(UP1) Billboard Foes Press To Restore Control Program Washington - (CO) - Con gress continuing to move at its own pace, allowed the pro gram of federal incentives for billboard control to expire June 30. ' It was Just at this time that Kentucky, the first state to carry out control provisions in the original 1958 Act, re ceived approximately SU5.000 In "bonus" payments for its ; portion of the Interstate High, Under the present system set up in 1058, a state must pass legislation prohibiting billboard advertising within 660 feet of new rights-of-way along the Interstate Highway System acquired after July 1, 195B. Certain exceptions were permitted for businesses with in the 660-foot area and con cerns in near-by communities. Once the stale law Is ap proved by the Commerce De- way System. Chances are that Congress will get around to renewing the program although the hotel and billboard lobbies are sure to put up a fight. In the House, the Public Works Committee has re ported a Federal-Aid Highway bill including a two-year ex tension of the billboard bonus, and Sens. John Sherman Cooper (R-Ky.) and Maurlne B. Neuberger (D-Orc.) have introduced a two-year exten sion in the Senate. Mrs. Neu berger has long led the anti billboard fight, begun in 1938 by her husband, the late Sen. Richard L. Neuberger. Complicating the picture Is a draft bill submitted by the Commerce Department which would extend the pro- gram until 1971 and tighten its standards. Proponents of the "bonus" fear the Com merce proposal would stir such opposition that the pro ' gram would be dropped al together. So far, no one has volunteered to sponsor it in cither House or Senate. In addition t o providing a "bonus," the Commerce plan would penalize states which did not agree to participate. Their federal highway funds would be cut by one per cent after June 30, 1965. an agreement with the Sccre-I tiiry of Commerce ensuring! Hwjii umui 1.1:1111.-111 ui me 1UU- eral requirements, the stale is then .eligible for bonuses based on the number of miles of Interslute Highway within the state which arc actually subject to billboard controls. The bonus represents one-half of one per cent of the state's regular federal highway al lotment for these roads. As of June 30, 1963, twenty stales had signed the agree ment with the Secretary of Commerce, and only one, Kentucky, had received the bonus. Pressure Groups The billboard and hotel motel lobbies have actively opposed the program In state legislatures as well as in I Washington. A spokesman (or the Amer ican Hotel and Motel associa tion said thai his organization favored dropping the program because it had a "horrlible Impact on those who can't let the traveling public know where they are." He said the fact that only one state had received a bonus proved that the regulations were general ly unpopular. Critics of the outdoor ad vertisers, including garden clubs and the American Auto mobile association, say that self regulation has been un successful in the past and therefore billboards must be controlled by federal and state governments.
