Martin, prominent Grants Pasj insurance man and form- -er state representative and state game commissioner, died Thursday in his sleep while Z on a hunting trip in the S teens - Mountain area. He was 50. Martin was a member of a party of 11 men which had been camping since the day before the deer hunting sea- son opened one week ago. Death was attributed to na- tural causes. The booklet lists the state's organi zations of employers and other business and professional per sons with principal officers, number of members and the area represented. Labor Commissioner Nor man O. Nilsen said the new publication is a c o m p a nion piece to the department's di rectory of labor unions and employee associations which will be brought up-to-date in the near future. It is expected to offer management and pro fessional groups the same kind of ready reference which is available to wage earners in the union directory. Daughtary Case Under Advisement Salem -UPD- Federal Judge William G. East of Portland Friday took under advisement the case of an Oregon State Prison inmate, Clifford Daughtary, who told the judge here that he has not been ac corded a full and complete State Supreme Court hearing. Daughtary has been a fig ure in the courts since 1954 when he filed a habeas corpus writ in Marion County Circuit Court in a first bid for free dom. This was turned down, but he took other legal action as his own attorney. The Oregon Supreme Court is reviewing his case at the request of Federal District Court in San Francisco. - Daughtary is serving a sen tence for forgery. The population of Iceland is about 160,000. Look to Mie and you'll Ranges Floor Killers Jailed At Pendleton Pendleton - (UPD - Two for mer convicts Saturday were in the Umatilla county jail here held without bond on charges of first degree murder in the slaying of Ronald Kil by, 28-year-old Hermiston po liceman early Thursday morn ing. Alfred H., Ogden Jr. and Walter Wicken, both of Pasco, Wash., were brought here Fri day from Prosser, Wash., un der heavy guard. The pair admitted shooting Kilby when he stopped then car to question them about a series of burglaries in Hermis ton. They also admitted the burglaries. Both men waived extradi tion from Washington. Umatilla County Sheriff Roy Johnson said they prob ably would be arraigned Mon day. . Tne men were arrested a short time after the . shooting at a roadblock near Kenne- wick, Wash. Newark, ' Ohio - (UP-Sheriff William McElroy is no man to put pleasure before busi ness. Instead of attending rib bon-cutting ceremonies at the opening of a new interstate highway, McElroy put his ef forts into searching for the vandals who ransacked the Newark courthouse and took $3 from the blind operator of a newstand. .. Park arid Shop Plans Success Reviewed bv Chamber Manaaer How successful has been Medford's new - "Park - and Shop" program? .. . Since the program opened Aug. 17, downtown merchants have paid for the equivalent of 6,000 shopping hours at the park and shop lots, ac cording to Don McNeil, Jack- son County Chamber of Commerce manager. I was talking recently witn urn Barr, executive di rector of the national associa tion and told him of this re sult. He pointed out that this is a phenomenal success ratio for this early , in the game. Most communities this size don't approach that fieure within the first three or four months," McNeil said. , Hoping to boost use of the park and shops still further, McNeil is planning publica tion of 25,000. park and shop folders which show the desig nated parking lots, lists the sponsoring merchants and ex plains how the plan works. Consider New Plan The chamber and downtown business men are now consid ering a "Ride and Shop" pro gram to be coupled to the present park and shop plan. Ride and shop as used in Far go, N.D., , works much the same way. Stamps validate either parking or bus trans portation. The bus driver will give the shopper a special ride and shop ticket. On one side there is space to stick two stamps, each of which is good for a one-way bus fare. ; The customer receives one stamp on making a purchase of at least $2. When boarding the bus, the ride and shop ticket is turned over to the driver. The ticket serves as a fare if one stamp is attached.. If two stamps are affixed he will give the rider one token plus the free ride. The two stamps pay for the complete round trip. The details for such a plan In Medford have yet to be worked out, McNeil said. Validaia Tickets The transit or bus company turns in all validated bus tickets to the chamber and is paid according to the number of validation stamps. "Park and shop