Republicans for Commissioner i a" ' David Blair I am David S. Blair, Re publican candidate tor the office of county commission er. I fully realize the re sponsibility in connection with the functioning of this office and feel that my background and experience will qualify me to assist In carrying out these duties in an orderly, businesslike manner to the best Interests of Jackson coun ty. For 20 years I sold, install ed and maintained irrigation systems and for the last eight of these years managed the department for the firm em ploying me. I operated a stock ranch in Evans Valley for 20 years, selling In 1960 and still own and operate a farm in North Dakota, keening me constant ly In touch with economic conditions at local and na tional levels. Serves As Chairman In Enterprise Grange and In Jackson County Farm Bureau I have served as legis lative chairman and am now serving my second term as chairman of Southern Oregon Farm Bureau Shipping and Marketing association. In legislative work I have been in close connection with the state legislature, making numerous trips to Salem to sit in on sessions. Also I have served on school and budget boards and on tax committees. Agriculture being our coun ty's largest Industry, the knowledge I have acquired should be of major benefit. Mv interest lies in the con tinued growth and develop ment of Jackson county and if elected, I will devote my full lime to the office of county commissioner. 5: mm , .. 1 Floyd McCabe I was born in Jacksonville In 1922, attended schools in Butte Falls and Ml. Pitt dis tricts, attended Medford Jun ior High school (now Mc Loughlin) in 1936-37, and Medford High school 1938-39. 1 spent one year In the CCC, and was inducted inlo the Army September, 1942; discharged in August, 1943, from the medical department. First post-war employment was with bureau of reclama tion at Shasta Dam - machine shop - then transferred 1 1 the engineer department to work as a rodman. After some months I went lo San Fran cisco Buy area, worked on ships at Mare Island Naval Shipyard and later at Alame da Yards of Bethlehem Steel company. I operated lathes, radial drills, milling ma chines, etc. Kinds of Work During the post-war years, I have, like many others done many different kinds of work, each of which has contributed to general all-around experi ence. I also have worked on Hie Jackson county bridge crew under Wes Ilartman. 1 have been engaged for several years in the produc tion of fence posts and furl wood. I have also worked in logging as choker setter and in woods survey. I have made it a habit In watch for tiys lo apply my experience in Improving the operation of my employers (some of my Ideas are all wet; however. I've never been dijeharged for my opinion). Investigate Mailer Inasmuch as there have been, at various times, cases in which a coun'.ey employee has been givn a raw deal, I intend, In the event an em ployee feels he had been un fairly imposed upon and is willing lo discuss the matter with me, to investigate the matter thoroughly and make an honest effort to correct the situation. Any employee who feels I have mishandled a matter shall have the freedom to tell me of it and to discuss the matter thoroughly. However, I will not stand for a wilful falsehood. Any employee who willingly tells me something with the intent to deceive me, may find himself looking for another job. 1 Intend to make every effort to be fair to all. I intend to work for fair wages and salaries for county employees and for no discri mination in county employ ment. The employees of the county do not work for the county commissioner, the county engineer nor any oth er department head. But they do work for the people of Jackson county as a whole. So long as they do the work assigned to them they shall have no difficulty with me. I intend that the people shall be Informed of the do ings of their county govern ment and any citizen who wishes to discuss public busi ness with me may do so. ill Fred Walker Fred L. Walker and the Re publican party are dedicated to good, local government. The county court of Jackson county is an essential part of that government. It consists of one Judge and two commis sioners. It has imporatnt ad ministrative duties. Jackson county now pays out more than $4,000,000 a year, employs more than 300 persons and supervises alt of the county property. As the county grows. Its laws become complex, its financial burdens increase and its sources seem lo dwindle. The county court presently needs good, sound business men In act as its judge and commissioners and lo admin ister its duties. Walker quali fies, and if elected as a com missioner, he will be a great and now support lo local gov ernment. Varied Experiences Walker has had many and varied experiences in owning, operating and maintaining businesses. He is presently the director and vice president of W. A. Darling, Realty, Inc. Walker has a reputation for dealing fairly, honestly and sincerely with all those who have had contact with him, both socially and in business. His position in the community speaks for his competency and ability. As a county commissioner. Walker would again prove his abilities to the benefit of the people of Jackson county; the people of Jackson county would have both a lender and a friend, and the county would benefit from his efficiency and sound business methods. Walker, as county commis sioner, would not only influ ence the business and finan cial policies of Jackson coun ty but would also be influen tial in and lake part in ap I pointing qualified boards and I commissions, in Qualifying and appointing various non-elec-I live officers of the county, I such as the county engineer I and the county constable and 'otin'r such public officers. He would he instrumental in Jackson rounty welfare commission, in preparing the county budget, and in the con struction and maintenance of all county roads and bridges. Supporter of Education Important is the fact Unit Walker Is a strong believer and supporter of education. The education given our chil dren today is our government of tomorrow. Jackson county must provide Ihe best possible educational facilities tor lis present students and future leaders. That education will Candidates Statements The Mail Tribunt, as in past ytars, is again offering pace to candidate! for public office in which there is mora thin one candidal. Thas statements may provide biographical informa tion, the candidate's view on issues, and a review of the program he plans to carry out if elected. The statements were prepared by the candidate him self, or a committee directing the campaign for the can didate with the candidate's knowledge. At the end of each statement are the answers to questions asked by the League of Women Voters of Ore gon. The questions for county office candidates are: 1. To what special areas pertaining to the office which you seek, do you plan to direct your attention during the next four years? 