ty. For 20 years I sold, install
ed and maintained irrigation
systems and for the last eight
of these years managed the
department for the firm em
ploying me.
I operated a stock ranch
in Evans Valley for 20 years,
selling In 1960 and still own
and operate a farm in North
Dakota, keening me constant
ly In touch with economic
conditions at local and na
tional levels.
Serves As Chairman
In Enterprise Grange and
In Jackson County Farm
Bureau I have served as legis
lative chairman and am now
serving my second term as
chairman of Southern Oregon
Farm Bureau Shipping and
Marketing association.
In legislative work I have
been in close connection with
the state legislature, making
numerous trips to Salem to
sit in on sessions. Also I have
served on school and budget
boards and on tax committees.
Agriculture being our coun
ty's largest Industry, the
knowledge I have acquired
should be of major benefit.

tinued growth and develop
ment of Jackson county and
if elected, I will devote my
full lime to the office of

Kinds of Work
During the post-war years,
I have, like many others done
many different kinds of work,
each of which has contributed
to general all-around experi
ence. I also have worked on

crew under Wes Ilartman.
1 have been engaged for
several years in the produc
tion of fence posts and furl
wood. I have also worked in
logging as choker setter and
in woods survey. I have made
it a habit In watch for tiys
lo apply my experience in
Improving the operation of
my employers (some of my
Ideas are all wet; however.
I've never been dijeharged
for my opinion).

been, at various times, cases
in which a coun'.ey employee
has been givn a raw deal, I
intend, In the event an em
ployee feels he had been un
fairly imposed upon and is
willing lo discuss the matter
with me, to investigate the
matter thoroughly and make
an honest effort to correct the
situation.
Any employee who feels I
have mishandled a matter
shall have the freedom to tell
me of it and to discuss the
matter thoroughly. However,
I will not stand for a wilful
falsehood. Any employee who
willingly tells me something
with the intent to deceive
me, may find himself looking
for another job. 1 Intend to
make every effort to be fair
to all.

wages and salaries for county
employees and for no discri
mination in county employ
ment. The employees of the
county do not work for the
county commissioner, the
county engineer nor any oth
er department head. But they
do work for the people of
Jackson county as a whole.

shall be Informed of the do
ings of their county govern
ment and any citizen who
wishes to discuss public busi
ness with me may do so.

Fred L. Walker and the Re
publican party are dedicated
to good, local government.
The county court of Jackson
county is an essential part of
that government. It consists
of one Judge and two commis
sioners. It has imporatnt ad
ministrative duties.
Jackson county now pays
out more than $4,000,000 a
year, employs more than 300
persons and supervises alt of
the county property. As the
county grows. Its laws become
complex, its financial burdens
increase and its sources seem
lo dwindle.
The county court presently
needs good, sound business
men In act as its judge and
commissioners and lo admin
ister its duties. Walker quali
fies, and if elected as a com
missioner, he will be a great
and now support lo local gov
ernment. Varied Experiences
Walker has had many and
varied experiences in owning,
operating and maintaining
businesses. He is presently the
director and vice president
of W. A. Darling, Realty, Inc.
Walker has a reputation for
dealing fairly, honestly and
sincerely with all those who
have had contact with him,
both socially and in business.
His position in the community
speaks for his competency and
ability.
As a county commissioner.
Walker would again prove his
abilities to the benefit of the
people of Jackson county; the
people of Jackson county

Good government is formed
by law, but men make and
enforce those laws. Good gov
ernment requires qualified
and competent men, and Jack
son county requires and de
serves such men. Walker is
such a man; he is a competent
and qualified man and in that
capacity he could well serve
and act as a county commis-
sloner for the county of Jack-

It is because of the fact that
I have served many years or"
the board of directors of two
large successful business con
cerns in Jackson county that
I feel qualified to serve on
your board of directors, the
county court. I am also cur
rently serving my third term
as a director of School Dis
trict 4. All of this service has
been directly connected with
analyzing budgets, prepara
tion of budgets, and the con
trol and expenditure of mon
ey through them.
Should Have Experience
This experience and knowl
edge is not something which
can be gained by merely de
siring to be elected to a public
office. A county commissioner
should have had experience
before he is elected.
Jackson county has grown,
and will continue to grow, in
population. This will result
in increasing problems of ad
ministration. Services ren
dered to the people have ex
panded as a result of popula
tion growth; and the need and
demand will continue as Jack
son county grows.
We in Jackson county have
had good county administra
tors but, notwithstanding
this, operating expenditures
have doubled in the last 10
years. As we continue to
grow, operating costs will like
wise grow. Therefore, it is
vitally important that we, the
people, carefully select our di
rectors to insure that neces
sary services will be devel
oped in an orderly manner,
consistent with economy and
efficiency.
Will Require Experience
This will require exper
ience as well as an intimate
knowledge of the county. At
present we do not have a tax
levy to pay the costs of oper
ating our county government.

