MKDKOKD MAIL TK1BUNE, MKDI OKU, OREGON MONDAY, OCTOBER 28, 1963 Your Money's Worth By SYLVIA PORTER Copyright, Hall Syndicate, Inc. KENNEDY'S OLIVE BRANCH TO BUSINESS The Democratic administration of President Kennedy is now cooperating with and trusting the U. S. businessman to a degree unprecedented in modern times and this goes not only for the previous Democratic administrations of our era but for the Re publican administration of President Eisenhower as well. , This may seem a shocking claim in view of the news last week that a federal grand jury has reopened a broad probe into steel pricing practices. .Coming on the heels of a round of selective steel price increases, this has been widely interpreted as another attack on the industry. But the fact is that the grand jury has been col lecting information on steel pricing policies for more than a year and a half, it finally felt it had enough data to proceed with its in vestigation and the timing is strictly a coincidence. The fact is that probes of this sort are a continuing thing and there is nothing unusual about them. The fact is that the White House did not order a stepping up of this inquiry. The fact is that Kennedy was really rocked by the response to his crackdown on steel in the spring of 1962, wants no part of a repetition. Still because of the new inquiry and the memory of the brawls early in his administration, the "anti-business" label again is being pinned on Kennedy. It is not warranted. Rather, Kennedy has been extending an olive branch to industry and here's proof across-the-board. On Prices and Profits: All Kennedy is saying about the recent 6teel price hikes is that he is "concerned" that they "may stim ulate other price increases which will affect adversely our com petitive position abroad. . . ." As President, he couldn't say less. Any new price upsurge would spur a new wage spiral, revive the evil of inflation. It also would add to the government's buying costs, thus swell the budget deficit. As for profits, Kennedy has been repeatedly praising their role as crucial to the U. S. economy s growth and the administration has taken major steps to bolster profits of U. S. businessmen. On Taxes: In 1962 Kenendy offered individuals zero in tax cuts but he fought for and won tax concessions for businessmen run ning to over $2.5 billion a year. In the late 1950s, Eisenhower wanted to give businessmen similar tax relief but he retreated simultaneously. In short, Democratic Kennedy accomplished for business what GOP Eisenhower couldn t. Now the White House is pushing a tax bill that would give in dividuals big breaks and businessmen plenty more too. The top corporation rate would be cut from 52 to 48 per cent, the top in dividual rate would be slashed from 91 to 70 per cent, small corporations would get the juiciest tax cuts of all. On Expense Accounts: The first proposals for expense account curbs were rough but the White House backed down fast when it heard the howls. As finally passed, the curbs were greatly modi fied and Internal Revenue Commissioner Capun has ordered the IRS agents to go after only "abuses ... the fellow who is really on a frolic. ... We don't want to be in a position of trying to interfere with legitimate business activity." : On The Budget: The spending lid is on. No new programs will be in the next budget, increases will be due primarily to expenses built into programs already voted by Congress. The spending curbs may not satisfy businessmen but Kennedy is certainly listening to their demands. On Interest Rates: The administration actually has been ahead of the Federal Reserve System on moves to boost interest rates in order to protect the dollar. If a GOP administration dared say what this Democratic administration has been saying about interest rate levels, the cries of outrage would be deafening. Of course, there's opposition by businessmen to government and by government to business and properly so. If this ever dis appears, our private enterprise system will have disappeared and we will be in the dreaded "corporate state." But to accuse Ken nedy of being anti-business today is almost akin to accusing Sen ator Goldwater of being pro-Communist. Feeding the Family ZOLITA VINCENT Food Editor Handouts for Holdups Come Hallowe'en Wee ghosts and ghostesses (and some not so wee) will soon be on the prowl. Loot bags con tinue to be the big idea now- days. Time was when the treat was eaten on the premises, but today the loot-bag trend contin ues and the youngsters tote the loot home while munching sun dry goodies along the way. Supermarkets carry a wide variety of already packaged Hal loween treats ready for quick distribution. Many enterprising young mothers will make and decorate large cookies for wrapping in transparent wrap and handing out. Apples, jelly beans, colored marshmallows, chocolate and orange donuts or other items youngsters go for really should be wrapped indi vidually to protect late - comers in case a few of the early comers hands have become a little grubby en route. Once wrapped, pile the sundry items high on a tray on porch (with a guard) or on a hallway table. Let the little monsters (actually charming children) take their pick. Apple cider, chilled and ser ved in small paper cups (have a waste basket hand), is es pecially nice for washing down the goodies our costumed friends have been gourmandiz ing on as they travelled along. Olive Stufred Celery Gvie a bit of crunchiness to party bits or lunchbox menu by stuffing celery like this: Cut one half cup pitted ripe olives into small pieces. Blend one-third-ounce package cream cheese with two tablespoons mayon naise. Add olives, one table spoon finely chopped green on ion or chives; salt to taste and add just a dash of tabasco sauce. Mix well. Stuff celery stalks and chill until ready to serve. Cut into two - inch lengths or into bite-size crescents by slic ing celery slices slant-wise. Delightful Orange Drink Pour one-half cup fresh or re constituted frozen orange juice over one scoop favorite fruit sherbert. Fill glass to top with soda for a refreshing drink. Freezing Tips for Lunch Packers Whether you are the lunch packer who prepares the lunch or the lunch