SHORTAL United Press Financial Writer New York W What to do with more than one billion dol lars? That's a problem many peo ple would like to wrestle with. But the West German govern ment wishes it didn't have to. The Federal Republic of Ger many holds more than one bil lion worth of stock in 3,000 com panies and it is having a hard time divesting of these assets. The companies operate in such fields as iron ore, steel, autos, chemicals, aluminum, electricity, machinery, banking, shipbuild ing and coal mining. The biggest of the lot is the 250 -million -dollar Volkswagen company, whose little cars are becoming extremely popular in the United States. An official of the German- American Trade Promotion Of fice here told United Press that the principal difficulty in selling these properties to private inter ests is the "dearth of capital available in Germany." The West German parliament recently rejected a bid of 5,100, 000 for the Howaldts Shipbuild ing company of Hamburg, be cause the offer was too low. The asking price -was around seven million dollars. This official said that the sale of these assets, many of which were government-owned prior to World War II, to foreigners is "considered politically inop portune" at this time. The, West German government is reported to own nearly 70 per cent of German aluminum production, nearly 50 per cent of iron ore output, 30 per cent each of auto output and ship building, and 20 per cent each of oil production and hard coal mining. Its share of lead and zinc production is 43 and 45 per cent, respectively. - During. 'World War II, the U.S. government seized more than 600 million dollars worth of enemy assets, based on cur rent valuation. Most of these as sets were German. As of June 30, all but 122 million dollars of the total had been disposed of. General Aniline Involved The biggest company involved was General Aniline and Film company, which still is con trolled by the U.S. government. Numerous law suits have block ed Uncle Sam's efforts to sell its General Aniline stock. The U.S. government disposed of the Schering Corp. for 30 million dollars and American Rayon Corp. for 17 million dol lars, among others. The German government, it was noted here, is planning to adopt a "people's capitalism" approach to the problem of sell ing its holdings of stock. By making the stock as attractive as possible, it hopes to sell the shares to the general public. This is the approach the gov ernment has proposed for divest ing of its Volkswagen holdings. If the proposal is put into effect, and if it works, the plan may set a pattern for the ultimate disposal of all the holdings, it is said.