is so simple tht many housewives forget to use it," McNeil said. Free parking for an hour is available if a minimum of $2 is spent in one of the park and shop stores,5 he noted. By shopping in more than one store, a person can park for several hours without cost. If the minimum is not spent, there is a small charge for parking, he noted. "In a majority of cities where this program is used, the costs to the merchants per year Is one-tenth of 1 per cent of their retail trade," accord ing to McNeil. The plan is administered through the chamber office, but at no cost to the regular chamber budget. One - girl is assigned on a part-time basis to do administrative work for which the chamber is reim bursed. Pay Quarterly Merchants pay into the park and shop fund a quarterly amount which goes for adver tising. This is managed by a board of control which pays for literature, space advertise ments, radio and television spots, signs, tickets, and issues stamps, McNeil said. Each merchant also buys stamps, money from which creates a revolving fund out of which the parking lot operators are reimbursed as tickets are turned in. ' " When the program opened Aug. 17 four lots were used. Shortly after the program started, a fifth lot was placed in service, and early in Sep tember a sixth lot was opened. Counting all seven lots and figuring the daily av erage turnover rate for space, we have available in tne downtown area 1,500 "spaces for shopping in the park and shop plan." A total of 975 of the spaces have been created by tearing down buildings." : ' "This is the first park and shop plan put on a community-wide basis in this state," McNeil pointed out. .. The plan has been created by private investment capital based upon cooperative agree ments by the merchants to val idate the parking tickets. Merchants do not own lots, but only validate use of the park ing spaces, the chamber man ager emphasized. Study Plan "Before we went into this plan we carefully studied . it for six months. It proved suc cessful in 130 other U.S. com munities. We have been aware of its value and side effects in eliminating downtown eye sores and dressing up the busi ness area. We are also aware that it exposes new eyesores never seen before," McNeil noted. "But, this is apparent not only to us but to the building owners. A number of them have said they plan to dress up the backs of buildings and provide customer rear entran ces to develop the effect of a parking mall," he added. Hourly Traffic Careful tabulation of avail able parking spaces with the times of day they are vacant keeps the hourly parking traf fic fluid, McNeil pointed out. By advertising when the most parking spaces are vacant cus tomers arrange their shopping times accordingly. "We are aware this is not a sweeping-solution of all down town Medford parking prob lems. No town has ever had x , enough parking. However, it I is an important cornerstone in starting to solve our parking difficulties," McNeil noted. "Now, we are going through all the problems and wrinkles which come up in all park and shop plans. Customer under standing is one problem we haven't run into. In fact, we haven't had nearly as much trouble as expected. Traffic Deaths Increase in State Deaths from traffic acci dents in Oregon increased 13 per cent during the first six months of 1959 compared with the same period in 1958, ac cording to the traffic safety division of the department of motor vehicles. Injuries climb ed about llsfe per cent during that time, while traffic acci dents increased slightly more than 7 per cent. Fatalities totaled 202 and injuries totaled 9,426. The fig ures are based on reports fil ed by 52,940 drivers involved in 30,525 accidents. Other states in the country also showed increases, at least in the death column, this year, the division reported. Thirteen deaths and 365 in juries resulted from 1,010 ac cidents reported in Jackson county during the - first six months, of this year. Oregon s accidents took the lives of 37 persons in the 18-24 age group and injured 1,718. The accidents were the results of the same kind of mistakes made by drivers in past years, the study revealed. ; The attendance at Canada's national parks for the six month period ending Sept. 30, 1958, reached 3,683,488. - 125 S. Drummond, public health physician. . Of the total, five were in Medford, with four each in Shady Cove and Ashland. Other communicable dis eases reported last week in cluded menigitis, Medford 1; pneumonia, Medford 1; dip theria, Central Point 1; tuber culosis, Medford 1; chicken pox, Ashland 1; and mumps, Rogue River and Evans Val ley 1 each.
