Hammerskjold told a group it the dedication of Uic Uni versity of Chicago's new law school center that the UN's original charter has been found to be "flexible enough" to "permit growth beyond what seems to have been an ticipated at San Francisco," where the United Nations first began. H e warned, however, against the tendency to create too many new organs within the UN framework to handle each new major field of ac tivity. "It Is as if we were to per mit the growth of a tree to be weakened by the de-elopment of too many branches," he said. . Conversely, Hammarskjold said, the UN should not allow too many activities to be con solidated within a single agency. . "We must seek the optimum balance between a system with a large number of au tonomous bodies and a system with strong concentration of tasks within a lesser number of organizations," he said. Hammerskjold snld the UN has Its strength and its weak nesses. He said that in the tight of 15 years experience, some changes in the pattern might be made if the charter were revised. These changes, however, he said, would prob ably not refer to the various UN organs as such, but "rath er to their relative division of responsibilities." Rockefeller Calls For Zeal in Race Equality lor All . Chicago - CUPD - Gov. Nelson A. Rockefeller of New York has called for "reasoned" zeal and persuasion in attempting to win racial equality for all Americans. . The 51-year-old Republican said in a convocation address at the Universily of Chicago law center that "there is no part of this nation entitled to say to any other part of this nation: we have achieved per fection in respecting the dig nity and equality of all men of all races. "There is no part of the earth to which we, as people, can say: we, the Americans, are flawless models for your future destiny," he added. The governor continued, In his strongest civil rights ad dress since assuming office: "If, as individuals and as a people, we tolerate false di visions of man against man whether by 'gentlemen's agreement' or by laws enforc ing racial segregation; if we tolerate pretensions of super iority of any people, includ ing ourselves; if we tolerate arbitrary barriers against pro gress by any people, in our own nation or In the world . . . we shall have broken faith with our fathers, and we shall deserve the disrespect tve shall invite. "The hunger and thirst for justice knows no limit of color or creed," Rockefeller said. This nation was not found ed upon "any manner of racist j concepts, but instead was built upon the basic belief in the Individual, he said. "We did not found this na tion in order to deny or to question the rights of other nations to the equality we claimed for ourselves," he con tinued. Rockefeller said racial pre judice involved a moral issue that was beyond the law, de spite any measure intended to guarantee civil rights. "We must realize, first of all, that the great Issues of justice and equality cannot be fought only in chambers of the legislature," he told the law school convocation. "They must first be fought - and won - in the hearts of men. The law is properly a servant of conscience - not a substitute for it," he added. The governor urged all citi zens to hold "the law of the land" in respect, and to con tinue to press for legislation that will enforce equal rights. "For respect for the law it self will disappear, if the law evades or lags in meeting new aad rightful needs," he said. But in carrying forward tWe legislative battle for equal opportunity laws, the govcr vr urged a calm aid ver sm spirit.
