Dr. Moore Heads inia Discoverer XII Fails To Orbii; Data Studied Vandenberg Air Force Base, Calif. Jl'Pli- Rocket ex perts today studied the small amount of information re ceived from a Discoverer XII satellite which was supposed to help cure the program's ills but failed to go into orbit Although the 19-foot-long satellite was jammed with new electronic "snooper" equipment to try to pin-point trouble spots in the program, the electric gear had little chance to send its information back to ground radar stations. The 75-foot Thor Agena rocket was hurled toward a path over the poles but be cause of insufficient speed, a few minutes after launching fell back into the earth's at mosphere over the South Pa cific and burned up. Capsule Burned Up A 300-pound space capsule that, if all went well, was to have been shot back to earth from the satellite as it whiz zed 200 miles over the North Pole, also burned up because of the friction generated when it sped back into heavy at mosphere at 15,000 miles an hour.
