the quiz shows put together. It's
up to you to start thinking about
the answers.
Right now, this nation far
outstrips the rest of the world
in TV activity. Sponsored TV
has been responsible.
we have 489 TV stations and
they beam their waves into
some 40 million homes. That's
more than 80 per cent of the
homes in the country.
Great Britain has only six
million TV homes and 17 sta
tions. Russia has slightly over
one million TV homes and 14
stations.

The champions of toll TV say
our level of TV activity could
be even higher. They point out
there is room on the airwaves
for more than 1,500 stations, but
that more than 1,000 of these
aren't being used. They say ad
vertisers just can't support that
many outlets. However, toll
TV'ers fail to point out that
many of these 1,000 channels
are in the ultra high frequency
band (UHF) and that most TV
sets aren't equipped to receive
them.

What's more, neutral observ
ers agree that although toll TV
may boost the quantity of TV
shows you see (assuming that
the empty channels on your set
are used), there are disturbing

Auto Demand
A push in auto demand, of
course, would immedately be re
flected in a rush to buy sheet
steel which has been slow for a
long time as the automobile com
panies worked off inventories.
Such a move would be a new
roll in. the rolling readjustment
going on in industry just now.
While autos were going up they
could offset other lines that
might need further adjustment.
Another line that seems to be
getting into action even now is
the electrical equipment indus
try which had a bit of recession
for a time. This also is a big
user of steel.
Incidentally, with or' without
these stimulii, the steel industry
isn t doing any crying lust now.
Its leaders say they aren't half
as pessimistic as some stock
market commentators.

ence.
It is doubtful, point out ob
servers, that the public will
benefit by paying for regular
season baseball games, World
Series and fights when it gets
a fairly steady diet of these now
free.
Further, although pay TV
champions talk often about
Broadway plays, ballet, opera,
educational programs and other
high-toned fare, it is becoming
increasingly obvious that the
Jjulk of the toll TV diet will be
movies.
Toll TV operators will be in
business to make money . Money
lies where the taste of the
masses lie. And the masses like
to watch movies. A Sindlinger
research report stated recently
that out of the 1,085.4 million
hours devoted to TV viewing
during one week in July, 400.3
million hours were spent watch
ing movies.
Commercial Pattern Threatened
Another danger lies in the
threat to the present pattern of
commercial broadcasting. The
networks bring you comedy, va
riety, music, such as it is, on the
cuff. But talent goes where the
money is. There is always the
chance that the Dinah Shores,
the Perry Comos, the Frank Si
natras would prefer the larger
monetary rewards of toll TV.
The loss of these regular pro
grams also would seem to be of
doubtful benefit to the public.
Finally, and most disturbing,
there is the possibility that toll
TV may not be as uncommercial
as it claims. There is already
quiet talk in some toll TV quar
ters of working advertisers into
the act through the use of tokens
or coupons inside the advertis
er's product.
Thus, say, a cornflake sponsor
might back a Western show for
toll TV. Buy a box of cornflakes
and you would get a special
token to put in your toll TV at
tachment to see the show, or you
might get a coupon which you
would mail in to your toll TV op
erator for a refund or discount.

FCC Holds Answers
The Federal Communications
commission, presently sitting on
the issue of toll TV, would seem
to have the answers to most of
these questions in its hands. It
can regulate "over-the-air" TV,
of it authorizes it. It has the
power to do so.
But the FCC has no power to
regulate toll TV if it operates
over a wire into the home. And
toll TV backers, growing impa
tient, are beginning to move in
this direction.
Toll TV advocates say their
very competition will up-grade
the program fare you see on
commercial TV. They say you'll
see fewer and shorter commer
cials on your present TV cnan
nels because otherwise, the net
work shows will lose their audi
ences. At this moment, two of the
three pay TV firms are pressing
the FCC for the right to conduct
at least a test.
Those against toll TV say the
FCC should not grant even a
test that once a toll TV firm
invests its millions of dollars in
a city, it will be difficult to dis
lodge it. i
Both sides want entry into
your living room now. It soon
may be up to you to decide who
you're going to let in.
