Twenty-seven mem ber's signed the club's charter and about 40 persons attend ed the meeting. Red China Hails Everest Ascent Tokyo - H'PIl - Communist China announced today that three Red Chinese had reach ed the lop of Mt. Everest in the first successful ascent of the 29,028 foot peak over its northern approaches from Tibet. The Peiping government promptly hailed the achieve ment as a "brilliant victory" for "collectivism" and "revo lutionary" spirit. The Communist New China News Agency said the sum mit was attained Wednesday morning. An Indian expedition, as saulting the world's highest mountain over the southern approaches from Nepal, was forced to turn back 700 feet short of the peak because of a snow storm. Killed was James A. Walsh Jr., a student at the Univer sity of Oregon. State police said no other cars were involved. Another passenger in tiie car. Edward G. Fuller, 19, also of Portland, was taken to Providence hospital with a fractured left clavicle. The driver of the car was Ferdinand Fletcher, 19, of San Diego. Fletcher, also a student at the University of Oregon, was unhurt. The public is invited. During the week end, many old-timers are expected to re turn to visit friends. Those at tending the picnic must bring their own lunches but picnic facilities, entertainment and coffee will be furnished. A dance featuring western music will be held Saturday evening. Search Continues For Fishermen Vancouver, Wash. -Kll'll The searcn lor me Iwo missing Vancouver, Wash., fishermen continued around Vancouver lake today on a volunteer basis. Sheriff's officers said that water was too high and made the possibility of finding the two bodies- if the men arc dead-too remote. Missing are Dave Moals, 23, and Charles Koshaug, 2(i. both employees at the Nabisco plant in north Portland. The men went fishing Tues day. Their boat was found capsized in Vancouver lake at the entrance of Lake river Wednesday. Medford's water depart ment is setting aside some S!)!),00() in its l!)60-(il budget for a proposea 5 million gal lon water reservoir to be erected on Barneburg hill. Total cost of the reservoir will be an estimated $325,000 and construction is planned for 19G1-K2. A copy of the department's preliminary 1000 til budget was submitted to the citizen's budget committee yesterday. Total estimated expenditures by the department for the coming year are $596,464. This is compared to the de partment's 1959-1960 budget of $445,775. Although the water depart ment's budget is separated from the rest of the city's budget, it must be approved by the citizen's budget com mittee and city council. Separate Department One of the reasons for the department having a separate budget is that it collects its own revenues and pays its own expenses. In preparing the budget, (he water commission eslimat ed during the coming year that the number of custom ers will increase by 4 per cent, income will increase by 3 per cent and operating ex penses will be 8.6 per cent higher than those of the pres ent year. A breakdown of sources of estimated revenue during the coming fiscal year is: water revenue, $44l,zuu; service connections and work for cus tomers, S3, 200; equipment rental. $800; connection fees, $11,850: water district opera tion, S8.300; sale of forest products $1,500; rents, $240; and interest, St.000. A breakdown of expendi tures includes: operating ex penses, S187.486; franchise taxes, S5.800; interest on bonds $51,157: capital expend itures, S228.870; transfer to water bond sinking fund $24,- 150; and transfer to water svslcm construction fund $99,-000. Total Balance This latter fund is the fund from which cost of the new reservoir will be paid. With the addition of the $99,000 to the fund, the total balance will be $237,365. In the copy of the prelim inary budget submitted to budget committee members, the department forecasts a number of other capital ex penditures during the next five years. These include, trunk water mains In distri bution system, $323,000; Dark Hollow reservoir and feeder main, $279,000; Barneburg Hill reservoir (stage 2) $325, 000; improved office and shop buildings, 8110,000; and in stalling meters for non-meter-ed services, $110,000. It is estimated that expendi tures for the coming year will exceed actual income by $29, 373. At the end of the fiscal year, June 30, there will be an estimated $182,648 surplus. It is esti mated that there will be a $54,275 surplus at the end of the 1960-61 fiscal year. Studies Planned Provided in the coming year's budget is $3,800 to be gin studies and investigations for an additional source of wa ter supply for the city. City Water Superintendent Robert Lee said an additional source of water will be needed for Mcdford and vicinity by 1967 if total water use continues to increase at its present rate. The S8.300 income from water district operation in cludes meter reading, billing, collections and other services done for the various water districts by tile water depart ment. The districts are billed for these services on the basis of cost plus 10 per cent. The $1,500 income from the sale of forest products is that income which will be realized from the sale of salvage tim ber from watershed lands The department points out that this will help off-set the cost of improvements to wa tershed lands, including re forestation. Equipment Rentals The $800 equipment rental income will come from work done for customers outside of the city. The equipment is rented at the Associated Gen eral contractors rental price, the department pointed out. Department employees will t a cost of living increase in salary during the coming year, according to the pro posed budget. These salary increases will total S4.H00. Franchise taxes are actual ly free water service to the city of Medford. The city is one of the department's big gest customers and the esti mated water bill for next year is $5,800. This equals approximately 2 per cent of gross water revenue collected within the city.