2. What is your position on the proposed County Home Rule charter and why? Answers lo the questions are numbered according to the question. If no answers appear, the questionnaire was not returned. be provided, but it should be provided at the smallest cost possible and with the proper administration, it can be done. Education will receive every bit of public support that Walker can give it as a coun ty commissioner. Walker believes that if the natural resources and recrea tional facilities of Jackson county were properly handled in a sound, businesslike man ner, Jackson county could re ceive enough revenue to make the recreational areas self-supporting, with a surplus of rev enue to expand and provide bigger and better self-supporting recreation facilities for the people of Jackson county. Formed by Law Good government is formed by law, but men make and enforce those laws. Good gov ernment requires qualified and competent men, and Jack son county requires and de serves such men. Walker is such a man; he is a competent and qualified man and in that capacity he could well serve and act as a county commis- sloner for the county of Jack- son. Walker would give his at tention lo Ihe entire county with specific attention direct ed lo the major problems of each individual area, giving attention lo those areas and problems in which the voters expr.'ss their interest. Keep In Business 5. I am for keeping the county court in the business of county government. 6. I ant for saving the lax payers' dollar - Ihe county should gel a dollar's value for every dollar spent. I am running for the office of county commissioner for the sole reason of serving ihe people of Jackson county. I have no sponsoring individual or group. I am not a member of a special interest group. I am paying for and sponsoring my entire campaign. I believe an elected official should be a servant of Ihe people. ' MtDFOHD It is because of the fact that I have served many years or" the board of directors of two large successful business con cerns in Jackson county that I feel qualified to serve on your board of directors, the county court. I am also cur rently serving my third term as a director of School Dis trict 4. All of this service has been directly connected with analyzing budgets, prepara tion of budgets, and the con trol and expenditure of mon ey through them. Should Have Experience This experience and knowl edge is not something which can be gained by merely de siring to be elected to a public office. A county commissioner should have had experience before he is elected. Jackson county has grown, and will continue to grow, in population. This will result in increasing problems of ad ministration. Services ren dered to the people have ex panded as a result of popula tion growth; and the need and demand will continue as Jack son county grows. We in Jackson county have had good county administra tors but, notwithstanding this, operating expenditures have doubled in the last 10 years. As we continue to grow, operating costs will like wise grow. Therefore, it is vitally important that we, the people, carefully select our di rectors to insure that neces sary services will be devel oped in an orderly manner, consistent with economy and efficiency. Will Require Experience This will require exper ience as well as an intimate knowledge of the county. At present we do not have a tax levy to pay the costs of oper ating our county government. 0 and C timber sales supply the operating money. Income from this source has gradually increased but is variahle. However, each year pres sure is increasing to cut Jack son county's share particular ly by those counties that do not have O and fc income. The lumber industry currently is having trouble from imports from Canada and shipping costs from West to East. This has resulted in making cur rent sluinpage prices appear excessively high. Any or all of these factors could affect future O and C income and necessitate careful business management by our county administrators to prevent im position of a real property tax lo meet county operating costs. I have resided and owned properly in Jackson county for 18 years. I am married, have one son who was edu cated in Oregon, graduating from Oregon State university. 1 belong to the Westminster Presbyterian church and Phoenix Grange, and am a Mason and an Elk. Since selling my ranch two years ago. I have no interest that would interfere with giv ing my full time lo serving Jackson county as commis sioner. Laitie s answers to League of Women Voters question naire: 1. 1 would work as a coop erative member of the Jack son county court on all the business of the court. If spe cific areas were assigned lo me by the court, I would give my best efforts to analyze the problems and report to the court lor final court decision. 2. 