packer who totes it to school or work, here are three handy sandwich freezing tips to keep in mind: Freezer "hardies" that will maintain their flavor and tex ture include sliced or ground meats, fish, chicken, peanut butter and cheese. Sliced or chopped olives, dill or sweet pickles may be added to any of these. Fillets of Sole Get Anchovy Sauce Topping There is an abundance of sweet - tasting fillets of sole in our markets. Pan-fry or broil them quickly, handling as little as possible. Top with this savory Anchovy Sauce: Cream one-fourth cup (one half stick) butter until soft; add two teaspoons minced parsley, one-half teaspoon salt, dash of pepper, one teaspoon anchovy paste, one teaspoon prepared mustard and one and one-half tablespoons lemon juice. Beat until fluffy. Spread on hot fish fillets or steaks just before serv ing. Hamburger Care Ground beef is more perish able than most meats; should be used within two days. Store ground beef loosely covered in coldest part of refrigerator as soon as you get it home from the store. Loosening wrapper lets the cold air in and the meat doesn't get that stale odor and taste. Pork, Shrimp, Poultry Headline List of Plentiful! Pork supplies are increasing ngnt along joining the good values in beef and lamb. It must be remembered that pork has a comparatively short storage life and that means a very few days in the refrigerator and only three to six months in the freezer. By DELOS SMITH UP1 Science Editor NEW YORK (UPI) - It will be a comfort although a small one to the occasional but innu merable victims of pursitis to know medical science is far from being of one mind on how to deal with it. Dr. J. Drennan Lowell, a teacher of ortho). . lie surgery 1 the bursas. at Harvard Medical School, list ed a dozen possible ways in cluding "manipulation" which means flinging the affected arm or leg about no mailer how much is hurts. He had been asked to choose Although there is no statist! cal evidence, medical authori ties believe there has been a great upsurge of ornery bursas in the last few years. They can't really explain it WASHINGTON (UPI) - One of the comic strips I read has dog named Snoopy who spends his time watching leaves fall from trees. I should never read comic strips. Their power of suggestion is so strong that now Snoopy's got me doing it. In fact, over doing it. The plain truth is that I have become addicted to leaf watching. Once a person gets hooked on something like this, it is almost impossible to kick the habit. Moreover, he must try to con quer it alone, there being no organization, such as falling leaf watchers anonymous, that he can turn to. And no matter how hard he might try to hide his weakness. little tell-tale signs will give mm away. Sure Sign If you have a friend or rela tive who stands out in the yard at night with a flashlight hop ing to see one last leaf fall be fore bedtime, you can be cer tain that he's a goner. The terrible thing about a falling leaf fixation is that the leaf falling season is so short. Soon they will all be gone, leav ing lng, bleak months of noth ingness ahead. It is possible, or course, to hire someone to climb a tree and toss down some confetti, but it wouldn't be the same. While waiting for the next leaf to fall, leaf watchers occu- by the time with musing and meditation. I normally mediate upon what a shame it is for all of those leaves to go to waste. Over the years there has been a lot of talk about using ine great tides ot Passamo quoddy Bay as a source of use ful energy. Well, it occurred to me that there might also be a way to harness the energy pro duced Dy tailing leaves. Has Possibilities It is true that a single leaf doesn't produce much energy, but when you consider the mil lions of leaves that fall each autumn you can see the possibilities. I also meditate on ways to make use of leaves after they have fallen. Leaves burn well, so why couldn't they be compressed into brickettes and put on the cookout market in competition with charcoal? If someone wants to try that, I know where they can pick up a lot of leaves cheap. Another bright potential is the use of leaves as a breakfast cereal. Crumpled up in a bowl with a little cream and sugar, they would make a mighty ap petizing looking dish. Leaves might not be nutriti ous or flavorful, but that is no drawback. Almost every cereal you buy nowadays has nu trition and flavor added. Finally, labor unions per haps could use leaves as a substitute for featherbedding. For those who are unsure, a bursa is a sac in bony prom inences over which muscles and tendons move. It contains a fluid which looks like the white of an egg and when a bursa gets inflamed, oh brother! There's no pain quite as per sistent and as ..icruciating. In the current rash of bursitis victims, the bursa usually af flicted is the one where an up per arm merges with the shoul der. There is no comfort for them whether standing, sitting ZDICK WEST Autumn Leaves Can Save World or lying down and even the slightest arm movement be comes an ordeal. Dr. Lowell was asked by the New England Journal of Medi cine to instruct its readers on the best way to cope with it and make it go away as quick ly as possible. He puts the tender arms into slings and their owners into beds, in a sitting or a semi sitting position. He gives them a pain-lessening drug and an anti-inflammatory drug (phenyl butazone) four times a day and otherwise doesn t touch them. "The response in most cases is dramatic and occurs within 48 to 72 hours," he said. thority will get to work on this right away. Autumn leaves can save the world! During this period the arm is taken out of the sling for in creasing periods and gentle ex ercises are started, first, swing ing the arm as a pendulum, later, using the opposite arm to assist in bringing the affected one overhead or behind the back." Almost never is it necessary to "manipulate" the arm, with consequent torment to its own er, in order to help the in flamed bursa, he said, and only rarely is it necessary to get to the bursa surgically to remove a calcium deposit. He also rejected treatments with vitamin A, penicillin, trac tion, diathermy and ultrasound. TRANSLATOR'S ROMANCE BIRMINGHAM, Eng.
