APRIL 17. 1M3 fraternities and sororities at he University of California, the nation's largest university, were ordered Tuesday to drop their discrimination' clause by Sept. 1. 1964. President Clark Kerr said the fraternal groups will not be permitted to practice dis crimination because of race, religion or national origin af- He noted that an anti-discrimina- : tion policy originally was adopted by the L'C Board of Regents in 1959. Many of the chapters of the seven UC campuses are affil j iated with national organiza I tions with charter clauses I banning various minority groups. Moro, Ore. - 'I'PD - Dolphus Baker. 53. Rufus, was taken into custody Tuesday by Sherman County Sheriff Leo Roberts on a manslaughter charge in connection with the gunshot death last week of Edward R. Bisig, 31. Bisig was shot last Tuesday in front of Baker's garage and died in a hospital Friday. Baker claimed self defense. Bail was set at S2.500. The Coast Guard said one of the trawlers was spotted about 1 1 a.m. (EST) about two hours before Kennedy cruised on his yacht irito the Atlan tic, and the other about 4 p.m. (EST) an hour or so after Kennedy returned home from his cruise. The Kennedy yacht - with the President, Mrs. Kennedy and Charles E. Bohlen, U.S. ambassador to France aboard cruised less than a mile into the ocean before circling back into the intracoastal canal, presumably because of choppy Atlantic waters. Eugene Boy Sent To State Hospital Eugene -ilIPli- Circuit Judge William S. Fort Tuesday ordered William Fulbright, 13. sent to the Slate Hospital in Salem for a 60-day observa tion period. The boy's mother, Mrs. Ralph Fulbright, was shot and killed by a rifle in her home here March 20. Authorities said the boy admitted holding the rifle but said he only wanted to frighten his mother. "The shock waves of Cal ifornia's population boom have already affected all our recreational resources," the governor said. "Just in the last decade 27 million people swarmed into our beaches and parks, a gain of 359 per cent. Yet we in creased our beach and park acreage only by 19 per cent." Stopgap Asked As a stopgap, the governor asked the lawmakers to ap prove augmentation of his fis cal 1963-64 budget by $19.1 million. This money would be used in 21 specific areas to acquire beach and park property. It particularly would pay atten tion to needs of population centers. Brown said the price of land In California is increas ing at a rate of 10 per cent a year and urged the state to begin acquiring land before it is "gobbled up by private developers. Proposal Includes Grants Under the S150 million bond proposal, $40 million would be set aside for state grants to local governments he called this "an essential means of developing regional parks for the use of Califor nians close to home." In other action the gover nor said he had received "firm assurance that significant ac tion will be taken at this ses sion to combat California's rising traffic toll." He made the statement after a special meeting with his legislative leaders. Assemblyman Charles B. Garrigus (D-Rcedley) Intro duced a bill to allow a 1 per cent sales tax on food lo raise money for school support. He made no estimate of the amount of money his plan would raise.
