He underwent delicate and successful surgery here this week to complete the first phase of the Oregon State Correctional Institution's new medical rehabilitation pro- cram. Joe - thal s not ins real name-is a 36-ycor-old prison. cr ut the Institution. He is serving a term from Marion county for threatening to commit a felony. About twice that many were supposed to be ready by now. Three Sites Affected The delay In base construc tion and Installation of equip ment has affected 30 launch ers spread over three sites. Besides - Vandenberg, there have been delays at Warren Medford Hires New Municipal Clerk The city of Medford till week hired Pat LeQulcu, 18 to fill the newly cronted posi tion of municipal court clerk, Miss LcQuieu will have charge of much of the paper and filing work connected with the city's court. She was formerly nn employee of Rogue Valley State bank The court had previously relied on the part-lime use of a police department secretary to handle its paper work However, the work load In crease In the court has made It necessary to hire a full- time employee. Provision for the new job was made In the city's lOBO-fll budget. Air Force Base, Cheyenne, Wyo., affecting two squadrons totalling 15 launchers, and at Offutt Air Force Base, Omaha, Neb., affecting one squadron of nine launchers. Reports had blamed over lapping responsibilities of mil itary agencies and contractors and jurisdictional disputes be tween labor unions for the delay. In its announcement, the Defense Department said one cause of delay was the "unique fact" that the first Atlas sites are being con structed "without the benefit of an operational prototype launcher such as will be avail able for later sites." The announcement made no reference to reports that labor disputes had slowed down construction work in some cases. But a spokesman an swered "yes" when asked if work stoppages were discus sed at Gates' meeting. Underground Bunkers The Defense Department said "slippage" probably will be confined to the first "soft" Atlas squadrons-that Is, mis siles whose launchers are in unprotected above ground launching sites There are four squadrons at Vandenberg, Warren and Offutt The total Atlas program calls for 130 launchers spread over 11 bases. The Atlas program is in the hands of the Air Force Research and Development Command, Army Engineers. Articles Filed for Construction Firm Salem - Articles of incor poration were filed here last week for the Commers Broth ers Construction company Rogue River. Signing the articles were Grants Pass Attorneys Louis F. SchulU, Jr., Raymond J. Salisbury and E. M. Allen The corporation is owned and operated by Harry and Nicholas Commers of Grants Pass. They will cater to heavy construction needs of the southern Oregon residents. Among other things it will provide grading, paving, and mining personnel and equip ment, according to the Grants Pass law office. Operations are to begin about the first of the month, they added.
