"A Civic Center for Med ford - Why?" was the assign' ed topic of his talk, and he listed the reasons the planning commission favors the civic center bounded by Main and Holly and 10th and Laurel sts. as location for federal, state, county and city public build ings. Research Carried On An extensive research car ried on in 1961 showed that there were 1,500 public em ployees in Medford scattered into 30 locations, including the seven major governmen tal agencies and irrigation and school district offices, Hedberg said. Basing their expectations upon established ratios, Hed berg said, there will be 420 city employees by 1970. Sur veys have shown that Med ford has one employee to serve each 1,000 persons and the county three for each 1,000, Hedberg explained. By 1985 the city popula tion is expected to reach 70, 000. These figures alone Justi fy the need for more space in a civic center, he added. This does not take Into considera tion the number of federal employees to be given work ing and parking space in the city. Building Not Adequate Hedberg then predicted that the proposed federal building and post office will not be adequate to satisfy the federal needs. "If we are going to grow we must plan for parking and consider the attractiveness of the city," Hedberg also de clared, adding that the acqui sition of land is as economic at this time as it will ever be. Turning to the advantages of the particular location pre sented in his talk, he said its proximity to the business sec tion is an important consider ation since there will be 800 persons working in the center eventually. Utilizing this location will provide the means for rede veloping the old residential area as 45 per cent of the land included is now residential. 24 per cent is used for public purposes and 30 per cent is in streets and alleys. Bursting at Seams The city hall is now burst ing at the seams with the county having to care for some of the city's space needs, Hedberg noted as another jus tification for establishing a new civic center. Street planning beneficial to the center includes two one - way couplets: one on Sixth and Eighth sts., the other on Holly and Grape sts. Tenth St., which is in front of the proposed public safety building, will be the main cross town artery, Hedberg said, citing the many advan tages to be gained from this arrangement. The city plan includes loca tion in the center of the city hall, the fire department and the police department. The federal building and post office have already been designated for the area, in which, Hedberg lamented, there is not ample parking under the present planning. This, he explained, has caused the planning commission con siderable concern and an ef fort is being made to convince the General Services admin istration that more space must be provided. Agencies Consider Center Other agencies considered in the center planning, ac cording to Hedberg, are a school district office building and a new library. The pres ent library, the Public Library of Medford and Jackson Coun ty, would be removed from the Westside park, Improving the park program of the city if this plan is adopted, he pointed out, referring to sev eral persons who have favored this move. During the question and answer period, which follow ed his presentation, Hedberg revealed that the present plan ning calls for the inclusion of 18V4 acres in the center, that the city hopea the other gov ernmental agencies, county, state and federal, will come into the center, but that there is at this date no commitment. He also stated that there have been no plans for mass trans portation considered. A hospital spokesman said the actress is "conscious and able to speak," but it appear ed that her condition is still the cause of some concern. Miss Daniels and her hus band, Ben Lyon, also a Holly wood star, left the movies some years ago and came to England to live. MEDFORD Green Belt Law Repeal Gains Hope Salem - IUPD - A plan to re peal the green belt law and place all agricultural proper ty on a tax-deferral basis sprang to life Monday In the Senate Tax committee. During consideration of a House-approved bill to grant tax deferral to farms not now located in green belt areas. Sen. Vernon Cook (D-Gresh-am), proposed that all farmers be given equal treatment through tax deferral. He asked that the green belt law now on the books be dropped. The green belt law exempts farms in zoned areas from paying higher than agri cultural tax rates until their property is converted to non- agricultural use. The deferral plan post pones, for a period of five years, ail taxes in excess of the agricultural rate. Deferred taxes would have to be paid upon sale of the farm for non- agricultural use.
