Davis, chairman of the special gifts division of the United Crusade for 1962-63 which made 121 per cent of its goal, was elected an hon orary member of the United Crusade Inc., at the group's annual meeting recently. Mrs. Davis, who has served in a number of other capacities with the organization, is the first person to be so honored. And spring 1963 heralds another fashion wise California season. California points up the "richest strike" in fashions in her fabulous fancies in fabric, clear true colors and imaginative themes. For active sportswear- Call forna favors the tunic and jumper; the very-short, fitted shorts or the svelte bermunda; Covered - up or sleeveless blouses have the Riviera look; long, slim pants ride low and Orient - insipred coat top is still popular. Sweat Shirts Sophisticated sweat shirts, one-piece playsuits, sailor mid dies, sarong fashions, Jamaica shorts, sari dresses, clam-diggers, and cnscmbled sports sets of three-to-four pieces (top, shirt, jacket, pants, or skirt), all are sure-fits from California. Tennis dresses of all types; shifts, skimmers; skimmers and shifts; all emphasize the California look. In casual, classic and dressy dresses necklines go higher, wider and smoother, milady will be up to her neck in high fashion with the bateau neckline, the "T-square" neck line and the wide strap square neckline all dramatizing the shoulder lines and. above. Utilities Praise Exclusive Service District Measure Salem (UPD The 1961 ex clusive service district law for utilities, threatened with re peal, was praised down the line Tuesday night by power, telephone and gas utilities. Even cooperatives that op posed the idea in 1961 said it would be a mistake to repeal the law now. The law allowed utilities to divide up territory so that each would serve an area ex clusively. The agreements then would be ratified by the public utility commissioner. A number of agreements have been made under the 1961 law. Before the House Commit tee on Commerce and Utili ties, however, is a bill to re peal the 1961 law. The spon sor, Rep. Richard Eymann (D-Marcola) said the 1961 law was eliminating competition needed to keep rates down in the power industry. The uitlities disagreed. The arguments had the same ring as 1961. The utilities said the law was helping to elim inate unnecessary and costly duplication, and had worked well so far. Public Utility Commission er Jonel Hill said the law had been a success and some du plication and overlapping al ready had been eliminated. Committee members Beu lah Hand (D-Milwaukie) and Elmer McClure (D-Milwaukie) pressed the witnesses as to whether rates had dropped as a result of the law. The utilities disagreed. had not gone down, but said eliminating duplication would neip Keep rates lower in the future. Edward Smith of the Inter national Brotherhood of Elec trical Workers said getting rid of overlapping systems in creased the safety factor for workmen. Most of the utilities also opposed a companion bill to remove cities from the 1961 law. Those testifying included Eric Reuterkroner of the Ore gon Rural Electric Coopera tive, Ben Spain of the Co lumbia Power cooperative, Lee Wooden of the West ern Oregon Coop, Francis Hill of Northwest Natural Gas, Walter Karnopp of the Ore gon Telephone Co., Hilbert Johnson of Portland General Electric, John Y.
