That quotation is from the op erations manual of the Federal Kviation agency's Air Traffic Control system (ATC). It says, in effect, thai two planes known as Air Force One normal and Air Force Two get priority over all other traffic in the ATC system. Which figures. Air Force One and Two are the Boeing 707 jets used by the President of the United States. The word "priority" is not men tioned specifically. But priority is taken for granted whenever the President is aboard. Safety Measure This is just one of the many safety measures involved in a presidential air movement. An iron-clad security set-up. Maintenance that surpasses even that of the scheduled air lines. Hand-picked pilots and other crew members. President Kennedy leaves and arrives on his air trips at An drews Air Force Base, Md., 17 miles from the White House. Every arrival and departure in volves a ceremonial ritual. Fif teen minutes before the chief executive shows up, a 12-man honor guard marches onto the field. It is more for honor than for guarding; they carry unloaded rifles. Also part of the ritual is the base commander, Brig. Gen. Clair Wood. He escorts the Pres ident between his helicopter and his plane. President's Plane The President's personal air craft is the latest and biggest version of the Boeing 707 a blue, white and silver giant with the presidential seal on the nose and "UNITED STATES OF AMERICA" in huge black let ters above the window line. The presidential quarters in the lux urious cabin are in the rear of the plane, officially designated USAF 26000. Air Force Two is a standby plane, a duplicate of 26000 but with a different exter nal color scheme. The security measures go so far as to require an inspection of the underground pit containing the cables newsmen use when they cover a presidential arrival or departure. Aboard the air craft itself are two armed guards. And when Air Force One moves toward or away from its designed runway, three A i r Force police cars carrying more armed guards ride herd on tne giant jet until it takes off The presidential jet also is guarded under arms when it is not flying, both on the field and in the hangar which means it is under surveillance 24 hours daily. Hovering overhead during ev ery presidential landing and takeoff is a specially-equipped helicopter carrying three trained fire-fighters and an Air Force medical expert. This aircraft has 1,000 pounds of fire-extinguishing foamite aboard and the pilot also is trained to utilize his whirling rotor blades to blow smoke, fumes and flames away from the President's compart ment in the event of a crash landing. Air Force One and Two are part of the 1254th Transport Wing based at Andrews. It is known as the "Special Missions" wing, a unit entrusted with "pro viding the highest quality air transportation for the President of the United States, the vice president, the cabinet, and other high-ranking government offi cials and dignitaries, both here and overseas." The flying White House is the most carefully maintained trans port in the world. Its fan-jet en gines are changed every 1,000 hours. This compares to the re quired overhaul time for, say, the identical TWA fan-jet 707 whose engines are overhauled every 3,200 hours. The difference does not mean that the airline is running its engines too long. Actually, the 3,200 engine change time is in accordance with FAA standards and other jet engines go as high as 4,000 hours between over hauls. But for obvious reasons, the Air Force spells "caution" with a capital C when it comes to maintenance on a presidential jet. Inspected Often Air Fore One receives a thor ough inspection after every 100 hours of flight time. It gets an even more thorough check after every 400 hours. The White House jets operate STUDENTS PROTEST RULING Two New port, Ky., high school students wear "Ban the Bible Ban" cards to protest a recent ruling by the state attorney general that Bible reading in ihe public schools must stop as a result of the U. S. Supreme Court decision. About 90 stu dents displayed the cards at the school. (UPI) under the jurisdiction of the FFA's air traffic system. ATC priority is mandatory only when the President is aboard. In ac tual practice, there has been little conflict between Air Force One and normal traffic because the presidential pilots file their flight plans well in advance. Not even at Andrews, a spit-and-polish military base, does Air Force One come under mil itary control when it is in the air. The Andrews radar sets and control tower are manned by picked FAA controllers who han dle presidential flights with scrupulous efficiency. The fol lowing partial transcript of a recent Air Force One landing at Andrews gives a revealing glimpse of this care. Note that the tower even tells the crew when to perform its pre-landing check list and that the plane is under radar guidance even in perfect weather as it was on this particular day. Also note the caution displayed when radar spotted another plane in the vi cinity: Check Planes Radar "Air Force One, An drews radar, radar contact 10 miles south-southwest, how do you hear?" One "Andrews radar, Air Force One, you are loud and clear." Radar "Air Force One, Rog er. If no transmissions are re ceived for five seconds on the final, continue a straight-in VOR (Viscual Omni-Range, a radio navigation aid) runway one left approach. Contact the tower on any available frequency." One Air Force One, under stand. Thank you." Radar "Air Force One, turn right, heading three-four-zero. Maintain one thousand, six hun dred. First turn to final." One "Right to heading three- four-zero, one thousand, six hun dred. Air Force One." Radar "Air Force One, traf fic at two o'clock three miles northeast - bound. When straight and level flight, perform cockpit landing check." "One "Air Force One, under stand. Thank you and we do not have the traffic." Radar "Roger." Final Controller "Air Force One, final controller ... the traffic is now at 11 o'clock east bound, slow-moving. Turn right, heading zero-one-zero." Radio Repartee One "Right zero-one-zero, Air Force One." Controller "Air Force One, the altitude of the traffic is be low yours approximately 800 feet. He is eastbound off your left wing now, about 3,000 feet." One "Air Force One." Controller "Air Force One, do not acknowledge further transmissions. On final ap proaching glide path. Gear should be down. Six miles from touchdown. . .traffic passing be hind a half-mile left of course. . . zero-one-zero heading. Correct ing to course from left to right. Air Force One wheeled toward the unloading area. A shrill whistle jolted the honor guard to rigid attention.