from this source has gradually
increased but is variahle.
However, each year pres
sure is increasing to cut Jack
son county's share particular
ly by those counties that do
not have O and fc income. The
lumber industry currently is
having trouble from imports
from Canada and shipping
costs from West to East. This

rent sluinpage prices appear
excessively high. Any or all
of these factors could affect
future O and C income and
necessitate careful business
management by our county
administrators to prevent im

Is Now a Reality

no longer is just part of a po
litical speech in Southern Rho
desia. It is a fact.
With a rush that would have
been unthinkable only a year
ago the mingling of races here
has taken giant steps forward
in recent weeks.
What is more, the mingling
has taken place with an ease
that has surprised everyone,
black and white.
In the luxury hotels and
bars of Salisbury, parties of
Africans now move freely and
already their presence seems
to be taken for granted. This
freedom for Africans arose
from amendments to the
Southern Rhodesian laws mak
ing it legal for all races to
purchase and consume alco
hol in all forms.
Prior to these amendments,
introduced in January, with
few exceptions Africans were
allowed lo buy and consume
only beer and light wines.
In what government and
private circles here agree was
a surprisingly moderate step,
African nationalist groups
have made no attempt to force
their way into working class
European bars, where reac
tions might have been violent.
For the time being at least,
the two major groups press
ing for multi - racialization -
European liberals and African
nationalists - appear to have
agreed that the changeover
has in general gone so quiet
ly that it is better to accept
the adoption of the principle
in a wide sector rather than
seek its 100 per cent enforce
ment immediately.
Refusal
Small white groups have
sought lo spread multi-racial-ization
into the bars in Afri
can townships surrounding
Southern Rhodesian cities, but
there has been no attempt to
enforce the point when serv
ice has been refused to them

This refusal has been made
on grounds that all profits
from liquor sales in these
townships go toward develop
ment of the townships them
selves. It is, therefore, felt to
be inappropriate to open tha
township bars to Europeans.
The issue of multi racial
swimming pools which appear
ed last November to be like
ly to spark off major troubles,
now is apparently also accept
ed (if hardly approved) by tha
majority of Europeans.
European attendance at the
main Salisbury municipal pool
has fallen off sharply and, to
day, Asians are likely to form
the majority of swimmers.
But municipal officials report
that gradually the number of
Europeans is increasing.
In a recent Salisbury city
council debate, councilmen
who last November bitterly
opposed the opening of the
pools to non-Europeans sharp
ly attacked as "irresponsible"
proposals for a new last-ditch
stand to reimpose segregation.
The latest field into which
non-Europeans are beginning
to edge, one which would ap
pear to follow almost logical
ly from desegregated swim
ming pools, is beauty compe
titions. The fate of the "Miss Fed
eration" contest appears mo
mentarily to be in the bal
ance. The European beauty spe
cialist who organized the com
petition on European - only
lines for several years has
now surrendered control to
an African, who has flatly an
nounced that starting this
year the contest will be multi
racial. Two Girls
Whether this will prove truo
remains to be seen, since a
last-minute bid is being made
lo send two girls - one Euro
pean and one representing tha
African, colored (mixed blood)
and Asian groups to London
for the "Miss World" finals.
Despite this move, a num
ber of European girls have
made it clear they have no
objection lo taking part in tha
competition with non - Euro
peans. All these fields - bars, bath
ing and beauty - are merely
symptomatic of the changes
taking place in Southern Rho
desia. These changes have been
firmly outlined by the South
ern Rhodesian premier, Sir
Edgar Whitehead. He said in
January that some alterna
tive had to be found for the
future development of South
ern Rhodesia other than ei
ther African nationalism or
white supremacy, "either of
which could wreck the coun
try." Whitehead called on Afri
can nationalists to abandon
their announced hope of seiz
ing full power in Southern
Rhodesia this year, but also
told Europeans: "You must
be prepared to recognize Af
rican as full citizens - thera
can be no second - class citi
zens here if we are to build
a nation."
