Chinese Reported To Have Asked Removal of Khrushchev As Leader By HENRY SHAPIRO United Press International Moscow - IUPD - The Chinese Communists were reported to have demanded the removal of Premier Nikita S. Khrush chev's Kremlin leadership as the price of reconciliation be tween Moscow and Peking. I n formed diplomatic sources said the Communist Chinese conditions were pre sented during final Sino-So- viet negotiations in Moscow which for all practical pur poses ended here over the week end. Disclosure of the Khrush chev demand came as the Rus sians were denouncing the Chinese as hyprocrites, war- j mongers and racists and it ap peared to leave little douDt among diplomats here that the Sino-Soviet split is an ac complished fact. Point of No Return As if to underline the im pression that a point of no return has been reached with j the Chinese, the Soviet Union j welcomed U.S. Presidential Envoy Averell Harriman and British Science Minister Lord ' Hailsham to Moscow to begin negotiations on a nuclear test ban. The Kremlin in a 25,000 word blast against the Peking government told the Chinese it would go ahead with efforts to improve relations with the United States. I "Do you really think that bourgeois governments lack all reasons in everything tney do . . . that they are bound to cheat?" the Soviet Commu-1 nist party asked Peking in a j declaration o s t e n sibly ad- J dressed to the Soviet Union ; and published in Sunday's of- j ficial Pravda. ! The Russians who, for sev eral years have been on the receiving end of Peking's un restricted ideological war fare, have now seized the ini tiative and take the offensive against Chinese efforts to wrest control of the interna-' tional Communist movement. Embraces All Aspects The conflict which now em braces all aspects of Sino-So- j viet relations from party and j state affairs to the personality j of the top leaders, appears j destined to grow in severity j as American-Soviet relations j improve, diplomats said. I The Sino - Soviet bury-lhe-1 hatchet talks, a vain 11th hour attempt to seal the breach, may involve more meetings. The framework of contacts may be maintained, but the stage has passed when such diametrically opposed and hostile views could be recon ciled. The basic split is over one thing: Khrushchev's avowed Dolicy of peaceful co existence with the West and I Chinese Communist leader 1 Mao Tze-Tung's belief that war not only is inevitable but , that a nuclear war would de stroy the West and permit the Chinese to build Commu nism on the ashes of the world. ! A 'Paper Tiger' Mao refers to the United States as a "paper tiger." Khrushchev replies that it is a paper tiger with nuclear teeth. j The Chinese appear to have ; succcded in dividing the Com-! munist world into Moscow i and Peking camps, with the vast majority of Communist parties following the Krem lin. The Chinese, according to the Russians, have stooped to employing demagogic nation- i alisl and racist tactics and inflammatory, irresponsi b 1 e revolutionary slogans in an effort to dominate the world Communist movement. i The Russian people, who ' for the first time Sunday read In Pravda the full extent of the Moscow-Peking conflict, learned that the Chinese have told the other Asian people "the whites have no business here'' and that "Eastern winds will prevail over Western winds." The Russians accused the Chinese of ulterior motives in pursuing the ideological bat tle with the Soviet Union. Some Different Aim "This is no longer a class -approach in the struggle for the abolition of capitalism, but some entirely different aim," the statement said. ". . . Behind the rumpus about the world revolution raised by China are other goals which have nothing in common with revolution." The catalogue of Chinese "crimes" included: Not being aware that the "paper tiger'' had destructive forces. Aggravating American -Soviet relations, especially during the Cuba crisis. Pressing the colonial struggle as the beginning of the class movement. Having a 'demagogic, bookish approach" to the world Communist movement. The Soviet statement de fended Russian economic and material progress. Walk in Sandals "To follow Peking's line of thinking it comes out that if people walk in sandals and eat watery soup out of a com-, mon bowl, this is Communism and if a working man lives well and wants to live better tomorrow, this is tantamount to a restoration of capitalism." The Chinese were accused of "playing with the destinies of hundreds of millions of peo ple in preaching that war is a necessity to eliminate the cap italist system." The Soviet statement repeatedly reaf firmed Khrushchev's dictum that Communism can beat Capitalism in peaceful eco nomic competition. While stressing the desire to improve relations with America and progress toward disarmament, the Kremlin made it clear imperialism as represented by the Western capitalist countries must be eliminated, i Moscow, while maintaining the correctness of its pro grams for peaceful co-existence, reminded Peking that it is not alone in realizing that violent as well as non-violent means have to be used to overcome capitalism that is, "support for just wars of na tional liberation." Russians eagerly bought 1 tm the coDies nf Pravda that printed the statement and for the first time in seven years brought home to the Russians the seriousness of the Sino-So-vict conflict. f Thou matt the npucmmrE pasted up on bulletin boards. At the Chinese embassy there was an extra guard of volun teer policemen in what ap peared to be a Soviet move to Drcvcnt anv nnssihle inrl dent or demonstration by So viet citizens who may be in fluenced by. the Pravda attack on the Chinese. Popular Reaction Today President Kennedy and the Western world as a whole looked better and friendlier to the Russian man in the street than Mao and his comrades. A typical popular reaction was expressed by a Russian mechanic who said, "I never knew that our relations with China were that bad." Another Russian quoted the local equivalent of "every cloud has a silver lining" and another said "now we have a better chance of a rapproche ment with the West." Khrushchev's personal pop- the annihilation of hundreds ularity was bound to mount of millions people, a fata as Russians conjured up the which Sunday's manifesto horror of nuclear war with said he is trying to avoid.
