by the state under the provisions of the Federal Boating Act, and the annual state boat license, into one an nual requirement. The certifi cate of number has been issued on a 3-year basis heretofore. The annual boat license is in lieu of property tax. Those boat owners who ob tained numbers for their boats in 1962, or during this year or, who renewed their number this year, will be given credit on their 1964 fees for time remain ing on their numbers. This cred it will be shown on the indi vidual notices. In combining the numbering and licensing requirements the registration was expanded to include all motorboats using motors over 3.5 horsepower and sailboats 12 fect in length or larger.
