The bearded premier, in an informal "chat" with students Crucible Steel Signs Contract Pittsburgh - (UP!) - Crucible Steel Co. became the first pro ducer outside the "Big 11" Wednesday to sign a 21-month contract with the United Steelworkcrs Union. Crucible operates two plants in Midland, Pa., and facilities at Harrison, N.J., and Syracuse, N.Y., employ ing a total of 9,000 workers. Effective Aug. 1, the con tract runs 21 months with its principal provision patterned after the "Big 11" agreement - a 13-week vacation every five years for employees with top seniority.
