Commercial Pattern Threatened Another danger lies in the threat to the present pattern of commercial broadcasting. The networks bring you comedy, va riety, music, such as it is, on the cuff. But talent goes where the money is. There is always the chance that the Dinah Shores, the Perry Comos, the Frank Si natras would prefer the larger monetary rewards of toll TV. The loss of these regular pro grams also would seem to be of doubtful benefit to the public. Finally, and most disturbing, there is the possibility that toll TV may not be as uncommercial as it claims. There is already quiet talk in some toll TV quar ters of working advertisers into the act through the use of tokens or coupons inside the advertis er's product. Thus, say, a cornflake sponsor might back a Western show for toll TV. Buy a box of cornflakes and you would get a special token to put in your toll TV at tachment to see the show, or you might get a coupon which you would mail in to your toll TV op erator for a refund or discount. FCC Holds Answers The Federal Communications commission, presently sitting on the issue of toll TV, would seem to have the answers to most of these questions in its hands. It can regulate "over-the-air" TV, of it authorizes it. It has the power to do so. But the FCC has no power to regulate toll TV if it operates over a wire into the home. And toll TV backers, growing impa tient, are beginning to move in this direction. Toll TV advocates say their very competition will up-grade the program fare you see on commercial TV. They say you'll see fewer and shorter commer cials on your present TV cnan nels because otherwise, the net work shows will lose their audi ences. At this moment, two of the three pay TV firms are pressing the FCC for the right to conduct at least a test.
