By PATRICIA McCORMACK New York IUP1I The tri mester plan for greater effic iency in higher education is !part of Dr. Edward H. Litch field's "work for survival" philosophy. i The chancellor of the Uni versity of Pittsburgh said in an interview that the compe tition with the Soviet Union and Red China dictate the need for a new national work habit on the homefronl, in . industry and in the academic world. Lichfield said that more than a year ago when Soviet Premier Niklta Khrushchev was at Pitt, he threw down ; the challenge, s a y 1 n g "I warn you, we'll catch up, we'll wave and we'll pass you." "This, in my terms," Litch field said, "really is a euphe mism for. catch you. firs.t and destroy you later." Just Beginning ' . , ? , When he talks about work habits, the educator; indus trialist and former public ser vant talks in the context of competition for survival. The trimester plan is just the beginning. k - In addition : to efficiencies possible through the plan, Lichfield said there also Is a need for higher-education to undertake a review of lost faculty time. Need To Review Patterns The educator said there is need to review the work patterns of undergraduates also. "Why such a difference in the motives of the under graduate," he asked. "Why such a difference in the com. mttment to work, the willing ness to work? - 'I would ask the under graduates if they are satisfied and If they wouldn't gain if they wrung most of the trivia out of campus activities. "I mean the trite and tri vial activities. Can students honestly answer the question of whether they are wasting their capacity for involve ment on matters that are un worthy of their society?" Litchfield said great insti tutions of learning have never been country clubs, but that they can be even less so to day. "Off across the country," he said, "there still is a dis turbing number of institu tions in which the weekend Is the strenuous portion of the academic year. Urgency To Affirm As a part of the "work lor survival" theme, Litchfield also asked whether the nation can afford the contemporary attitudes toward retirement, the shorter work week and Former Local Man Manages New Firm Redding-Robert Rix, for merly of American Steel and Supply of Medford, has been named manager of Coast Steel and Supply company, Red ding, a subsidiary of Amer ican Steel Warehouse com pany, Portland. The company opened here yesterday, and will provide a full line of sales and serv ice on rolled steel products at the firm's new warehouse and sales offices on a 5'2J acre tract in Reddings indus trial district. The company will operate In cooperation with two other American Steel Warehouse company subsidiaries, Amer ican Steel and Supply of Eu gene and American Steel and Supply of Medford. Hostess Aprons Licensing of Air Pistols Proposed Salem - IUPII - Rep. Bob Chappel (R-Portland) Thurs day introduced a bill that would clarify licensing of air pistols. Chappel said there have been occasions when profes sional criminals carry an air pistol capable of killing but police were unable to arrest them under present law. His bill would extend the definition of a firearm to in clude a lethal air or gas pro pelled weapon. It was one of four more bills designed to crack down on "professional - criminals" submitted by Chappel. Chappel is a Portland city detective. the squandering of woman power. He said there is an urgency to affirm the conviction that America needs all of its taU ents effectively and consist ently at work if it is to sur vive. "It is immoral for any hu man being to fail to use his or her talents to the maxi mum in life," he said. How should talents be used? Watkins (Register end Tribune syndicate. 19(1) 'Stitching Bird Isn't Stewing, but Feeding If you happen to see a bird with brown feathers and a long bill making like a sewing machine, stitching as many as 100 stitches a minute, and keeping on with its sewing for considerable periods of time, you are probably look ing at a dowitcher. The bird really isn't sewing just to sew, but it is stitching along the beach, exploring for food. The. dowitcher stitches southern beaches during the winter months, and shores near the Arctic circle during the summer. Just before winter gets its chilly grip on the far north, these birds take to the air on their long migra tion into warmer regions. At the approach of spring, the silent voice of instinct calls them, and pnee again they return to their far northern nesting grounds. The full-grown dowitcher is about the size of a robin, ex cept the tail is much shorter. The over-all color is pale cin namon, spotted with dark brown markings. The breast is mottled with gray, and there is a white band across the tail feathers. The feet are light greenish in color, the legs are long, and so is the bill. They are tame, friendly, little shore birds and usually can be aproached rather close ly before they take alarm. The dowitcher's food con sists of insects. If none are present, they resort to marine worms, and small crabs that lie buried in the sand just above the water's edge. When feeding on a beach they dance along rapidly, keeping one eye on the incoming waves, the other on what's happening farther up the beach, and at the same time bobbing the head. At every bob of the head the bill is plunged down into the sand. Every so often the bill strikes something edible and the bird quickly picks it from the sand, swallows the morsel and continues "sew ing" along the sand, hardly dropping a single stitch. It is within reason that the gentle little dowitcher should be peculiar. Even the origin or the reason for its name, is uncertain. Probably dowitcher is a corruption of a German word, although the bird is called by many different names, such as rose-breasted snipe and gray snipe. The dowitcher has been found to travel, at times, to the southern section of South America, arriving down there just about the time it must turn around and start back in order to reach its Arctic nest ing grounds about the first of June. Those birds that decide to stop in the southern U.S. in stead of making the long journey to South America, have more time to "sew" along the beaches during their winter vacations. Strange that so many of them brave the long weary miles just for the sake of the trip. Wasco Fluoridation Program Discussed Portland -IUPII- A hearing on Wasco county's fluoridation problem began Thursday De fore the State Sanitary Au thority. The hearing was called on a citation by the Wasco County Fruit and Produce League. The citation was to require the Harvey Aluminum vo. oi ine Dalles to show cause why It should not halt the fluorida tion 'problem in the county. The league charged that fluoride from the company's reduction plant at The Dalles was causing widespread dam age. Circuit Judge Malcom Wil kinson of The Dalles Wednes day dissolved a temporary re straining order to postpone the hearing for at least 60 days. Wilkinson had issued the order earlier in the week at the request of Harvey Aluminum. Quick Approval Seen For Jobess Benefits Washington - IUPII - Senate leaders Thursday fore cast quick approval of President Kennedy's priority anti-recession bill to provide an addi tional $1 billion in jobless pay benefits. The emergency measure sailed through the House Wednesday by a vole of 392-30.
