MM MEOFORO MAIL TRIBUNE, MEDFORD, OREGON Bill To Cut Pay 01 Legislators, Officials Fails SALEM (UPI) -The Way and Means Salary subcommittee failed again Friday to approve a bill to cut the pay of legislators and state officials. Three members of the sub committee voted to approve the bill. Four voted against it. The bill would have empower ed Gov. Mark Hatfield to cut salaries of himself, the legisla ture, secretary of state, treasur er, attorney general and labor commissioner up to 10 per cent for the rest of this biennium. Several legislators told the committee the legislature, in particular, should tighen its belt in view of the stale's fiscal crisis. Most of them agreed, however legislators are not overpaid. Reps. Ross Morgan, D-Gresham, and Beulah Hand, D-Milwaukie, replied that it would be a mis take to cut salaries purely "for a better image.".. . The discussion brought forth some praise for Republican Gov. Hatfield from Democratic Ways and Means Co-Chairman Morgan.' It came during a debate over whether the legislature should specify budget cuts, or delegate general budget-cutting authority to Hatfield. "Hatfield has shown unusual political courage in doing some thing he knows is probably a political mistake because he can do a better job," Morgan said. Rep. Stafford Hansell R-Her-miston, called it "the big lie" to say that the legislature can not spell out cuts in more de tail. Sen. Alfred Corbctt, D-Port-land, responded that the gover nor must have flexibility in making adjustments after the legislature goes home, since the full effects of some of the cuts will not be known for several weeks. The subcommittee Thursday refused to pass out a bill by Rep. Wlnton Hunt, R-Woodburn, that would have reduced law makers' pay from $250 to $125 a month and would have elimi nated expense money during special sessions. This move ment was founded by Miss Emily Bissell of the Delaware chapter of the American Red Cross. In 1908 Seals were issued throughout the country by the American National Red Cross. These seals carried the Red Cross until the 1919' issue when the double-barred cross was placed on the seals with the Red Cross. The 1919 issue is the only seal that carries both. Never again did any seal carry the Red Cross. With the 1920 seal we have the "Double-barred" cross only, the international symbol of the crusade against the tuberculo sis. This cross, called Lorraine, was adopted by Godfrey de Bouillon, Duke of Lorraine, as his standard. He was chosen by the Crusaders as the first Chris tian King of Jerusalem in 1099. Our TB seas still carry the words Christmas Greetings. Some may wonder why a seal is mentioned along with stamps. Most stamp collectors collect them. I have one of each issue since 1907. Denmark issued the first Christmas seal in 1904. f have one of each that Den mark has issued. Interesting cov ers can be had with different combinations. All 5c City Mail Delivery stamps used for First Day of Issue were phosphor-tagged and l.Vi million of the 5c Washing ton stamps have been printed with the luminescent phosphor coating. Christmas is coming and the new stamp is here. Many fas cinating covers can be had, there are over 25 post offices with Christmas cancellations, such as Santa, Idaho. There are eight different stames with a Bethlehem postoffice, Christ mas Valley, Oregon; Christmas Island, Hawaii; and four states with a North Pole, post office. Our Christmas stamp had its first day of issue at Santa Claus, Ind., Nov. 1. Eighteen African states are affiliated with the EEC (Euro pean Economic Community). Stamp collectors can look for ward to commemorative stamps from each state, very much like the Europa issues. This would be a fascinating collection. Get in on the ground floor to keep your cost down, otherwise they will be as hard to get and as costly as the Europa stamps. Mongolia has issued some beautifull butterfly s t a m p s, a butterfly collection is interest ing. Sept. 29 Albania issued a magnificent set. Israel has issued two picture postcards, the first ones were issued Aug. 20, 1950. This col lection alone makes an attrac tive display. . Each month I receive many telephone calls from both men and women, nearly all tell me the same thing and asking me the same questions. "I have many old old letters, that I have been tearing the stamps off and giving to the children in my neighborhood." "In your Collector's Corner you seem to think the stamps should be left on all envelopes, please tell me why?" Yes, I believe all stamps should be left on the envelope. This way they have the can cellation showing. This alone is history. And in New York Oct. 23, 1963, an 1851 enveloped franked with a horizontal strip of the lc blue Benjamin Frank lin stamp issued by our govern ment July 1, 1851, sold for $12,000. So please do not re move the stamps from the en velopes, especially old letters. My pen friend in Iceland has sent me envelopes franked with the most beautiful flower stamps I have seen in a long time. One envelope carries seven different flower stamps. For the geology collector, a sheet of the TB seals from Okinawa showing the colored coral found in the waters around Okinawa is in teresting to have. Last year Mexico's TB seals pictured 50 different kind of birds all in. full color, this year it's Butterflies and a beautiful sheet, each a different butterfly and in bril liant colors. For the collector that never can hope to own the Gold Tonga 13 round stamps, Life magazine, Oct. 11 issue, gives a fine pic ture of them. This we can all own. A First Day cover would he wonderful to see. I have heard of no one that has seen one. They are listed in stamp papers for $47.50 for one cover. The price will climb rapidly.
