Republicans wishing 'to greet them should be al the Dr. Drummond Gets Leave of Absence The Jackson county board of health and the county court this morning granted Dr. C. I. Drummond, county health officer, a AO dnys leave of absence without pay. The action was taken at the request of Dr. Drum mond, who has been ill the past month. The leave of ab sence was granted for July, August, and September. Judce Earl Miller reported that Dr. M. L.,Vorhcls this morning accepted the county health officer position on a temporary basis. He will he In lbs office one day a week and will be piild at the rate paid previous doctors who have held the position on those terms, Miller laid. (or wlilch each recipient is eli Rogue Valley Edition Medford 40 Pagai Two Airliners Ditch in Pacific Hearing on Cbpco Rate Increase Is Adjourned by PUC Hearings on the Califoml Oregon Power company's re quested rate increase adjourn ed Indefinitely yesterday. The adjournment followed a dis cussion of Copco's reasons for asking an increase in residen tial ra'hcr than commercial rates. The stale public utility com mission will now review the case. Further hearings can be held when the commission renders Its decision. 11. P. Dosworth Jr., vice president and assistant to the general manager of Copco, in direct testimony before PUC examiners, said an analysis of residential and commercial rates indicate a raise in resi dential rates would be "the most equitable choice at the present time . . ." Numbtr of Complaints "The company has for some time been subjected to i num ber of complaints that the rates for commercial service are disproportionately great in relationship to rates for residential service," Bosworth said. "The proposed rate would produce an average annuul cost to the company's residen tial customers of approximate ly 183 cenU per KWH," he said. The national average cosl of residential service, according to EF.I Electric Utility Indus try Statistics, Is 37 per cent greater than this rate, he said It would also be less than the . average cost per KWH at any time prior to the end of World War II, he said. lie said lhat as a result of studies made in 1957 and 1058, reductions hud been made in the rates of the smaller com mercial usage blocks. After this reduction It was still felt "that the differential between small commercial users and residential users was too great and that it should be further reduced, but the company could not afford any greater rate reduc tion al that time," Dosworth said. In view of this recent low ering of commercial rates, Bosworth said, the company does not feel thnt it could now ask for an increase in com mercial rates. However, when cross exam ined, he said that he did not think that Copco would lose any Industrial customers if U2 Plane Falls, Burns in Texas Del Rio, Tcx.-IUPD-A U2 re connaissance plane, the same type which the Russians claimed to have shot down over their country on a U.S spy mission, crashed and burned in rugged Southwest Texas hill country today. "In my opinion," he said, 'the cosl of electrical service in Industry is not a major con sideration except in electro- chemicals and light metals." After prompting by Copco's cousel, he amended his state ment to include the fact that if industrial rates were raised too high, certain lumber com panies might expand their steam generating plants to sell excess energy to other com mercial operations. But, he said in response to a question, this would probably not happen even if commer cial rates went up 10 per cent. Budget, Planning Meetings Slated ! By City Tonight Two meetings will be held in the Medford city hall to night. One is a public hear ing on the city's 1860-GI bud get. The other is the regular meeting of the city planning commission. The public hearing will start at 7:30 o'clock in the city council chambers. The planning coinmlsion meeting will Immediately follow the hearing, also in the council chambers. Those who wish to make themselves heard on the city's budget are encouraged to attend the hearing, Follow ing the hearing, the city coun cil will levy city taxes for the inflO-61 fiscal year. The 1960-61 budget pro vides for a total cash outlay of $3,253,439, Including $906, 030 in the general fund. It is within the 6 per cent proper ty tax limitation. At its meeting the plan ning commission will call for public hearings on two re quests for change of zone. One of the requests Is lo change two lots at Highland dr. and Siskiyou blvd., from single-family lo limited com mercial. The other is to change the property behind the Medford Shopping cen ter from single-family to a multiple-family zone. The commission will also consider giving tentative ap proval lo a plat for the Ek- holm subdivision. The sudoi vision would provide for 106 lots and would be located in the north part of the city. Also on tonight's agenda are a proposed dedication of El Mar ave.: a request for an nexation to the city of an acre of properly at the norlh cast corner of Sunrise and Harrison aves.; and a propos' ed revision lo sign require ments in class II1A limited commercial zone. "And Now The News Africa, Asia, vrce OREGON, THURSDAY, JULY Only One Death Reported Among 88 Passengers Rescue Planes Drop Life Rafts Manila -HTD- Two crippled airliners ditched at sea early today off The Philippines coast, but 87 of 88 persons aboard both planes were swift ly rescued from the shark infested waters. Only one death was report ed and several other persons were injured. Fifty eight persons were aboard a Northwest Airlines DC7C plane lhat went down near Polillo Island, about 75 miles northeast of Manila, after It lost a propeller and an engine caught on fire. The Northwest plane was en route to Manila from New York, via Seattle, Alaska, Tokyo and Okinawa. The air craft carried 51 passengers and seven crewmen. The pilot was Capl. Dave Rail, 53, Seattle. The victim was identified by Northwest Airlines as Mrs. Guy Kcllcy, Springfield, Ohio. She apparently drowned, the airline reported. Mrs. Kellcy had boarded the plane with her husband at New