Alliance in a meeting with Mrs. Eleanor : (UPI Telephoto) MEDFORD Regional Edition Stocks Up On Steel Reports New York-d'PD-Stocks turn ed up sharply on reports of a steel .settlementtoday with steel and rail issues pac ing the upturn. Many stocks were slow "to open because of a glut of buy orders and a half hour after the first sale the tape was run ning flash prices. Averages Gain The Dow-Jones industrial stock average, which closed 1959 at a new peak added more than 6.50 in early trad ing, the biggest gain since Dec. 8t1959, while the rail section spurted more than 4 to regis ter its best rise since Aug. 20 last year. Youngstown Sheet rose near ly 4 in the steels where U.S. Steel added more than 3, Jones & Laughlin more than 4, and Lukens, Republic and Bethlehem 2 or better. Higher Trends in Rails A number of the rails show ed higher trends. New York Central was up more than a point, and Southern Railway and Pennsylvania large frac tions. Kennecott stood out in the metals with a rise of more than 2. Anaconda tacked on nearly a point. Chrysler rose around 2 in the autos where Two Believed Killed by Slide Seattle - (UPD - Two men were believed killed today when they were buried by a huge sand bank which col lapsed at the construction site of a new apartment building. Four men were working on the site when the slide buried them. One was pulled to safe ty and another was dead on arrival at King county hospi tals. Two others were still trapped in the slide 45 min utes later and believed killed. The hospital has not yet es tablished the identity of the body brought there but au thorities tentatively identified the three men as Richard Johnson, Danny Griffin and William Birdall. Elderly Suspect Held in Slaying Of Popular Priest Buffalo, N.Y.-ttlPD-An elder ly parishioner was held on a first degree murder charge to day in the New Years Day shooting of popular Roman Catholic priest, the Rev. Vin cent L. Belle. Police said the suspect, Al fonso Catalano, 77, apparently had a mental fixation and imagined a woman friend was spurning him in favor of Fath er Belle, assistant pastor of Holly Cross Church. Catalano was taken into custody for questioning late Saturday about the time $1, 500 in reward money was of fered for information leading to the arrest and conviction of the priest's slayer. The murder charge was ordered placed against the elderly suspect, a member of the Holy Cross parish, by Dis trict Attorney Carman F. Ball on the basis of statements taken from several persons in the neighborhood. 'Imaginative Grievance' The most important infor mation came from a middle aged woman, whose name was withheld by police. According to her, Catalano had an '"imaginative grievance" against Father Belle. The priest was shot to death in his car parked in the rec tory garage as he prepared to start ot New Year's Day morning o;i a round of holy communion visits to shut-ins of his parish. , The suspect, a widower and father of four, received holy communion from Father Belle before the priest was slain and then returned to attend mass later in the morning, police said. Kennedy Rated Strong Contender As Demo Choice New York (UPD Demo cratic insiders rate Sen. John F. Kennedy the strongest con tender for the Democratic presidential nomination but Sen. Stuart Symington com mands surprising strength too, a survey indicated today. A poll of state Democratic leaders across the nation placed the Missouri Democrat a close second behind Ken nedy even though Syming ton's campaign plans are un disclosed. Kennedy announo ed his candidacy Saturday. Much farther behind came Sen. Lyndon Johnson and Adlai Stevenson (tied), and Sen, Hubert Humphrey - in that order. Query Party Chairmen United Press International queried party chairmen or national committeemen in 39 states on the status of the race after round one of the bid ding. Few of the party leaders were willing to name a single favorite this far in advance. But in 34 of the 50 states they specified the three men who in their opinion were top con tenders as of now. The total of mentions for each candidate or expected candidate was re vealing: Kennedy was named 31 times. Symington got 25 men tions. Stevenson and Johnson, who deny their candidacy, tied with 16. Humphrey, the first Democrat to announce, got only seven. Five Pick Kennedy Of those willing to specify a single favorite, five picked Kennedy. Two each mention ed Symington, Johnson and Humphrey. Others considered it too early to single out one front- runner. Thirty-four out of 37 be lieved that despite the upcom ing preference primaries the turning point for the nomina tion would not come until the national convention itself. On the other hand, 36 out of 37 believed Vice President Richard M. Nixon's choice as GOP nominee already was firmly decided. Twenty-four out of 29 list ed him as the GOP candidate whom they feel a Democrat could most easily defeat. . London (UPD Deputy La bor party leader Aneurin Bevin spent a "fair" night Friday in the hospital where he is recuperating from a major abdominal operation Dec. 29, a party spokesman said Saturday. Demo Leadership Lining Up Several 'Must' Measures Washington (UPD The Con gress that may be best known in history by its presidential candidates reconvenes Wed nesday for a stormy election year session. School construction, mini mum wage, civil rights and housing probably in about that order - highlighted the list of "must" bills the Demo cratic leadership Js lining up for its 1960 session. Revision of the Taft-Hartley labor law because of the steel dispute may add to the session's troubles. But presidential politics with all the major active con tenders of both parties con centrated in the Senate