People's Apathy To Polio Vaccine Disappointing Washington (Science Serv ice) A substantial increase in the number of reported cases of polio has led Sur geon General Lcroy E. Bur ney of the U.S. Public Health Service to say he is dis appointed by people's apathy concerning available polio shots. For the week ending Sept. 3, a total of 210 cases, of which 116 were paralytic, was reported. "The Salk vaccine has been available to the public long enough that most of these cases should not have occurred," the Surgeon Gen eral told Science Service. "At times such as this I have a keen sense of disappointment that people have not taken full advantage of preventive measures against serious dis eases. "Sometimes it is apathy; sometimes a fear of the needle. In very few cases can we say the reason for not taking polio shots is econo mic," he said. Not Sure of Acceptance Asked whether the new live poliovirus vaccine to be licensed soon for oral use would be accepted by the public, the Surgeon General said he was not sure. "I hope so," he said. "But getting large groups of peo ple together even for health reasons is always difficult if put on a voluntary basis. If the new vaccine is to be ef fective the cooperation of the medical profession, the pub lic health departments, nurses and communities in general," will be required. Even smallpox, diphtheria, typhoid, malaria and other preventable diseases are still not completely wiped out, mostly because of people's in difference. The week's report omits Nevada, Florida and Missou ri from the polio list. Pro-American Forces Encircle Capital of Laos Bangkok, Thailand-IUPII-The revolutionary forces of pro American Gen. Phoumi Nosa van reported Tesuday they had encircled Vientiane, ad misitrative capital of the troubled kingdom of Laos. The revolutionary leader claimed his troops were pre paring to take the capital away from a paratroop bat talion, under the command of Capt. Kong Le, which seized control of Vientiane in a light ning coup d'etat early last month. Appeal To Troops Phoumi, who heads the mili tary committee of the revolu tionary government proclaim ed by Prince Boon Oum, made a radio appeal to troops and police in the fight against Souvanna's government. Some reports indicated that Communist Pathet Lao troops under the indirect command of Prince Souphanouvong, Souvanna's half-brother and so-called "Red prince" of Laos, had joined government forces and were prepared to meet Phoumi's troops if they at tack. A spokesman for the revolu tionary government, Col. Boon Kong, reported that Commu nist forces which invaded Sam Neua Province border ing on Communist North Viet Nam, were being opposed by troops loyal to Phoumi.
