(UPI) A Mexican American organ ization has blended political edu cation and the friendship of James Hoffa's Teamsters un ion to take over the government of Crystal City and spread into SO Texas counties. . The group calls itself the Po litical Association of bpamsrv speaking Organizations (PASO) PASO has the help of the Team. sters' union though its leaders deny the Teamsters have any hand in the organization's direction. An Anglo - American admin istration had always controlled Crystal City, as is the case with nearly all of south Texas, despite the region's heavy Mexican American population. Crystal City's 9,500 residents are 85 per cent Latin, 14.5 per cent Anglo and .5 per cent Negro. Negroes started at tending public schools with An glos and Latins in 1958. There has been little or no trouble in Crystal City. Nine Texas Rangers were in the city when the election was held, nanitni- Cant. A. Y. Allee re mains. The Anglos do not lute their new government and the new government does not like AllAn'a nrttumm. Pcna is a county commissioner and lawyer and Fuentes has a business which he calls the "State Government Research Bureau." Fcna thinks the Viva Kennedy clubs Welfare Check Cashing Challenged GRESHAM (UP) - A local attorney said today he believes "a lot of welfare chocks have been cashed at the dog and horse races." Attorney A. W. (Al) Gustaf son snici he plans to ask the Stale Supreme Court to order the Welfare Department audi tor to show him canceled wcl fare checks. Gustafson is chairman of the Multnomah County Intermediate Education District and attorney for Grcsham High school and Parkro.se school districts. He said his campaign for per mission to study endorsements on the checks was "Just as a citizen" and bad no connection with his education posts. Gustafson said he had been refused permission to look at canceled checks last week, te tag told they were not t matter of public record. Ken n e d y subsequently appointed Reynaldo Garza as a U.S. Dis tinct Judge, Raymond Telles of El Paso as Ambassador to Costa Rica and Homer Lopez as an assistant U.S. attorney in south Texas. In February, 1961, Viva Ken nedy leaders joined the Mexi can American political action group. They subsequently re named the Texas organization PASO. Moiscs Falcon of Crystal City went ot Pcna in October, 1962, and asked for help in Crystal City. PASO leaders held politi cal education classes in Crystal City and explained election laws to Latins. They made sure Latins reg istered and paid their poll taxes and that they voted. The great majority of Latins in Crystal City are poorly educated labor ers. The Teamsters union is the bargaining agent for about 300 workers at the California Pack ing Corp.'s (Del Monte) plant in Crystal City. According to Pcna and Fuentes, these work ers provided the nuleus of the Latin victory. Often Lose Jobs Pena and Fuentes complain that Latins who step out of line in south Texas frequently find themselves without jobs. The cannery workers, under a con tract signed with an outside firm, did not fear retribution. Ray Shafer, business manager of the Teamsters union in south Texas, is frequently quoted about PASO. The union's mem bership in south Texas runs heavily to cannery workers. Shafer is a member of PASO and he said he works for the organization, when asked, as a member. The Teamsters union participates through its political arm Democrat - Republican Independent Voters Education (DRIVE). According to ' Shafer, PASO and DRIVE do not always agree on candidates, as was the case in the last gubernatorial elec tion in Texas. Shafer said the Teamsters do not contribute fi nancially as a union to PASO; the law forbids it. ." Mayor Cornejo, whom the Anglos of Crystal City call "Corney-Joe," . said no ' Anulus would run on his ticked, there was a heavy resignation of An-1 glos at city hall after the elec tion and only two Anglos have applied for city jobs since April. Deny Accusation ?ena and Fuentes deny they) are interested in electing all- Latin governments. Mexican - Americans in Tex as and , other southwestern states are worse off than Ne groes, Fuentes thinks. Negroes can demonstrate and go to court to win their rights. ' Mexican - Americans: on' the other hand, lack a solid cause. They are not segregated. They can go anywhere but every where they Iind themselves tol erated, not accepted. Privately, PASO's leaders ad mit that desire for acceptance plays a large part in their cam paign for improved .economic conditions and political equality for the Latin. According to PASO figures, there are more than 900,000 Lat ins and 850.000 Negroes of vot ing age in Texas. If these votes were channeled the way Latin I ins and Negroes could control votes were in Crystal City, Lat-lthe government of Texas. xMEverybody's Favorite!
