Pointing out thul the coun cil Is the only federal non-profit safety organization In cxlsleneo dealing solely with children, Whipple said that between 24,0(1(1 and 20,000 schools throughout the coun try took advantage of this program last year. First In Oregon If Medford and Jackson county schools decide to par ticipate in the program and there are good Indications that they will they will bo the first schools In Oregon to do so, he observed. Whipple, who Is assistant national director for the coun cil with headquarters In Jack son, Mich., has been in Med ford for the past four weeks attempting to enlist support for the program. Attending Thursday's meet ing were Medford Public Schools Superintendent Dr. Leonard B, Mayfleld, County School Superintendent Alf B. Mckvold, Medford Police Chief Charles P. Clmmplln, Jackson County Sheriff Jo seph D. Walsh, Jerry Laus man representing KOGAP Lumber Industrie, Mrs. Charles Walker representing t h e Carpenter Foundation, Hugh Jennings representing Security Insuranco and Real Estate company and John North, owner of North's Chuck Wagon. Softly Education Whipple explained to these people that the program is one of safety education. It is done through the schools and ad ministered by the police de partment and sheriff's office using materials provided by the council. The program would be ad ministered to the 0,042 stu dents in grades one through six in Juckson county schools, he said, Pointing out the need for 'Travelers' Get Jail Sentences . Milwaukee, Wis. - (UPI) - A leen-ago girl who kept a diary account of her coasl-to-coast shoplifting spree and her 28- ycur-old male traveling com panion Friday began 20-day Jail terms. Miss Edna Mao Miller, 19, of Los Angeles, drew 60 duyB In district court Thursday for lewd and lascivious conduct and an additional 60 days for theft of a dress from a Mil waukee department store. Her companion, Albert Van Landlngham, also of Los An geles, was sentenced to 60 days for defrauding a motel keeper and another 60 days for lewd and lascivious be haviour. Driving without a li cense cost him a $100 fine. Authorities sent their 3-week-old baby to a local home for dependent children. A third member of the group, Miss Sharon Sweek, 23, of Tlgard, Ore., drew 60 days in Jail on a concealed weapons charge resulting from discov ery of a knife in her purse. She has two children by a former marriage. safety cducullon Whipple noted tho; 14,877 children under the age of 13 were killed In all kinds of accidents last year, This compares to the 8,031 children In the same age group killed by all com municable diseases in the same year. The Child Safety Council hopes to do the same thing for accidents that other groups have done In minimiz ing the deaths caused by can cer, tuberculosis, polio and other discuses, he mild. Lists 10 Accidents . Whipple listed the 10 ac cidents which caused the most child deaths last year. They are traffic accidents, 2,324; drownings in unsupervised waters, 2,244; fires, 2,074; pedestrian accidents, 1,780; poisons, 1,500; falls, 640; guns, 340; bicycle accidents, 300; railroad accidents, 104; and miscellaneous accidents, 3,241. Among miscellaneous acci dents, according to Whipple, arc plastic bag accidents, re frigerator accidents and deaths from child molesters. The safety education pro gram is directed only to chil-1 drcn from the sixth grade down, he explained, because , it is easier to teach young j children than try and change I those that have already dc- -vcloped definite safety hab-, its, good or bad. Children above the sixth grade have ' usually inherited adult traits and characteristics toward ; safety, he said, and for that reason are much more diffi cult to train. I Started In 1949 Whipple told the group that the program was started : in 1049 in Jackson, Mich., by , the chief of police of that j town. It was started as a po-j lice safety program and has : since grown so national in scope that in 1052 it was made a federal non-profit j safety organization. Under the program safety! manuals are distributed to each school child. These man uals, which are changed each year, can be colored by thej students and arc designed so' that they will be of interest to them. i There is one manual for children In grades one through three and another for children In grades (pur through six. Each student will also get a folder on the prob lem of child molesters. This folder is designed, he said, so that the child will take it home to his parents and it will become the basis for family discussion on the problem of child molesters. Safety Pollers Each month there will be a different safety poster posted in each school. In addition the council will make avail able a number of safety films, including five by Walt Disney, to nearly all interested orga nizations, such as Boy Scouts, churches and so on. There is no charge for these films, Whipple noted. . The manuals will be distrib uted and explained by police officers, rather than school personnel, Whipple said, be cause children will often lis ten better to the officer. If the manuals were to be hand ed out by the teacher, the stu dent might possibly feci that, "It is just another assign ment," he said. One of the purposes of the council, aside from safety, is to promote and encourage co operation between children and law enforcement agen cies he pointed out. Not Replace Others Whipple cautioned that this safety program would not serve to replace others that are : already being used in schools, but It would serve as a valuable supplement to them. Both Mekvold and May field indicated that their re spective school districts would lend support to the program for the llrst year. i i ' During this year its worth and effectiveness would be analyzed and whether or not it would be continued would depend on this analysis, they said.. ! Dr. Mayfleld also pointed out that Assistant Superin tendent of Schools Elliott Bccken had studied the ma terials to be used In the pro gram and commented that It Is some of the best and best or ganized safety material that he has seen. First Donation - The first donation to the program was $200 received from Timber Products. Sev eral verbal commitments for donations were also obtained by Whipple at the meeting. These were from Lausman, who said Kogap would give something, and from Jennings who said the Security Insur ance and Real Estate company would also give sometlhng. Restaurant-owner North said he would contribute one-" tenth of the cost.
