KENNEDY'S OLIVE BRANCH TO BUSINESS
The Democratic administration of President Kennedy is now
cooperating with and trusting the U. S. businessman to a degree
unprecedented in modern times and this goes not only for the
previous Democratic administrations of our era but for the Re
publican administration of President Eisenhower as well.
, This may seem a shocking claim in view of the news last week
that a federal grand jury has reopened a broad probe into steel
pricing practices. .Coming on the heels of a round of selective steel
price increases, this has been widely interpreted as another attack
on the industry. But the fact is that the grand jury has been col
lecting information on steel pricing policies for more than a year
and a half, it finally felt it had enough data to proceed with its in
vestigation and the timing is strictly a coincidence. The fact is
that probes of this sort are a continuing thing and there is nothing
unusual about them.
The fact is that the White House did not order a stepping up
of this inquiry. The fact is that Kennedy was really rocked by the
response to his crackdown on steel in the spring of 1962, wants no
part of a repetition.
Still because of the new inquiry and the memory of the brawls
early in his administration, the "anti-business" label again is
being pinned on Kennedy. It is not warranted. Rather, Kennedy
has been extending an olive branch to industry and here's proof
across-the-board.
On Prices and Profits: All Kennedy is saying about the recent
6teel price hikes is that he is "concerned" that they "may stim
ulate other price increases which will affect adversely our com
petitive position abroad. . . ." As President, he couldn't say less.
Any new price upsurge would spur a new wage spiral, revive the
evil of inflation. It also would add to the government's buying
costs, thus swell the budget deficit.
As for profits, Kennedy has been repeatedly praising their role
as crucial to the U. S. economy s growth and the administration
has taken major steps to bolster profits of U. S. businessmen.
On Taxes: In 1962 Kenendy offered individuals zero in tax cuts
but he fought for and won tax concessions for businessmen run
ning to over $2.5 billion a year. In the late 1950s, Eisenhower
wanted to give businessmen similar tax relief but he retreated
simultaneously. In short, Democratic Kennedy accomplished for
business what GOP Eisenhower couldn t.
Now the White House is pushing a tax bill that would give in
dividuals big breaks and businessmen plenty more too. The top
corporation rate would be cut from 52 to 48 per cent, the top in
dividual rate would be slashed from 91 to 70 per cent, small
corporations would get the juiciest tax cuts of all.
On Expense Accounts: The first proposals for expense account
curbs were rough but the White House backed down fast when it
heard the howls. As finally passed, the curbs were greatly modi
fied and Internal Revenue Commissioner Capun has ordered the
IRS agents to go after only "abuses ... the fellow who is really
on a frolic. ... We don't want to be in a position of trying to
interfere with legitimate business activity."
: On The Budget: The spending lid is on. No new programs will
be in the next budget, increases will be due primarily to expenses
built into programs already voted by Congress. The spending
curbs may not satisfy businessmen but Kennedy is certainly
listening to their demands.
On Interest Rates: The administration actually has been
ahead of the Federal Reserve System on moves to boost interest
rates in order to protect the dollar. If a GOP administration
dared say what this Democratic administration has been saying
about interest rate levels, the cries of outrage would be deafening.
Of course, there's opposition by businessmen to government
and by government to business and properly so. If this ever dis
appears, our private enterprise system will have disappeared and
we will be in the dreaded "corporate state." But to accuse Ken
nedy of being anti-business today is almost akin to accusing Sen
ator Goldwater of being pro-Communist.

young mothers will make and
decorate large cookies for

other items youngsters go for

vidually to protect late - comers
in case a few of the early
comers hands have become a
little grubby en route.
Once wrapped, pile the sundry
items high on a tray on porch
(with a guard) or on a hallway

Olive Stufred Celery
Gvie a bit of crunchiness to
party bits or lunchbox menu by
stuffing celery like this: Cut one
half cup pitted ripe olives into
small pieces. Blend one-third-ounce
package cream cheese
with two tablespoons mayon
naise. Add olives, one table
spoon finely chopped green on
ion or chives; salt to taste and
add just a dash of tabasco sauce.
Mix well. Stuff celery stalks and
chill until ready to serve. Cut
into two - inch lengths or
into bite-size crescents by slic
ing celery slices slant-wise.
Delightful Orange Drink
Pour one-half cup fresh or re
constituted frozen orange juice
over one scoop favorite fruit
sherbert. Fill glass to top with
soda for a refreshing drink.

our markets. Pan-fry or broil
them quickly, handling as little
as possible. Top with this savory
Anchovy Sauce:
Cream one-fourth cup (one
half stick) butter until soft; add
two teaspoons minced parsley,
one-half teaspoon salt, dash of
pepper, one teaspoon anchovy
paste, one teaspoon prepared
mustard and one and one-half
tablespoons lemon juice. Beat
until fluffy. Spread on hot fish
fillets or steaks just before serv
ing. Hamburger Care
Ground beef is more perish
able than most meats; should
be used within two days. Store
ground beef loosely covered in
coldest part of refrigerator as
soon as you get it home from
the store. Loosening wrapper
lets the cold air in and the meat
doesn't get that stale odor and
taste.

Pork supplies are increasing

watching.
Once a person gets hooked on
something like this, it is almost
impossible to kick the habit.
Moreover, he must try to con
quer it alone, there being no
organization, such as falling
leaf watchers anonymous, that
he can turn to.
And no matter how hard he
might try to hide his weakness.

well, so why couldn't they be
compressed into brickettes and
put on the cookout market in
competition with charcoal?
If someone wants to try that,
I know where they can pick up
a lot of leaves cheap.
Another bright potential is
the use of leaves as a breakfast
cereal. Crumpled up in a bowl
with a little cream and sugar,
they would make a mighty ap
petizing looking dish.
Leaves might not be nutriti
ous or flavorful, but that is no
drawback. Almost every cereal
you buy nowadays has nu
trition and flavor added.
Finally, labor unions per
haps could use leaves as a
substitute for featherbedding.

REPORT 20 QUAKES
PASADENA, Calif. (UPI)-A
series of at least 20 earth
quakes eight of them de
scribed as being strong enough
to cause damage were re
corded in Southern California
Tuesday.
There were no reports of
damage from the temblors,
which seismologist Dr. Charles
Richter of the California Insti
tute of Technology here said
were centered within a 180-mile
radius of Los Angeles.