York City. , Air control officials here called the crash-landing one of the outstanding ditch opera tions in airlines history. At almost the same time, a Philippine Airlines DC-3 plane developed ( n g 1 n a trouble while on an Intcr-lsland flight and ditched in shallow water near a small island off the coast of Mindanao. All 30 pas sengers and crew members waded safely to shore. The survivors were pluck ed dramatically from the shark-infested waters by U.S. Air Force Albatross air-sea rescue planes that rushed to the scene as soon as the crash alarm was sounded. The sea was relatively calm during the crash and rescue operations, the survivors said. They added they were able lo climb into the life raits dropped by the rescue planes without any trouble. There was no panic among the passengers. Testimony Continues In Damage Suit Testimony continued today in the $431,000 damage suit in Jackson County circuit court brought by Carl O. Hillcstad against the Kline Logging company, Medford. Persons testifying this morn ing were John Meyner, log ger, and Dr. Ralph Thompson, who treated Hillcstad follow ing a logging accident July" 24, 1958, . in the Elk creek area. The trial started Tuesday before Judge James M. Main. The complaint charges that the logging company was neg ligent at the lime of the acci dent.. From Moscow, Havana, Newport . . ." . , Tribune 14, 1960 UN Military Force Ordered Sent To Rebellious Congo United Nations, N.Y-fflPD- Thc Security Council early today authorized Secretary General Dag Hammarskjold to set up a United Nations military force to help put down violence in the Congo. The council voted 8-0 for a Tunisian resolution coupling the authorization with a call County Court To Name Home Rule Study Committee The county court will ap point four members of the home rule study committee on Wednesday, July 20. County judge Earl Miller said a resolution signed by the county court to consider home rule government for the county has been filed by Coun ty Clerk Marvin Madden. The county has 60 days from the filing date, or until Aug. 8, lo appoint Its four members of the ' committee. Four more must be appointed by the county's legislators. These eight appoint a ninth member.. ., The committee will make a study of home rule govern ment. It has two years In which' lo submit Its recom mendations. County court members yes terday discussed a letter from Harper Edwards, chairman of the county Democratic cen tral committee. He had sug gested that only people of high caliber be appointed to the committee and offered his as sistance and that of his party. Both County Judge Earl Miller and County Commis sioner Chester Wendt said a man's or woman's qualifica tions would be considered, and not his or her politics. County Commissioner Ralph James said he feels the same way, but feels the committee members should not be all of the same party.- The county home rule pro posal was adopted by the 1957 legislature in the form of a constitutional amendment pro viding that "A county charter may provide for the exercise by the county authority over matters of county concern." Home rule allows residents lo decide what form of county government they wish. Voters can choose any of the model charters set up by the legisla tive assembly, but no county must choose. a new form .of government or adopt a charter if it is satisfied with what it has. County home rule docs not necessarily mean a county manager form of government, according to the home rule amendment. Corry Appointed To Festival Board ; Chester E. I he rioters ran through the streets of the capital, firing in all directions and looting the homes of Europeans who have fled the city, r Employees Hear Club's Purpose About 40 employees of local retail establishments heard Don McNeil, Medford Cham ber of Commerce manager, ex plain purposes of "40 million for one club," at a breakfast this morning. The club dramatizes the fact that if each tourist, were to spend an extra day in Ore gon, an additional $40 mil lion would enter state trade channels. In introducing McNeil. Ron Gandee. chairman of the chamber's tourist and conven tion comm'ttee, said that many tourist dollars are lost because of local indifference. When a tourist goes to a local resident and asks for in formation only to get a "I don't know; I just work here" answer, it makes him kind of angry, McNeil said. Local awareness of tourist attractions such as the Shake spearean Festival and the Jacksonville museum might cause the tourist to stay that extra day. An example of such aware ness, McNeil said, is the Med ford police department. "I want to compliment our police in Medford for their tourist contact," he said. Last year they carried tourist in formation on their patrol cy cles and issued only warning tickets to parking violators. 225 Insane Dead In Guatemala City Guatemala City, Guatemala ' IUP1I Fire destroyed an over crowded insane asylum In downtown Guatemala City to day, killing at least 225 per sons and Injuring 300 others. To be considered will be the writing of a letter to the bureau of municipal research to arrange for a planning con sultant., Miller explained that S2.000 was budgeted for this service in this year's budget. .Further consideration will be given the study of bids sub mitted for the employees' life insurance program, and two agreements with the city of Medford will be reviewed. They are the joint agreement for duties of Bob Haworth, parks and' recreation director, and the contract between the two for lodging prisoners under sentence from munici pal court in the county jail. A public hearing date will also be set by the court for the vacation of 15 feet along the cast side of Foothills rd. from Hillcrest rd. for two blocks south. The vacation, approved by the court and county plan ning commission, has been re quested by the Golf Holding company and the Rogue Val ley Country club. Judge Mill er explained that the right of way in this area is 80 feet wide and In no place will the right of way width be less than 60 feet after the vacation of the strip.
