Today & Tomorrow By Walter NIXON AS LEADER Having succeeded In ap peasing Governor Rockefeller, the Vice President has had then to deul with his moat difficult prob lem, which la how to get a platform and t o persuade the party to tuko a slund which will give htm a a chance to win the election. For the Rockefeller platform and the Rockefeller stand wcra Indu bitably the best bet If any Republican can win the Presi dency this year. All the polls show that the Republicans are a much small er parly than the Democrats, something like 40 is to 60. To be elected, Nixon has to be much stronger than his party - if the Gallup poll is right, he has to be even stronger than Eisenhower was In 1956 To come near this he has to be very strong In the big Induatrl- al and urbanized atates. He needs a platform which in 11 pledges to deal with public needs Is substantially the same ui the Democratic platform and Governor Rockefeller's persona! platform. This does not mean that as Presi dent he would not depart from them. As a matter of fact he would be almost bound to de part from them. This is a acrlous handicap. For the things that he and Rocke feller would like to do can not be done without a aubatantlal change in the Elsenhower pol icy. In the writing of the plat form the dominant voices ap pear to be not so much Eisen hower and his immediate ad visors, and not Nixon himself, but the Republican Old Guard In Congress fortified by an ec centric fringe of reactionaries who dream of a golden past that never existed and pre tend that they are conserva tives. The main preoccupation of tho Old Guard Republicans is not to elect Nixon. It is not even to carry Congress, which they know is Impossible. Their main preoccupation is to preserve their power in Con gress which rests on a coali tion with many of the older Sol thorn Democrats. The bond of their coalition is that the Northern Republicans will help to stall off civil rights measures and that with the Southerners they will both stall off the welfare measures. This is the reason, which is otherwise politically inexplic able, why Nixon is having such a hard time to get a civil rights plank on which he can stand in the big Northern states. TF, IN SPITE of his hand! caps, Nixon manages to be elected, he will face the prob lem of how to govern with a Democratic Congress. Corn 2 - 6 ,449 O I T Appliances come to an end if Nixon had to do It. But almost certainly It Is true that the country would be in for a troubled time. As President in dealing with a Democratic Congress, Nixon would differ from Eisenhow er in two main respects. The first, which is obvious, is that he is not Elsenhower, that he is not a world figure, that he is not above the party battle, and that he docs not inspire Instinctive popular affection. The second, which is some what less obvious, is that in the 'fifties the country was weary of the effort and exer tions of the New Deal and of the two wars. It was not too difficult to be the national leader on a policy of doing as little as possible in a time when nobody wanted to do very much. But we are now in the 'sixties, and as Nixon and Rockefeller both know, there are a great many things which will have to be done. It would be much harder for Nixon to lead a Democratic Congress affirmatively than it has been for Eisenhower to hold it down negatively. In this question of Nixon s prospect as an effective na tional leader in a divided gov ernment we shall see, I think. one of the main issues of the coming campaign. There is evi dence that the act was pretty stirring, too, al any rate be- hind the scenes. Con trary to com m o n report, Gov. Nelson A. Rockefeller Monday night firmly refused to accept the meaningless national defense plank prepared by the plat form committee. Vice Presi dent Richard M. Nixon was also boldly faithful to the language and ideas of his New York compact with Rocke feller. Meanwhile, however, all sorts of rumblings had begun to be heard from Newport President Eisenhower might well have been content to ig nore the language of the plat form, as he effectively ig nored the Nixon-Rockefeller compact, if he had only been left to himself. But he was not left to bimself. THE Eisenhower staff, pre occuoicd as always with what is' called the Eisenhow er image, got into the act with both feet. The White House liaison man in Chicago, Robert Mcrriam, became ac tive here. The Newport con tingent became active there. Great efforts had to be made, before the Vice President and the New York governor found language which said what they wished to say - that the national defense effort must be intensified and accelerated without seeming too critical of the Eisenhower defense record. The simple statement that the defense effort must be both intensified and acceler ated is, of course, an implied repudiation of the President's repeated, often angry asser tions that nothing of this sort is at all necessary. Eisenhow er was not pleased, according to reports. The Platform Committee was not pleased either. It had to be rather brutally blud geoned into compliance with the Vice President's will con cerning the defense plank. fpHE time has come, there- J- fore, to Doint the drama's moral. The moral concerns the importance ot a breed of politician that is too rare in America - what may be called the issues-and-Ideas politician. There are two pre-eminent issues-and-ldcas politicians at this convention. One is Sen ator Goldwater, the hero of the extreme right. The other is Governor Rockfeller. The difference between them is simple. Senator Goldwater's issues and ideas belong to a world that never was, or at least a world that died at the end of the 19th century. But Governor Rockefeller's issues and ideas are directly devel oped from the realistic, cur rent national situation. When Governor Rockefeller began to stake out his issues and to insist upon his ideas, the Republican majority was both bewildered and out raged. Unfortunately for the party, the Republican major ity really does not under stand this kind of behavior, except from members of its own right wing. Right wingers, like Sena tor Goldwater, are permitted and expected to talk about their "principles." Everyone else is expected to talk the language of expediency. It was highly inexpedient, not to say tactless, of Governor Rockefeller to challenge the President on defense and many other issues, and to ask where the Vice President stood on these issues. Indigation was therefore widespread. Almost no one but the man who was thought to be most adversely affected, Vice President Nixon, had the solid good sense to say what ought to have been obvious. Nixon quietly commented that the New York Governor had a perfect right to demand ventilation of national issues of the highest import. . U'VEN so, Governor Rocke- XJ feller might easily have .been rewarded with the kind of grandiose public humilia tion that most of the dele gates here would love to in flict upon him. The Issucs- and-ideas politician always risks more than the political tactician. In the short run, he causes bad feeling in his party. In the long run, he can only win if he has got his facts precisely right, and has also judged the meaning of those facts with extreme pre clsion, That, really, was how Gov, ernor Rockefeller won. Ho made his compact because It was the necessary, sensible thing to do. The result is a great service to the Republican party, and to the country, Jointly per formed by Nixon and Rocke feller. But it must be added that the Vice President, be cause of his special and far from easy personal situation, could hardly have Joined in Reynold!
