Long-dormant questions about the effect of our immigration laws now as sume great importance. What we do in the field of immigra tion and naturalization is vital to the continued growth and Internal development of the United States to the econo mic and social strength of our country which is the core of the defense of the free world Our immigration policy is Important to the conduct of our foreign relations and to our responsibilities of moral leadership in the struggle for world peace. The United States is still a great immigrant-receiving na In the Days News BT FRANK JENKINS In a sudden and startling (and perhaps immensely sig nificant) revolt, the Turkish army tosses out President Menderes and his cabinet and take over the govern ment. In a statement, the army leadership says it acted "be cause of the crisis through which democracy is passing in Turkey." It says it will stay in power until "free and honest elections" can be held and will then hand over the nation's administration to the winners of the election. That's about the size of it at the moment. WHY was Menderes tossed nut? This explanation is offered in the dispatches: Menderes has repeatedly rnrbed his political opposi tion, closed newspapers crit ical of him and jailed their editors. University students in Istanbul and Ankara, tak ing their cue from the South Korean students who had overthrown Syngman Rhee, took to the streets In demon strations against Menderes re cently. The demonstrations were dispersed with some bloodshed, martial law was clamped on the major cities and the nation's colleges and universities were closed. Menderes ran Turkey as a one-man show and regarded any criticism of his program as a personal insult and jailed scores of opponents for criticising him. THAT is to say Assuming that all this is is true The Turkish revolt is a revolt against TOO MUCH POWER HELD IN TOO FEW HANDS TOO FEW HANDS TOO LONG. QUMMING up: O It came near happening in Hungary. Only overwhelming superiority of BRUTE FORCE nrevented it. The oppressors in Hugary HAD ALL THE GUNS and the revolutionists had none. It HAPPENED in Korea. It is HAPPENING in Tur key. VTOTE to the Kremlin: ll IT COULD HAPPEN IN THE SOVIET UNION. A THOUGHT in conclusion: A The WORDS of the new Turkish regime (which is only a few hours old as this is written) are fine and hope ful. But IT IS DEEDS, NOT WORDS. THAT COUNT IN THIS WORLD. Let's hope the deeds of the new Turkish regime live up to its fine words. A Shocking Door Didn't Sfop Cops Santa Barbara, Calif-Police had the key to James J. Ma- honey's front door, but they kicked it down anyway order to get their man. Mahoney's wife complained her husband, an electrician, had wired the front door to keeo her from entering. He wouldn't turn the power off for-the policemen either, so they did the next best thing Mahoney was booked for ma licious mischief. in RAILROAD COSTS SHOWN Washington -UPD- Railroads Dav out a greater share of their revenues for wages and fringe benefits than other big industries, according to the Association of American Rail roads. Out of every ales dol lar received by the roads, the association said, 58 cents goes for labor costs - compared with 42 cep'3 In th mining industry, 82 cents for com munications and other public utilities and 27 cents in the general manufacturing field. however, some Ameri cans believe that the United States has reached the peak of its growth, culturally and economically. They do not feel that new industries and new ventures will arise to ab sorb immigration as in the past. And they do not believe that we can open our doors to all who profess democracy and still remain a refuge of democracy itself. Others believe we are still growing, still changing and continually advancing into new frontiers of industry and opportunity. They believe im migration has enriched America's past and will en rich its future, and that a con stant but regulated flow of new blood and new brains will guarantee both our strength and our democracy. Therefore, assuming gen eral agreement that there must be some limitation of immigration, the basic prob lem of determining what type of immigration policy is the best for the United States pre sents itself. Is the present im migration policy satisfactory, or should a new policy be adopted or the present one revised? Our present immigration policy rests on the McCarran Walter Act of 1952. The Mc Carrap Walter Act restricts total immigration to about 155,000 persons a year. Each nation is given a quota equi valent to one-sixth of one per cent of the number of persons of that origin who made up our population in 1920. In one respect, the McCar- ran-Walter Act recognizes the great international signifi cance of removing all racial bar in our immigration pol icy. At least some minimum immigration quota is afforded to each of the free nations of Asia. The law also permits the uniting of families. However, even with these salutary features, the McCar-ran-Walter Act's biggest de fect is the retention of the na tional origins quota system. There must be some numeri cal limitation so that we will not be flooded with immi grants, all of which we could not possibly accommodate. But the over-all limitation of the present law is too small for our needs today. Amendments Fell Best In considering all the recommendations for chang ing our immigration policy. it appears that the best course to take at the present time would be to make additional amendments to our present law. There should be an in crease in the total number of immigrants to this country. One way to effect such an in crease would be to base the quota on the 1950 census of population rather than the 1920 census. An annual maxi mum of 155,000 is now pre scribed, but the change from the 1920 to the 1950 census would increase the quota ap proximately 65,000. We are large, still industrially- growing country and could readily absorb the additional manpower that would result from the increase of immigra tion. For a number of years the quotas from northwestern Eu rope have been very much under- subscribed, whereas the pressure of immigration from southern and eastern Europe has continued to be intense and the quotas always over-subscribed. Since the unused numbers are not re assigned to any other country and are not carried over to the following year, the total immigration under the pres ent law has in the last few years been less than the sta tutory maximum. Would Distribute Quotas The law should be amend ed to permit the unused quo tas for Europe, Africa, Asia, and the Pacific Oceanic area to be pooled and distributed during a 12-month period on first come-first serve basis without regard to country of birth within the area. How ever, these quotas should be available only to aliens who qualify for preference status under existing law. There are many factors that must be taken into considera tion in considering what im migrants we want. Some of these are specialized skills or cultural accomplishments of prospective citizens; close family relationships; the populations and immigration policies of countries sending immigrants to this country, their past immigration and trade relationships with this country and their assistance to the joint defense of the tint, nations of the world. In a sentence, our immigra tion policy should uphold the fundamental American trad! tions and ideals, show a work ing faith in America s miure uphold America's prestige and position among other na Hons, and follow the (Msons of the American way of life, Hurry for These!
