President Challenges Russia To Make Next Disarmament Move Washington W President Eisenhower today challenged Russia to make the .next move toward an East-West disarma ment agreement. ' The President, speaking at his news .conference, took a pessi mistic view of an early break in the disarmament deadlock. He said he does not now see any further constructive step the United States and its allies can make on disarmament at this time. Something, he said, must hap pen on the other side referring to Russia. Change Not Likely Eisenhower added that a So viet policy change docs not seem likely, but there could possibly be some change in the Kremlin's position which is not visible at the moment. Disarmament negotiator Har old E. Stassen has returned to London from conferences here for a meeting this afternoon of the U.N. Disarmament Subcom mittee. He may hear Russia's official answer to the West's 11-point, "first, step disarmament" pro posal. Soviet negotiator Valer ian Zorin already has rejected it informally. No plan calls for air-ground inspection against surprise at tacks, suspension of nuclear weapons testing for two years, a ban on production of fission able material for weapons pur poses, and a start on reduction bf armed forces arid conven tional arms. Official! Piiirnl4tie Officials in Washington are pessimistic about Soviet accept ance of these terms. There is widespread fear that the dis armament talks are headed for failure and adjournment. The President did riot disclose whether he has given Stassen any new instructions. In this connection, the President re ferred to his statement on Aug. 28 after the Soviet's denounced the West's disarmamen1 plan and . claimed development of long range missiles. The President said at that time he was deeply disappointed at Russia'! "scornful words" and "boastful statements." Eisenhower Vetoes Veteran Loan Bill Washington IP The White House today announced Presi dent Eisenhower had disap proved by pocket veto a bill td provide low interest'government housing loans for veterans in rural areas and smaller cities. The President held that the bill was discriminatory and in flationary. Under the measure the Veter ans Administration would have received additional mortgage funds to be loaned to veterans in rural areas and small cities and towns at interest rates well below the current market. The bill was intended to aid veterans in areas where conven tional mortgage money was in scarce supply. "I cannot approve a program that has such a potential infla tionary effect upon the economy or that is so discriminatory," the President said in a memorandum signed Monday. "There is no jus tifiable reason for making loans at interest rates below the cur rent market available to some veterans and denying them to others." CAUGHT IN ACT Geneva, N. Y.