cham ber overshadowed the legis lative program. Two Announce Candidacies Two of the Senate's four Democratic presidential hope fuls formally announced their candidacies last week Sens, Hubert H. Humphrey, Minn., and John F. Kennedy, Mass Senate Democratic Leader Lyndon B. Johnson (Tex.) and Sen. Stuart Symington (Mo.), the other two, are not expect ed to make any formal decla rations in the near future. Vice President Richard M. Nixon, who apparently clinch ed the GOP nomination with the wtihdrawal of New York Gov. Nelson A. Rockefeller, is expected to formalize his candidacy in a few weeks. He can do so when his name eoes into the March 8 New Hampshire primary. Nixon will be presiding over the Senate when both houses convene at noon e.s.t, Wednesday for the second session of the 86th Congress. To Deliver Message On Thursday, President Eis enhower will deliver in per son his annual State of the Union Message to a joint ses sion of Congress. Then the legislators probably will ad journ until next week. The President's budget message calling for spending of about 80 billion dollars in the fiscal year starting July 1 will be submitted on Jan. 18. His economic report will go to Congress on Jan. 20. Senate Republicans plan to hold their first party confer ence Wednesday afternoon. But the TJemocrats may switch their normal schedule and not hold their caucus until after they hear the President's State of the Union Message! This would enable Johnson to tailor his program with the advantage of knowing the President's proposals. Leaders on both sides look for a short session, ending m time, for the July 11 Demo cratic national convention in Los Angeles. Governor Faces Heavy Schedule Salem (UPD This week's schedule of Gov. Mark Hat field, starting off busy today with the appointment of How ard Belton as state treasurer, continues at a fast pace through Wednesday. At 2 p.m. today he was to swear in William A. Callahan, Portland, as a member of the State Industrial Accident commission. Tuesday's appointments in clude a cabinet meeting at noon, greeting of foreign edu cators at 2 p.m. and swearing in of Seaside attorney Avery Combs as circuit judge at 2:15 p.m. The regular Tuesday morning Board of Control meeting was cancelled. Wednesday the governor will swear in Forestry Board members at 11:30 a.m. EMBASSY FIRED ON Buenos, Aires (UPD The door of the Yugoslav embassy was raked by machine gun fire from a speeding car early Thursday, it was disclosed Saturday. Neuberger, returning to Washington, D.C. after four months in Oregon, today listed five major goals of the 1960 Congress. ' ' -. Included were: 1. A positive foreign policy assuring peace with justice. 2. Reduction in cost of the federal farm program with more equity and fairness among all groups of farmers. Voluntary Insurance 3. A program of voluntary health insurance under the Social Security system. 4. Sufficient federal reve nues to keep the national bud get in balance. - 5. Support for science, edu cation and basic research to provide greater American strength in competition with the Soviet Union. Neuberger, who recently celebrated his 47th birthday, also said he would continue efforts to expand federal par ticipation in medical research, particularly in cancer. ;, Dunes Park Backed The senator, a recent cancer victim himself, said "as a re sult of these research ad vances in recent years, the survival rate among cancer Valley Man Escapes Injury in Accident Ashland A 24-year-old man escaped injury early to day when his car skidded on the ice, struck a light pole and turned over on its side on North Main st., city police reported. 1 Driver was jack M. John son, 628 Altamont st. Damage to the car, a 1956 hardtop sedan, was estimated at $600. Police said the accident oc curred at 12:45 a.m. at North Main's intersection with Scho field st. The car, southbound on Main, skidded approxim ately 200 yards. Birmingham, England-(UPD- Police today charged a factory foreman with the slaying of an 18 -year -old Birmingham girl and questioned him about the killing of another woman. He said he still did not understand opposition to the proposal from some Well Neuberger said he was feel Egjjg Cut Urged on Mense Spending Washington-(UPD - The Na tional Planning Association has urged a big cut in U.S defense spending so that taxes can be reduced and the coun try's economic resources can be shifted to "urgent peace time tasks." "If politically feasible, a re duction in armament would be desirable economically," the association said. It declared "there is no valid economic argument that arms reduction would bring about economic depression." Carfeul Planning But is said the effects of a hangover from an economy based on the present expendi tures for defense to a limited disarmament economy would require careful planning. Medford Topping s 4 ChiSdren Marseilles, France - (UPD - A towering construction crane toppled into a kindergarten playground here today during a recreation period. Four chil dren were killed and a num ber of others injured. The crane was being erect ed in a workyard next door to the kindergarten when it fell. The metal monster smashed the wall surrounding the playground and sledge-hammered into a group of playing children. Workman Italo Florida, 45, was sitting in the cab of the crane when it fell. He was hurled into the playground and seriously injured. The dead children were not immediately identified. About 150 children between the ages of 4 and 6 regularly at tend the school. About 120 of the children were in the playground at the time of the accident. A num ber of them were washing their hands and faces at a line of basins under the supervi sion of two women teachers.
