DECEMBER 21, 1960 g (J Congressional Conservatives Expected To Lose Legislation Control i Possibility of Liberal Wing Purge Ruled Out Washington - OIPD - A vet eran house lawmaker predicts that congressional conserva tives vill lose their lie-and-death control over what kinds of legislation will be consid ered by the new congress In January. But Rep. Clement J. Za blocki, (D-Wis.), ruled out the possibility that the liberal wing would attempt to purge conservative Democrat ic house members' who actively opposed the Kennedy-Johnson ticket in last month's presi dential election. "I don't expect," he said, "there will be . . . any suc cessful attempt to change the rules committee by reprisals -that is taking off any mem bers." Attempt Considered Some liberal strategists have been considering an at tempt to strip seniority from those members of Congress who actively supported the in dependent electors in a move to gain control .of the rules committee which usually schedules and often influences legislation considered on the floor of the house. Rep. William M. Colmer, (D-Miss.), second ranking Democratic member on the rules committee, supported the independent electors and is considered one of the most conservative lawmakers in Congress. Other Democrats who could be hit by a purge are: Rep. John Bell Williams, (Miss.), Rep. Arthur Winstead, (Miss.), Rep. Jamie L. Whit ten, (Miss.), and Rep. Otto E. Passman, (La.). He raised the possibility after Federal Aviation Agen cy Chief Elwood R. Quesada said a preliminary investiga tion showed the United jet liner failed to stay in a hold- John F. Kennedy have given no indication what method will be attempted to insure that legislation like medical care for the aged, tied to so cial security, will reach the floor of the house. Zablocki said he looked forward "to liberalizing the rules committee by the addi tion of one or two Democratic members," thus ending the powerful coalition of two southern Democrats and four Republicans. Most Important Matten Zablocki, third ranking member on the house foreign affairs committee, said new legislation dealing with the minimum wage and medical care for the aged were the most important matters facing the incoming Congress. In other areas, the Wiscon sin lawmaker said independ ence came too soon for a num ber of the new African na tions. "When you have a lack of leaders who cannot take over management of their govern ment then their government is open to invasion, subversion and a lot of anarchy and a loss of Democratic process," he said. ing pattern and reported one of its two navigation receiv ers was "out of business." 11 Miles From Pattern Quesada said the precise collision point, above Staten Island, apparently was about 11 miles from the holding pattern which the jet was supposed to be occupying. The air safety expert, who is a veteran airline pilot and accident investigator, said the suggestion that a transistor radio might have caused the plane's course indicator to go haywire was "strictly a the ory." "But1 the United pilot sure as hell didn't fly off course on purpose," he declared. The death toll in the air disaster is now 134, The Unit ed jet crashed in a Brooklyn street. The Constellation came down on Staten Island. Warning Issued The Flight Safety Founda tion, a private aviation re search organization, has warn ed that certain types of tran sistor equipment will cause the electronic course indica tors on airliner instrument panels to malfunction. There is no FAA regula tion banning the use of tran sistor radios or tape record ers on airliners. But several airlines - including United -print warnings against them on passenger tickets or plac ards in the planes. EATON Washington-WPHJacIc stairs at the White House: The hol iday season at the White House is especially festive for two of the Eisenhower grand children. Mary Jean Eisenhower will be five years old Tuesday. Her older sister, Susan Elaine, will be nine on Dec. 31. Their birthdays will be re membered when the first fam ily assembles in the executive mansion on Christmas Day for a traditional dinner. Army Lt. Col. John S. D. Eisenhower, his wife, Barbara, and their four children are planning to travel from their Gettysburg, Pa., home to Washington for their final Christmas in the White House. Exactly one month from to day, Secret Service agents will cease guarding the young est Eisenhowers at school and play. For 12 - year - old Dwight David Eisenhower II, this will mean loss of an adult play mate who was always avail able for a game of catch in baseball or football season. No new assignment has been announced tor John Ei senhower but it's doubtful if any Army job will give him the same access to world lead ers that he received during his tenure as assistant staff sec retary in the White House. During the hectic days in New York at the United Na tions General Assembly ses sion last fall, the President's son participated with his fath er in talks with a series of prime minsters, heads of state and visiting royalty. He also has been a guest at several White House din ners and the Army colonel and his wife accompanied the Chief Executive on the good will tour to India a year ago. John Eisenhower has the reputation among White regulars of being a rather shy but approachable young man. On one occasion, recently, he visited the office of James Rowley, head of the White House Secret Service detail, and chatted with the presi dential bodyguard for hours. His wife, Barbara, Is high ly regarded by fathers among Hhe press corps for the gentle but effective way she can dis cipline the President's beloved grandchildren. The John Eisenhowers hava tried by moving to Gettys burg to keep their young sters out of the limelight in preparation for the years ahead when they will not be showered with attention at every turn.