1 am a candidate for county commissioner under I the present form of govern ment. As such, I leel it would be improper for me to discuss Ihe proposed charter. The de cision of the people will be satisfactory lo me. Stathos Notes Compromise Bill Don Stathos. Republican candidate for State Senator. Monday night called senate bill 502 "an outstanding ex ample of compromised legisla tion." Speaking before the Ash land Toastmasters club at Ashland Public library, he pointed out Ihe danger of compromising on a vital piece of legislation. "Compromise can become a habit whereby a legislator would lose his effectiveness." Stathos said "Senate bill 502 I was originally designed to pre vent unscrupulous union tac tics, but the compromised ver sion only gives the farmer false security. As a young man, I moved to Los Angeles, Calif., and there studied business admin istration at Woodbury col lege. For many years I was engaged in my own business in the Long Beach area in soulhern California. In 1948, I moved to Rogue River and bought a hotel in which I also established restaurant, and which my wife, Edna, and I still own and operate. When I filed for the office of county commissioner, I promised myself and the voters of Jackson county that I would not make a lot of campaign promises that would be empty words or forgotten when the election was over. I am making a study of the many needs of the county government and believe that with the addition of new members to the c irt, that now is the time to review the many and varied activities of its jurisdiction. I am making a study of the road program, our recreation al and parks program. I can see the need to look into the planning commission. MOLONEY United Press International Salisbury, Southern Rhode sia - IUPU - Multl - racialism no longer is just part of a po litical speech in Southern Rho desia. It is a fact. With a rush that would have been unthinkable only a year ago the mingling of races here has taken giant steps forward in recent weeks. What is more, the mingling has taken place with an ease that has surprised everyone, black and white. In the luxury hotels and bars of Salisbury, parties of Africans now move freely and already their presence seems to be taken for granted. This freedom for Africans arose from amendments to the Southern Rhodesian laws mak ing it legal for all races to purchase and consume alco hol in all forms. Prior to these amendments, introduced in January, with few exceptions Africans were allowed lo buy and consume only beer and light wines. In what government and private circles here agree was a surprisingly moderate step, African nationalist groups have made no attempt to force their way into working class European bars, where reac tions might have been violent. For the time being at least, the two major groups press ing for multi - racialization - European liberals and African nationalists - appear to have agreed that the changeover has in general gone so quiet ly that it is better to accept the adoption of the principle in a wide sector rather than seek its 100 per cent enforce ment immediately. Refusal Small white groups have sought lo spread multi-racial-ization into the bars in Afri can townships surrounding Southern Rhodesian cities, but there has been no attempt to enforce the point when serv ice has been refused to them dressing room and private i bath. Calif. This refusal has been made on grounds that all profits from liquor sales in these townships go toward develop ment of the townships them selves. It is, therefore, felt to be inappropriate to open tha township bars to Europeans. The issue of multi racial swimming pools which appear ed last November to be like ly to spark off major troubles, now is apparently also accept ed (if hardly approved) by tha majority of Europeans. European attendance at the main Salisbury municipal pool has fallen off sharply and, to day, Asians are likely to form the majority of swimmers. But municipal officials report that gradually the number of Europeans is increasing. In a recent Salisbury city council debate, councilmen who last November bitterly opposed the opening of the pools to non-Europeans sharp ly attacked as "irresponsible" proposals for a new last-ditch stand to reimpose segregation. The latest field into which non-Europeans are beginning to edge, one which would ap pear to follow almost logical ly from desegregated swim ming pools, is beauty compe titions. The fate of the "Miss Fed eration" contest appears mo mentarily to be in the bal ance. The European beauty spe cialist who organized the com petition on European - only lines for several years has now surrendered control to an African, who has flatly an nounced that starting this year the contest will be multi racial. Two Girls Whether this will prove truo remains to be seen, since a last-minute bid is being made lo send two girls - one Euro pean and one representing tha African, colored (mixed blood) and Asian groups to London for the "Miss World" finals. Despite this move, a num ber of European girls have made it clear they have no objection lo taking part in tha competition with non - Euro peans. All these fields - bars, bath ing and beauty - are merely symptomatic of the changes taking place in Southern Rho desia. These changes have been firmly outlined by the South ern Rhodesian premier, Sir Edgar Whitehead. He said in January that some alterna tive had to be found for the future development of South ern Rhodesia other than ei ther African nationalism or white supremacy, "either of which could wreck the coun try." Whitehead called on Afri can nationalists to abandon their announced hope of seiz ing full power in Southern Rhodesia this year, but also told Europeans: "You must be prepared to recognize Af rican as full citizens - thera can be no second - class citi zens here if we are to build a nation." Varrant Issued At Lake Oswego Lake Oswego (UPli A war rant charging assault with deadly weapon has been is sued against a 20 -year -old junior college student in con nection with last week's beat ing of four children, Polica Chief Russell Thorn said to day. Thorn said the warrant was issued against Hugh Dan Han na after identification of a photograph by Kathy Burke, 13, one of the victims. He said Hanna had not been seen since last Thursday. Marsha Foley, 12, one of the victims, was taken to a doctor's office by the assailant immediately after the beating. She and a young brother and sister are recovering from in juries.
